Overview

povo is a mobile phone tariff brand operated within the KDDI and Okinawa Cellular Telephone group in Japan. It was announced in January 2021 and launched on 23 March 2021 as an online-only plan designed to compete with NTT Docomo's ahamo and SoftBank's LINEMO. The name derives from the English phrase 'point of view' and the Latin 'ab ovo' ('from the egg'), reflecting a concept in which customers can customize their plan like adding toppings to a dish. The service is run by KDDI Digital Life, a company connected to KDDI's collaboration with Singapore-based Circles.Life. The original plan, retroactively called povo1.0, offered 20GB of high-speed data for a flat monthly fee with paid voice calls and optional toppings such as unlimited five-minute calls or a 24-hour data boost. On 29 September 2021, KDDI replaced it with povo2.0, which restructured the offer around a zero-yen base plan with no included high-speed data and a menu of purchasable toppings. Under povo2.0, users buy data capacity, voice options, or content packs through the povo2.0 app whenever needed, a model closer to prepaid than to a conventional monthly contract. The base plan provides unlimited data at a reduced speed of 128 kbps when no data topping is active, and domestic calls are charged at 20 yen per 30 seconds. povo uses KDDI's au network, including au's high-speed 5G coverage, and is positioned as a digital-first, app-centric brand that can be started without visiting a shop. It supports eSIM as well as physical SIM in some configurations, and in March 2024 a data-only version of povo2.0 was introduced that does not require identity verification documents and is limited to eSIM. The brand has run numerous campaigns, including migration (MNP) promotions and first-time user offers, and has expanded its topping catalogue with limited-time and partner collaborations. By May 2022, KDDI reported roughly 1.2 million subscribers, and sign-ups surged after Rakuten Mobile ended its own zero-yen low-data plan in 2022. povo is not a separate listed company; it is a product brand within KDDI's portfolio, alongside the main au brand and the UQ mobile sub-brand. Its target is cost-conscious and digitally oriented users, particularly younger customers who rely on messaging and VoIP apps rather than traditional voice minutes. The brand's identity is built around flexibility, low base cost, and app-based self-service, with the 'topping' metaphor at the center of its marketing and product design.

History

povo emerged from a period of intense regulatory and competitive pressure in the Japanese mobile market. In late 2020, the Suga administration pushed major carriers to lower mobile tariffs, and NTT Docomo announced ahamo in December 2020, followed by SoftBank's SoftBank on LINE (later LINEMO). KDDI, which had relied on its au main brand and the UQ mobile sub-brand, faced criticism for not cutting prices on its main brand. On 13 January 2021, KDDI announced povo as an online-only plan. The name combines 'point of view' and the Latin 'ab ovo', and the concept centered on customizable 'toppings'. Initially, KDDI had announced in October 2020 a joint venture with Singapore-based Circles.Life to launch a new MVNO brand, but KDDI President Makoto Takahashi indicated that it would be better to offer the service directly under au, effectively revising the plan. povo launched on 23 March 2021 with 20GB of data for a flat monthly fee, paid voice calls, and optional toppings. It was positioned to undercut ahamo by making the five-minute free call option paid, reducing the monthly fee by 500 yen. Like LINEMO, it supported eSIM contracts without a physical card. On 29 September 2021, KDDI replaced the original plan with povo2.0, renaming the first version povo1.0 and ending new applications for it. povo2.0 restructured the offer around a zero-yen monthly base plan with no high-speed data allowance, to which users add data, voice, and content toppings. The base speed when no data topping is active is 128 kbps, lower than povo1.0's 1 Mbps. The model is closer to prepaid, with monthly and daily toppings billed separately. Payment was initially credit card only, with Paidy added on 23 January 2024. Contract fees were initially free, but from applications on 20 December 2022 a fee of 3,500 yen (3,850 yen including tax) per line applies when six or more new lines are contracted in a year. The service has expanded its features over time. International roaming was not offered at launch; voice and SMS roaming began on 20 July 2023 and data roaming on 1 August 2023, using dedicated overseas data toppings. Voicemail and call forwarding became available in May 2024. A data-only version of povo2.0 launched on 27 March 2024, requiring no identity verification and limited to eSIM, with no eSIM reissue and no quick transfer support. In November 2024, povo began 'povo Data Oasis' with Lawson, allowing users to get 100MB of free data per Lawson visit, up to 10 times and 1GB per month, on eSIM-compatible devices. The '#GigaKatsu' program was significantly reduced, with the au PAY-linked portion ending on 30 June 2024 and the TownWiFi by GMO partnership also ending. By May 2022, KDDI reported about 1.2 million povo subscribers. In May 2022, after Rakuten Mobile announced it would end its '1GB or less for zero yen' plan, povo applications surged to about 2.5 times normal, according to KDDI President Makoto Takahashi. The brand remains an active part of KDDI's multi-brand strategy alongside au and UQ mobile.
