Overview
Potters-Ballotini Co., Ltd. is a Japanese manufacturer of glass beads and related products, headquartered in Tsukuba, Ibaraki Prefecture. The company was established in September 1966 as Toshiba Ballotini Co., Ltd., a joint venture between the American glass-bead producer Potters Industries Inc. and Toshiba Corporation. It began manufacturing glass beads for road-marking paints and industrial uses at a Tokyo plant in 1967, and over the following decades expanded its product range into filler beads, silver-coated beads, Plashot resin media, large-diameter beads, and E-glass beads. The company describes itself as the leading glass-bead manufacturer in Japan, serving a wide range of social and industrial fields. Its products are largely invisible to end users but are embedded in everyday applications: reflective glass beads in road markings, blasting media for surface treatment, and functional fillers for plastics, coatings, and precision molding. Its road-marking beads are certified to Japanese Industrial Standard JIS R 3301, and the company also offers high-refractive-index beads, the large-particle "Visibeads" (ビジビーズ) range, and the MX-7S retroreflectometer for evaluating the night-time visibility of lane markings. In 2001, Toshiba transferred its shares to Potters Industries Inc., and the company changed its name to Potters-Ballotini Co., Ltd. It is now owned by Potters International Holdings S.á.r.l. and operates as part of the global Potters Industries group. Its head office and main plant are in Tsukuba, with a sales office in Osaka. The company holds ISO 9001 and ISO 14001 certification at all business sites and frames its environmental work, including glass recycling initiatives, as an extension of practices it says date back to its founding in 1966. It marked its 50th anniversary in 2016 and its 60th anniversary in 2026.
History
Potters-Ballotini Co., Ltd. was established on September 10, 1966, as Toshiba Ballotini Co., Ltd., a joint venture between Potters Industries Inc. of the United States and Toshiba Corporation of Japan. The following year, in 1967, the company opened its Tokyo plant in Ota Ward, Tokyo, and began manufacturing glass beads for road-marking paints and industrial applications. Expansion followed through the 1970s. In 1972 the company opened a Kansai plant in Shiso District, Hyogo Prefecture (now Shiso City). In 1973 it joined the newly formed Japan Glass Beads Association (JGA). In 1975 it closed the Tokyo plant and opened the Kanto plant — now the head office plant — in Yatabe Town, Ibaraki Prefecture (now part of Tsukuba City). In 1977 it began manufacturing filler glass beads. The 1980s and 1990s brought further product diversification and certification. Silver-coated glass beads were added in 1980, followed in 1983 by Plashot media and large-diameter glass beads, and in 1989 by E-glass beads. In 1993 the company obtained the Japanese Industrial Standard JIS R 3301 display approval for glass beads for road-marking paints. It obtained ISO 14001 certification in 1999 and ISO 9001 certification in 2000. A major ownership change occurred in 2001, when Toshiba transferred its shares to Potters Industries Inc., and the company changed its name to Potters-Ballotini Co., Ltd. In 2005 it became the first company in Ibaraki Prefecture to be certified under the prefecture's road foster-parent system, as a contribution to the local community and environment. It obtained certification under the revised JIS R 3301 for road-marking glass beads in 2008. In 2010 the company established Nihon Highway Material Co., Ltd., a new company for the sale of glass beads for road-marking paints; in 2013 it transferred all shares of that company to MITA Co., Ltd. In 2014 its parent, Potters Industries LLC, marked its 100th anniversary. Potters-Ballotini celebrated its own 50th anniversary in 2016. In 2017 it closed the Kansai plant and consolidated operations into the head office plant. In 2023 it marked the 50th anniversary of its membership in the Japan Glass Beads Association, and in 2024 it joined the Glass Recycling Council of Japan (JRCJ), where it is currently on leave. As of the 2020s the company remains headquartered in Tsukuba, Ibaraki Prefecture, with a sales office in Osaka, and describes itself as Japan's leading glass-bead manufacturer. It holds ISO 9001 and ISO 14001 certification at all business sites and marked its 60th anniversary in 2026.
