The production was conceived as a feature-length expansion of the Playmobil brand rather than an adaptation of a pre-existing narrative. Its creative premise was that children use the toys for open-ended role-play: the figures do not prescribe a single hero or story, and players combine unrelated settings according to their imagination. History
The Playmobil feature-film project was first publicized in November 2014. ON Entertainment secured the film rights and planned to produce the project through its Montreal-based ON Animation Studios. Pathé was associated with distribution in France, while Wild Bunch was connected with international sales. Bob Persichetti was initially attached to write and direct, and the project was originally targeted for release around the end of 2017. By 2015, reports placed the proposed budget at approximately $75 million, although later accounts described a broader budget range. The project changed creative direction in February 2016 when Lino DiSalvo became director. DiSalvo had spent many years as an animator at Walt Disney Animation Studios, and the film became his feature directorial debut. Blaise Hemingway was attached to write the screenplay, with Greg Erb and Jason Oremland later credited as part of the writing team. During the same period, United States distribution rights moved to Open Road Films. Development included extensive work on animatics before the production moved fully into asset creation.
