Overview

Philip Morris Ukraine is the Ukrainian operating company of Philip Morris International (PMI), responsible for manufacturing, importing, marketing and distributing tobacco and smoke-free nicotine products in Ukraine. Its portfolio has traditionally included cigarettes sold under international Philip Morris brands, while its more recent business strategy has emphasized heated-tobacco systems and other smoke-free products. PMI established the Ukrainian subsidiary in 1994 and that year acquired a 51 percent interest in a tobacco manufacturing facility in the Kharkiv region. The plant was substantially modernized through 1998, with most of its equipment replaced. A second, purpose-built facility was constructed in the village of Dokuchaievske in Kharkiv oblast and began operating in May 2006. Before the full-scale Russian invasion, the Kharkiv-area operation reportedly had annual cigarette production capacity of nearly 20 billion units, with approximately half of its output exported to more than 20 countries, including markets in Europe, Asia, the Middle East and the Caucasus. The company’s Ukrainian portfolio has included Marlboro, Chesterfield, L&M, Bond Street, Parliament and Philip Morris cigarettes. Since 2016, it has also sold PMI’s smoke-free products in Ukraine. These include IQOS heated-tobacco devices and HEETS consumables, lil SOLID devices with Fiit sticks, and BONDS devices with BLENDS sticks. PMI describes these products as alternatives for adults who would otherwise continue smoking, although tobacco and nicotine products remain subject to public-health regulation and debate. The company reported that the number of IQOS users in Ukraine reached 1.4 million by January 2022. The February 2022 full-scale Russian invasion disrupted the company’s manufacturing and logistics. Operations at the Kharkiv facility were temporarily suspended because of hostilities. Philip Morris initially maintained supply through imports from PMI facilities in Switzerland, the Czech Republic, Poland, Portugal, Kazakhstan, Turkey, Mexico and Brazil, and later arranged temporary production with a third-party manufacturer in Kyiv. In June 2023, PMI announced a planned investment of US$30 million in a new production facility in the Lviv region. Pre-construction work began in August 2023, with the facility intended to restore and expand local production while sending a broader investment signal about Ukraine during wartime. Philip Morris Ukraine has been a significant taxpayer, employer, investor and exporter in the country. Company-reported figures stated that cumulative investment exceeded US$700 million and tax payments exceeded US$12.3 billion through August 2021. The company also reported more than US$48 million in exports during the first nine months of 2022 and more than UAH 30 billion in taxes paid to the Ukrainian budget in 2023. These figures are company or reference-source claims and should be interpreted with their stated dates and currencies rather than as current financial statements. The company has also supported humanitarian and community initiatives. During the invasion, it helped evacuate more than 1,600 employees, relatives and pets from Kharkiv, Kyiv, Chernihiv and other threatened areas. PMI and Philip Morris Ukraine contributed to medical procurement, emergency transport, generators, electricity-access spaces, temporary housing and other relief programs. Its environmental initiatives have included collection and recycling of used electronic nicotine devices, water-efficiency measures, renewable solid-fuel use at the Kharkiv facility, and efforts to reuse industrial waste. Philip Morris Ukraine has received employer and workplace recognition in Ukraine. At the same time, it has faced regulatory scrutiny. In 2019, Ukraine’s Antimonopoly Committee imposed large penalties on several tobacco manufacturers over alleged coordinated conduct involving distribution arrangements; Philip Morris entities challenged the penalties,…

History

Philip Morris International created Philip Morris Ukraine in 1994 and acquired a 51 percent stake in a tobacco manufacturing facility in the Kharkiv region in the same year. The facility was modernized through 1998, when almost nine-tenths of its equipment had reportedly been replaced. This investment established the Ukrainian business as both a domestic tobacco producer and a potential export platform. In 2003, the company began building a new factory in Dokuchaievske village in Kharkiv oblast. The facility opened in May 2006 and became the principal manufacturing base for Philip Morris Ukraine. Before the Russian invasion, the Kharkiv-area operation was described as capable of producing nearly 20 billion cigarettes annually. Roughly half of production was exported to more than 20 countries, including Armenia, the Czech Republic, Egypt, Georgia, Israel, Japan, Lithuania, Moldova, Montenegro and South Korea. The company’s traditional cigarette portfolio included Marlboro, Chesterfield, L&M, Bond Street, Parliament and Philip Morris brands. PMI’s strategic shift toward a smoke-free future also changed the Ukrainian business. PMI began developing smoke-free products in 2008, launched IQOS commercially in Japan and Italy in 2014, and made PMI smoke-free products available in Ukraine from 2016. IQOS, lil SOLID and BONDS use different heating technologies and consumable formats. Ukraine became an early market for lil SOLID and Fiit in September 2020. In December 2021, the company introduced a collection system for used electronic devices, including IQOS, IQOS VEEV and lil products. The invasion of Ukraine in February 2022 had a direct operational impact. Fighting in the Kharkiv region led to a temporary suspension of factory operations. Philip Morris Ukraine sought to avoid shortages by importing products from PMI facilities in eight countries and later arranged temporary manufacturing with a third-party producer in Kyiv. The company also evacuated more than 1,600 employees, family members and pets from areas at risk. In June 2023, PMI announced a US$30 million investment in a new facility in the Lviv region. UkraineInvest helped identify the location, and pre-construction work began in August 2023. The investment represented a new phase in the company’s Ukrainian manufacturing strategy, relocating or diversifying production away from the conflict-affected east while maintaining a local industrial presence. Philip Morris Ukraine has reported substantial fiscal and economic contributions. Through August 2021, company data cited more than US$700 million in investments and more than US$12.3 billion in taxes paid during its Ukrainian operations. Exports were reported at US$48 million in the first nine months of 2022, while tax payments to the Ukrainian budget were reported at more than UAH 30 billion in 2023. Its social programs expanded during wartime. PMI contributed approximately US$10 million to humanitarian needs in Ukraine, including ambulances, hospital equipment and essential supplies. Philip Morris Ukraine funded mobile intensive-care units, emergency medical equipment, generators and other community assistance. It also supported temporary modular housing near Bucha, the Feminine Shuttle diagnostic project for de-occupied territories, and COVID-19 protective-equipment procurement. Environmental work at the Kharkiv facility included a rainwater and drainage project, water reuse, a sunflower-husk solid-fuel boiler and industrial-waste reuse. The company reported lower water consumption, reduced wastewater discharge and an 11 percent reduction in carbon-dioxide emissions following these measures. The facility completed an Alliance for Water Stewardship assessment in 2021 and maintained environmental-management activity under ISO 14000-related systems. The company’s market position has also generated controversy. In October 2019, Ukraine’s Antimonopoly Committee fined several tobacco companies over alleged coordinated distribution practices involving Tedis Ukraine. The Philip Morris entities’ combined share of the penalties was reported at approximately UAH 1.2 billion. In March 2021, court decisions canceled the penalties against Philip Morris Ukraine and Philip Morris Sales and Distribution. Separately, the company has pursued enforcement against counterfeit cigarettes, including a successful Lviv case in 2023. Philip Morris Ukraine remains active as a Ukrainian subsidiary of PMI, with its operations shaped by cigarette demand, smoke-free product adoption, regulation, wartime logistics and post-invasion investment.
