Overview

Petro Welt Technologies — now legally named Petroleum Engineering and World Technology GmbH — is an Austrian corporate group that operates as a service provider in the natural gas and oil production business, primarily in Kazakhstan. The company was founded in 1991 in Celle, Lower Saxony, Germany, and moved its registered office to Baden bei Wien in 1993 for tax reasons. Today it is headquartered in Vienna, while its operating units are located in Kazakhstan. The company's core services are hydraulic fracturing, in which a gel is injected into rock formations to increase gas and oil recovery, and side tracking, a deep-drilling technique used to bypass well damage or reach new deposits away from an existing wellbore. It built its early business through joint ventures with Russian oil companies: CATKoneft (based in Kogalym) with Lukoil and CATOBNEFT (based in Nizhnevartovsk) with TNK-BP. These joint ventures were fully acquired by C.A.T. Oil in 2002 and 2004 respectively. In 1996 the company was placed under the Cypriot holding company CAT. Holding Ltd., which according to company statements was initially majority-owned by Walter Höft — a claim repeatedly questioned in press reports. Co-founder Anna Brinkmann was also a major shareholder in C.A.T. Holding Ltd. until 2014 and held nearly 11 percent of C.A.T. Oil shares from December 2008, also serving as a board member. In October 2014, Joma Industrial Source Corp. informed the market that it had acquired indirect control of 47.7 percent of C.A.T. oil AG and announced a mandatory takeover offer to remaining shareholders under German law after approval by German financial regulator BaFin. The indirect transfer of the 47.7 percent stake resulted from exercising an option to fully acquire Skible Holdings Limited, a significant indirect C.A.T. oil shareholder. The owner of the new shareholder Joma was revealed to be long-time French oil manager Maurice Dijols. During the acceptance period, all four then-members of the C.A.T. Oil management board resigned or terminated their contracts with immediate effect. With the completion of the mandatory public offer in January 2015, Joma acquired a further 39.3 percent of C.A.T. Oil, raising Maurice Dijols's holding to around 87 percent. After the subsequent resignation of the supervisory board, an extraordinary general meeting in late February 2015 elected three new supervisory board members: Maurice Dijols, Remi Paul and Ralf Wojtek. The election was confirmed at the ordinary general meeting in late June 2015. Since the takeover, the new management board has consisted of Yury Semenov as chairman and Valeriy Inyushin as deputy and chief financial officer. As of April 2025, the management consisted of Denis Stankevich and Kiril Bakhmetyev. On 23 August 2016 the company changed its name from C.A.T. Oil AG to Petro Welt Technologies AG. After delisting from the Frankfurt Stock Exchange in August 2023, it was converted into a GmbH in December 2023. On 1 March 2025 its corporate name was changed to Petroleum Engineering and World Technology GmbH.
