Overview

PDM (Platforma Doma mladih) is a non-profit, non-partisan, participatory advocacy platform based in Split, Croatia. It represents and coordinates independent cultural and youth associations that operate within or in connection with the Dom Mladih (Youth Home) building. The platform was founded in 2012 by six organizations and has since grown to include sixteen member organizations. Its core mission is to contribute to the development of extra-institutional culture and art for young people through advocacy, empowerment, research, and activism. PDM works in close cooperation with the Multimedijalni kulturni centar (Multimedia Cultural Center), which manages the Dom Mladih building, to develop a model of a socio-cultural center. This model includes artistic, educational, and research projects for the community, as well as subversive and critical research practices. The platform's activities are based on a model of equal opportunities and participation in decision-making regarding key decisions about the Platform's work. It also ensures the functioning of the House, secures participation through communication, defines criteria for action, and drafts long-term work plans. In local cultural policy, PDM focuses on transparent allocation of funds for the work of cultural organizations, monitoring local government investments in the Dom Mladih building. PDM advocates for responsible use and co-management of the House to address inadequate infrastructure for independent culture in Split, following the principle of public-civil partnership in culture. To this end, it carries out activities related to the visibility of the Platform's program, cooperation with various actors, and creating the necessary conditions for a socio-cultural center as a space for dialogue, activism, culture, and art. PDM also works to involve young people and teach them how to keep the association active through advocacy activities and project implementation. PDM members participate in local, national, and international programs and partnerships, create long-term artistic and cultural programs recognized internationally, and support changes in local and national cultural and youth policies. Since 2020, PDM has been among the founders of the national network of social and cultural centers DKC-HR. The platform organizes the annual Platformat event, which showcases the possibilities offered by the Youth Home and its programs, aiming to increase its visibility, highlight the issue of the unfinished building and inadequate infrastructure, and attract new people and organizations to the Youth Home.

History

PDM (Platforma Doma mladih) was founded in 2012 by six organizations as a non-profit, non-partisan, participatory advocacy platform for independent cultural and youth associations in Split, Croatia. Since its inception, PDM has operated through practices of advocacy, empowerment, research, and activism with the aim of contributing to the development of extra-institutional culture and art in the youth sphere. It collaborates with numerous associations and artistic institutions active in these fields. At present, PDM includes sixteen member organizations. In 2013, PDM began organizing the annual Platformat event, through which the possibilities offered by the Youth Home and its programs are presented. The event aims to increase the visibility of the Youth Home, remind the public of the problem of the unfinished building and inadequate infrastructure, and attract new people and organizations to the Youth Home. Also in 2013, the project "uređenja Doma" (Home Decor) received the status of a regional development project from the Ministry of Regional Development and EU funds. In 2014, the cooperation between PDM and the City of Split received priority status within the program of the National Foundation for Civil Society Development called "Prostori (su)djelovanja" (Spaces of (Co)action). Through this, the idea of the House as a cultural and social center was developed, and the possibility of financing through EU funds was created. The project also produced the necessary documentation to obtain funds for infrastructure works. Since 2015, PDM has been registered as a union of associations. From 2018 to 2020, over a period of 24 months, PDM implemented one of the largest infrastructural, promotional, and advocacy projects in the field of culture in the City of Split, called "Gradimo Dom zajedno" (Let's Build the Home Together), with a budget of nearly 2.5 million HRK (85% from the European Union) and approximately 7,000 participants. Within the project, the co-working space "Razred" (Class) was renovated as a place dedicated to discussion and educational activities, as well as for associations that do not operate in the House but need temporary office space. Through the "Gradimo Dom zajedno" project, the Skateboard club Kolo was opened within the Youth Home, and the portal "Cooltura Split" was launched as an online tool for cultural event organizers, allowing them to directly create portal content by posting announcements for the events they organize. Between 2021 and 2022, PDM, in collaboration with the Multimedia Cultural Center, implemented the project "Dan po dan - mladih u kulturi online" (Day by Day - Youth in Culture Online), co-financed by the European Union and the Ministry of Culture and Media. Within this project, free online workshops were organized for young people in the following areas: the concept of community radio, new technologies for animation, poster design, and elements and techniques of dance styles. Since 2020, PDM has been among the founders of the national network of social and cultural centers DKC-HR. PDM continues to base its activities on a model of equal opportunities and participation in decision-making, ensuring the functioning of the House, securing participation through communication, defining criteria for action, and drafting long-term work plans.
