Overview

Pattambi Municipality (Malayalam: പട്ടാമ്പി നഗരസഭ) is the urban local government body of Pattambi, a town in Palakkad district in the Indian state of Kerala. It is a municipality constituted under the Kerala Municipality Act, operating within the state's Local Self Government Department framework and the constitutional scheme of urban local governments established by the 74th Constitutional Amendment Act of 1992. The municipality was formed on 14 January 2015 by upgrading the existing Pattambi Grama Panchayat to municipal status without altering its boundaries. It covers an area of about 15.84 square kilometres and is bordered by Koppam and Muthuthala panchayats to the north, the Bharathapuzha river and Ongallur panchayat to the south, Ongallur panchayat to the east, and Muthuthala panchayat to the west. The Bharathapuzha flows for roughly four kilometres along the municipality's boundary. As an urban local body, Pattambi Municipality delivers civic administration and citizen services to residents of the town and its surrounding wards. Its service portfolio includes civil registration (birth, death and marriage certificates), building permissions and certificates, property tax collection, trade licensing, welfare pensions, and complaint redressal. Many of these services are delivered digitally through Kerala's K-Smart platform and the municipality's own website, which provides online payment, certificate application, meeting minutes, project details and annual plan information. The municipality also works with state and central programmes and agencies such as Kudumbasree, Harithakarma Sena, the Information Kerala Mission, Digital India, Aadhaar, CSML, AUEGS, e-Tender and GeM. Pattambi town itself has deeper historical roots. It lies in the region of the old Nedunganad principality, later part of the Valluvanad kingdom, and was historically known as Nethirimangalam. The town sits on the north bank of the Bharathapuzha and is one of the main settlements along the river, together with Palakkad, Ottapalam, Shoranur, Kuttippuram and Ponnani. Since 2013 Pattambi has been the headquarters of the newly formed Pattambi taluk. The municipality is governed by an elected council led by a chairperson and vice-chairperson, with a secretary as the administrative head. Following the November 2015 municipal election, the United Democratic Front won and K. P. Vappootty, the last president of the erstwhile panchayat, became the first chairperson. The official website lists T. P. Shajahan as chairman and Asna Haneefa as vice chairperson, with a municipal secretary heading the administration.

History

Pattambi Municipality was constituted on 14 January 2015 by upgrading the existing Pattambi Grama Panchayat to municipal status, without changing any of the panchayat's boundaries. The new urban local body was formed under the Kerala Municipality Act framework, which governs the pattern, functions and services of municipalities in Kerala and was enacted to secure greater public participation in planned development. The municipality also operates within the constitutional scheme for urban local governments introduced by the 74th Constitutional Amendment Act of 1992, which added Part IX-A (Articles 243-P to 243-ZG) to the Constitution of India. In the municipal election held in November 2015, the United Democratic Front won, and K. P. Vappootty, who had been the last president of the erstwhile Pattambi Grama Panchayat, took charge as the first chairperson of the municipality. The town of Pattambi had become the headquarters of the newly formed Pattambi taluk in 2013, two years before municipal status was granted. The area covered by the municipality includes places historically known as Nethirimangalam, Vallur, Sankaramangalam, Keezhayur (part of Pattambi Pallippuram) and Kodalur (added from Maruthur). The town lies on the north bank of the Bharathapuzha river, which flows for about four kilometres along the municipal boundary. Historically, the region formed part of the old Nedunganad principality, which stretched from the Kalladikode hills to the Ponnani coast, and later became part of the Valluvanad kingdom. The administrative seat of Nedunganad was at Makkovilakam near the Pattambi-Pallippuram railway station, and Nethirimangalam was the seat of the Vattakkavil Perumpada Nair, one of the chieftains under Nedungethiri. As a municipality, Pattambi administers civic services including civil registration, building permissions, property tax, trade licensing, welfare pensions and grievance redressal. It uses the K-Smart platform for digital service delivery and maintains an official website developed and maintained by the Information Kerala Mission. The website provides information on services, project details, committee minutes, annual plans and news, and lists the chairman, vice chairperson and secretary as office bearers.
