Overview
Parlamentsʹke vydavnyt︠s︡tvo (the Parliamentary Publishing House), formally the Publishing House of the Verkhovna Rada of Ukraine, is a state-owned publishing enterprise established in 1997 by order of the Verkhovna Rada of Ukraine. It functions as the in-house editorial and publishing arm of the Ukrainian parliament, providing editorial and publishing services to the Verkhovna Rada's Apparatus and assisting parliamentary committees in preparing, organising the release of, and distributing materials on parliamentary activity. Its core mandate is the publication of normative-legal acts, the official texts of laws and resolutions adopted by the Verkhovna Rada, and other printed products within its publishing profile. The enterprise is the publisher of the weekly bulletin "Vidomosti Verkhovnoi Rady Ukrainy" (Information of the Verkhovna Rada of Ukraine), which promulgates the parliament's laws, resolutions and other decisions, as well as series such as "Zakony Ukrainy" (Laws of Ukraine), "Biblioteka ofitsiinykh vydan" (Library of Official Publications) and "Parlamentski slukhannia" (Parliamentary Hearings). Since 1997 the publishing house has issued more than 1,300 titles. From 2000, following its transition to self-financing (hospodrozrakhunok), the number of educational and reference editions grew and scientific-practical commentaries appeared, reflecting the need to produce titles with commercial demand. In 2013, under an agreement between the Verkhovna Rada's affairs management and the Parliamentary Publishing House, the latter was to receive UAH 1.72 million for printing stenographic reports, bulletins, copies of parliamentary hearings and similar products. The publishing house has reprinted the Constitution of Ukraine nine times; in 1997 it appeared in a print run of 500,000 copies. For the tenth anniversary of Ukraine's declaration of independence, an exclusive edition of the Constitution of Ukraine was produced — the edition on which members of the Verkhovna Rada take their oath. The enterprise operates as a state-owned entity under the parliament and remains active in official publishing.
History
The Parliamentary Publishing House of Ukraine was established in 1997 by order of the Verkhovna Rada of Ukraine as a state enterprise. Its founding purpose was to provide the parliament with editorial and publishing services: preparing, organising the release of and distributing materials related to parliamentary activity, and publishing the official texts of normative-legal acts, laws and resolutions adopted by the Verkhovna Rada. From its earliest years the enterprise served as the publisher of the weekly bulletin "Vidomosti Verkhovnoi Rady Ukrainy", the official organ that promulgates the laws, resolutions and other decisions of the parliament. It also developed a series of official publications, including "Zakony Ukrainy", "Biblioteka ofitsiinykh vydan" and "Parlamentski slukhannia". In 1997 the Constitution of Ukraine was printed by the publishing house in a run of 500,000 copies; the Constitution has since been reprinted nine times, and for the tenth anniversary of Ukraine's declaration of independence an exclusive edition was produced — the copy on which members of the Verkhovna Rada take their oath. In 2000 the publishing house transitioned to self-financing (hospodrozrakhunok). This shift was accompanied by a growth in the number of educational and reference editions and the appearance of scientific-practical commentaries, as the enterprise sought to produce titles that would enjoy commercial demand alongside its official publishing duties. Since 1997 more than 1,300 titles have been issued. In 2013, under an agreement between the affairs management of the Verkhovna Rada and the Parliamentary Publishing House, the latter was to receive UAH 1.72 million for printing stenographic reports, bulletins, copies of parliamentary hearings and similar products. The publishing house continues to operate as a state enterprise under the parliament, providing official publishing services and maintaining its series of legal and parliamentary publications.
