Overview

ORIAS (Organisme pour le registre unique des intermédiaires en assurance, banque et finance) is a French association created in 2007 to homologate insurance intermediaries, in line with European Union Directive 2002/92/EC. It operates under the supervision of the Direction générale du Trésor (the French Treasury, part of the Ministry of the Economy) and is responsible for the official register of insurance, banking and finance intermediaries. Registration on this register is mandatory for intermediaries wishing to distribute insurance, banking or financial products in France, and the ORIAS website allows consumers and professionals to verify whether an intermediary is authorised. The scope of ORIAS has expanded over time. Initially covering insurance agents, brokers and mandataires, it was extended by the French law of 22 October 2010 on banking and financial regulation to include intermediaries in banking operations and payment services (IOBSP), financial investment advisers (CIF) and tied agents of investment services providers (ALPSI). Since 1 October 2014, ORIAS has also been responsible for registering crowdfunding advisers (CIP) and crowdfunding intermediaries (IFP). Since November 2014, the single register has centralised five families of financial intermediaries: insurance, credit, investment, and participatory financing/crowdfunding. ORIAS is limited to verification and registration; supervision of intermediaries' activities falls to the Autorité de contrôle prudentiel et de résolution (ACPR) for insurance and banking intermediaries, and to the Autorité des marchés financiers (AMF) for financial investment advisers. Registration is paid for by the intermediaries and must be renewed annually. ORIAS also handles the European passport for insurance intermediaries and for IOBSP specialised in real estate credit, issuing and receiving notifications for freedom of establishment or freedom to provide services within the EU and EEA. As of 31 December 2025, ORIAS counted 72,666 intermediaries registered across 123,083 registration categories, divided into 74,077 insurance registrations, 36,370 banking and payment services registrations, and 12,636 finance registrations. The register has grown steadily, from 53,380 professionals at the end of 2015 to 61,383 at the end of 2018, reflecting the expansion of the intermediary sector in France.

History

ORIAS was created in 2007 as an association under the French law of 1901, placed under the supervision of the Direction générale du Trésor. Its original purpose was to homologate insurance intermediaries in accordance with European Union Directive 2002/92/EC of the European Parliament. The register initially covered general agents, insurance and reinsurance brokers, insurance mandataires and mandataires of insurance intermediaries. The scope of ORIAS was extended by the French law of 22 October 2010 on banking and financial regulation to include intermediaries in banking operations and payment services (IOBSP), financial investment advisers (CIF) and tied agents of investment services providers (ALPSI). This extension took effect on 15 January 2013. Since 1 October 2014, ORIAS has also been responsible for registering crowdfunding advisers (CIP) and crowdfunding intermediaries (IFP). Since November 2014, the single register has centralised five families of financial intermediaries: insurance (IAS), credit (IOBSP), financial investment (CIF) and participatory financing/crowdfunding. ORIAS is limited to verification and registration; the control of intermediaries' activities is the responsibility of the Autorité de contrôle prudentiel et de résolution (ACPR, formerly ACAM and the Commission bancaire) for insurance and banking intermediaries, and of the Autorité des marchés financiers (AMF) for financial investment advisers. Registration is paid for by the intermediaries and must be renewed annually. ORIAS verifies conditions annually before registering an intermediary. On the European level, ORIAS is competent for the "European passport" for insurance intermediaries and for IOBSP specialised in real estate credit. It can issue and receive notifications of exercise of intermediation via freedom to provide services or freedom of establishment for EU and EEA states. The register has grown over time: at the end of 2015 it counted 53,380 professionals in France, including 22,818 insurance brokers, 5,223 banking and payment services brokers and 4,990 financial investment advisers. By 31 December 2018 this had risen to 61,383. As of 31 December 2025, ORIAS counted 72,666 intermediaries registered across 123,083 registration categories, divided into 74,077 insurance registrations, 36,370 banking and payment services registrations, and 12,636 finance registrations.
