Overview
OQ is an Omani state-owned energy investment group headquartered in Muscat. It is wholly owned by the Government of Oman through the Oman Investment Authority and serves as one of the country's principal vehicles for developing, managing and investing in energy-related businesses. The group operates across the energy value chain, including oil and gas exploration and production, natural-gas infrastructure, refining, petrochemicals, oil marketing, energy logistics, power generation, minerals and selected international investments. The group grew out of several Omani energy companies and industrial projects rather than from a single newly established operating business. Its institutional predecessors include Oman Refinery Company, founded in 1982; Oman Oil Company, established by the Omani government in 1996; Oman Gas Company, established in 2000; Oman Oil Marketing Company, founded in 2003; and Oman Trading International, established in 2006. Refining and petrochemical assets were consolidated through the creation of Oman Refineries and Petrochemicals Company in 2007 and the later formation of Orpic in 2011. The group also developed upstream capabilities through Oman Oil Company Exploration & Production and expanded into international chemicals through the acquisition of Oxea in 2013. A major restructuring took place from 2018 to 2020. Oman Oil Company announced a merger with Orpic in 2018, the two organizations combined in 2019, and the resulting group adopted the OQ name. Oman Gas Company was subsequently brought into the group identity as OQ Gas Networks. The reorganization was intended to integrate Oman's upstream, midstream and downstream assets and to create a more coordinated national energy platform. OQ's portfolio includes crude-oil and natural-gas production, refining and fuels marketing, petrochemical feedstocks and polymers, methanol and fertilizers, storage and transportation infrastructure, and industrial investments. Major projects include the Liwa Plastics Industries Complex in Sohar, the Ras Markaz crude-oil storage project, and the OQ8 Duqm refinery, developed with Kuwait Petroleum International. The Duqm refinery reached full operating capacity of approximately 230,000 barrels per day and became a major addition to Oman's refining infrastructure. The company has also pursued international holdings and partnerships with energy and industrial companies, including Shell, TotalEnergies, BP, Occidental Petroleum, Petronas, Kuwait Petroleum International, Marubeni, Linde and others. Its international portfolio has included stakes in energy infrastructure, logistics, chemicals, power and metals businesses. OQ later divested its OQ Chemicals business in 2025, marking a significant portfolio change in its international chemicals operations. In parallel with conventional energy, OQ has participated in projects involving green hydrogen, green ammonia and renewable power. It has worked with partners and Omani institutions on projects in Duqm and Salalah and has supported the development of infrastructure intended to position Oman as an exporter of lower-carbon fuels. Several subsidiaries have been partially separated from the parent through public offerings, including OQ Gas Networks in 2023, OQ Exploration and Production in 2024 and OQ Base Industries in 2024. OQ is therefore best understood as a government-controlled energy investment and operating group rather than as a conventional consumer-facing fuel brand. Its strategic role is tied to Oman's industrial diversification, monetization of hydrocarbon resources, development of export infrastructure and emerging investment in energy-transition projects.
History
OQ's history is rooted in the development of Oman's state energy infrastructure. Oman Refinery Company was founded in 1982, providing an early institutional base for domestic refining. The Government of Oman established Oman Oil Company in 1996 to pursue investments across the energy sector. Oman Gas Company followed in 2000, while Oman Oil Marketing Company was created in 2003 and Oman Trading International was established in 2006. The downstream portfolio was progressively consolidated. In 2007, Oman Refinery Company and Sohar Refinery Company were merged into Oman Refineries and Petrochemicals Company. Oman Oil Company Exploration & Production was formed in 2009 to develop upstream opportunities. In 2010, the Programme Apple integration initiative sought to coordinate the refining and petrochemical businesses, including Oman Polypropylene and Aromatics Oman. The following year, Orpic was established to operate Oman's principal downstream assets. During the 2010s, OQ's predecessor organizations expanded through acquisitions, partnerships and large infrastructure projects. Oman Oil Company acquired the German chemicals company Oxea in 2013 and signed an agreement with BP to develop the Khazzan-Makarem gas field. Construction of the Sohar Refinery Improvement Project began in 2014. The company obtained substantial financing in 2016 and continued to build relationships with international energy companies, including Eni, Kuwait Petroleum International, Petronas and Occidental Petroleum. The group also expanded its logistics and export infrastructure. In 2017, OQ and Kuwait Petroleum International announced plans for the Duqm Refinery and Petrochemical Complex, while Oman Tank Terminal Company began construction of crude-oil storage facilities near Ras Markaz. In 2018, Oman Oil Company adjusted its interest in the Khazzan gas field, signed additional upstream agreements, announced its merger with Orpic and launched the NAKHLA integration program. Construction began on the Duqm refinery, while work also advanced on the Salalah LPG and Salalah Ammonia projects. The merger of Orpic and Oman Oil Company was completed in 2019. The combined organization adopted the name OQ, described as representing Opportunity and Quality. Oman Gas Company was incorporated into the wider identity and later became OQ Gas Networks. The new structure brought upstream, midstream, downstream, chemicals and investment activities under a common group brand. In 2020, OQ directed state-backed support toward the Ras Markaz crude-oil storage project and the Liwa Plastics Industries Complex. The plastics complex entered commissioning that year and was later inaugurated in 2021. OQ also continued social, educational and cultural initiatives in Oman, including cooperation relating to a tourism center and the Liwa Science and Innovation Center. Leadership changed in 2021 when Musab Al Mahrouqi resigned as group chief executive officer and Talal bin Hamid Al Awfi assumed the role. The same period saw OQ sell its interest in the Bina refinery in India, while the group considered the possible divestment of its German chemicals subsidiary. OQ also joined Marubeni, Linde and Dutco in exploring green hydrogen and green ammonia production in Salalah. The group's industrial base continued to develop through the early 2020s. The Liwa Plastics Industries Complex was inaugurated in December 2021, with polyethylene production capacity. OQ and TotalEnergies established Marsa LNG, and gas development in Blocks 10 and 11 proceeded through partnerships involving Shell and TotalEnergies. OQ also entered a cybersecurity cooperation agreement with Trend Micro and supported vocational education infrastructure in Oman. From 2023 onward, OQ increasingly combined conventional energy expansion with capital-market transactions and energy-transition projects. OQ signed LNG supply arrangements with Shell, progressed the Hyport Duqm green-hydrogen and green-ammonia project with DEME and Hydrom, and brought OQ Gas Networks to the Muscat Stock Exchange. The OQ8 Duqm refinery was inaugurated in 2024 after reaching full operating capacity. OQ Exploration and Production and OQ Base Industries also completed public offerings in 2024. In 2024 and 2025, OQ pursued renewable-energy partnerships with TotalEnergies and Petroleum Development Oman and completed the sale of OQ Chemicals to Strategic Value Partners and Blantyre Capital. These developments indicate a portfolio strategy combining national oil and gas development, industrial processing, infrastructure ownership, selective divestment and investment in lower-carbon energy.
