Overview

Okura Zaimu Kyokai (大蔵財務協会) is a Japanese general incorporated foundation (一般財団法人) and specialist publishing house headquartered in Sumida, Tokyo. It was established on 28 August 1936 as an affiliated body of the Ministry of Finance (大蔵省) and has long served as a bridge between Japan's tax administration and the professional community of tax accountants, lawyers, corporate finance staff and students. Its stated mission is to contribute to the sound development of Japan's economy and society through publishing and public-interest activities, and it also devotes effort to tax-education programmes for schoolchildren. The association publishes roughly one hundred titles a year, mainly in the field of taxation. Its catalogue is organised into genres such as income tax, asset tax, corporate tax, consumption and indirect tax, international taxation, general provisions and collection, article-by-article commentaries, case law and rulings, illustrated (図解) guides, tax returns, and public finance and accounting. Well-known series include the 図解シリーズ (illustrated guides), the 逐条解説 (article-by-article commentary) series, the 基礎からシリーズ (from-the-basics series), and the 公認会計士試験用条文集 (statute collection for CPA examination candidates). Representative recent titles include 図解 国税通則法, 相続税・贈与税の実務と申告, 国税徴収法基本通達逐条解説, 源泉所得税 現物給与をめぐる税務, and 裁決事例集. Beyond books, Okura Zaimu Kyokai issues periodicals and digital services. It publishes the weekly 国税速報 (Kokuzei Sokuho) and the weekly 税のしるべ (Zeinoshirube), and operates databases such as the 国税速報データベース and the electronic edition of 税のしるべ, as well as 改正税法のすべて. It is a member of the Japan Specialist Newspaper Association (日本専門新聞協会). The association also runs seminars and sells its publications directly through its website, with domestic delivery and multiple payment options. Okura Zaimu Kyokai was long constituted as a 財団法人 (incorporated foundation). Following Japan's reform of the public-interest corporation system, it transitioned to a 一般財団法人 (general incorporated foundation) in 2011. As of 2025, Mitsutaka Inagaki (稲垣光隆) is listed as its chairman (理事長). The organisation also supports tax education, including backing the National Tax Agency and National Federation of Tax Saving Associations' essay contest for junior-high students, 中学生の税についての作文.

History

Okura Zaimu Kyokai was established on 28 August 1936 as an affiliated organisation (外郭団体) of the Ministry of Finance (大蔵省). From its foundation it was positioned close to the tax administration, and it developed into a specialist publisher of tax, accounting and public-finance materials for professionals and students. For most of its history the association operated as a 財団法人 (incorporated foundation). In the 2000s Japan carried out a reform of the public-interest corporation system, and Okura Zaimu Kyokai transitioned to a 一般財団法人 (general incorporated foundation) in 2011. This change in legal form did not alter its core publishing and public-interest activities. Over the decades the association built a catalogue of roughly one hundred titles a year, organised into genres such as income tax, asset tax, corporate tax, consumption and indirect tax, international taxation, general provisions and collection, article-by-article commentaries, case law and rulings, illustrated guides, tax returns, and public finance and accounting. Its series — including the 図解シリーズ, 逐条解説シリーズ and 基礎からシリーズ — became standard reference works for Japanese tax practitioners. It also publishes the weekly periodicals 国税速報 and 税のしるべ and is a member of the Japan Specialist Newspaper Association. In the digital era the association added databases and electronic editions, such as the 国税速報データベース and the electronic version of 税のしるべ, and it runs seminars. It also engages in public-interest work, notably tax education for schoolchildren; it is one of the supporting organisations for the 中学生の税についての作文 essay contest run by the National Tax Agency and the National Federation of Tax Saving Associations. As of 2025, Mitsutaka Inagaki is listed as chairman.
