Overview
OIMACHI TRACKS is a large mixed-use commercial complex directly connected to Oimachi Station in Hiro-machi, Shinagawa-ku, Tokyo. It opened on 28 March 2026 as a joint development by East Japan Railway Company (JR East) and is positioned as a 'urban life co-creation hub' within JR East's broader 'Greater Shinagawa Area' redevelopment strategy. The name 'TRACKS' carries multiple meanings: the railway tracks and former train-car factory that once occupied the site, the pedestrian decks that bring people together, and the idea of life as a piece of music for residents and visitors. The complex is organized into a hotel/residence tower and a business tower, with retail spanning the lower floors. It contains approximately 81 shops and restaurants, including a food court called WELLSIDE TABLE, a TOHO Cinemas Oimachi with eight screens, the Hotel Metropolitan Oimachi Tracks Tokyo, the Oakwood Oimachi Tracks Tokyo serviced residence, the OIMACHI TRACKS RESIDENCE rental tower, office space, conference facilities, and three public plazas: TRACKS PARK, CROSS PLAZA and STATION PLAZA. The retail area is operated by atre, a JR East Group company, and is notable as JR East Group's first 'out-mall' style shopping center and the first atre-operated facility not to carry the 'atre' name. OIMACHI TRACKS aims to serve not only as a destination but as a daily-life hub for the local community, mixing well-known chain stores with local services such as dental clinics, hair salons and a standing bar. It also incorporates environmental features such as carbon-offset city gas, CASBEE S-rank certification, food-waste recycling and plastic recycling, and serves as a disaster evacuation site for the area. The complex is directly connected to Oimachi Station via a new 'Tracks Exit' IC-card-only ticket gate, and includes parking for cars, motorcycles and bicycles.
History
The site of OIMACHI TRACKS has a long railway and entertainment history. During the Taisho era it was used as a railway vehicle factory, and in 1915 a brick building known as the 'Goryosha-ko' (imperial train car depot) was constructed. In 1966, the 'Kokutetsu Hiromachi Apartment' was completed, consisting of six 12-story high-rise residential buildings. In the 2010s the area became known for theater and sports facilities. In June 2010, Shiki Theatre [Summer] opened. In 2014, residents of the JR East Hiromachi housing (formerly the Kokutetsu Hiromachi Apartment) began moving out due to earthquake-resistance concerns, and the buildings were demolished by 2017. In August 2018, the Cats Theater opened, and on the same day the mixed sports entertainment facility 'Spol Shinagawa Oimachi' opened for a limited three-year period. In 2021, both Shiki Theatre [Summer] and the Cats Theater closed to make way for redevelopment; their productions moved to other venues. Spol Shinagawa Oimachi also closed as scheduled on 31 August 2021. In 2023, the brick Goryosha-ko building was demolished, with part of its wall preserved and relocated to the first floor of OIMACHI TRACKS. Construction of the new complex began in April 2023. The official website launched on 8 October 2024. In October 2025, official social media accounts were opened, the OIMACHI TRACKS RESIDENCE website launched, and hotel reservations began. A limited preview event for 100 groups was held on 25 March 2026. The complex opened on 28 March 2026, with a joint ceremony alongside TAKANAWA GATEWAY CITY, a new 'Tracks Exit' ticket gate at Oimachi Station, drone shows and projection mapping. The Shinagawa Ward Office is scheduled to relocate to a new building on an adjacent site in 2029.
