Overview
The Observatori contra l'LGTBI-fòbia (Observatory against LGTBI-phobia) is a Catalan LGTBI association dedicated to combating discrimination and violence based on sexual orientation, gender identity and expression. It originated as an initiative of the FAGC (Front d'Alliberament Gai de Catalunya) and became legally independent in 2008. Its headquarters are at the Centre LGTBI de Barcelona, and its work focuses primarily on Catalonia, though not exclusively. The organisation provides psychosocial and legal support to victims, runs an online reporting system, and produces annual reports on the state of LGTBI-phobia in Catalonia. It also engages in training, research and advocacy, and has played a key role in the passage of Catalan laws against homophobia, including Law 11/2014 and Law 13/2025. The Observatory is a civil-society body, not a public authority, and therefore cannot directly prosecute cases, but it can act as a popular accuser in court. Its current president is Eugeni Rodríguez Giménez, who has held the position since its legal constitution.
History
The origins of the Observatory against LGTBI-phobia lie in the anti-discrimination work of the FAGC (Front d'Alliberament Gai de Catalunya). In the early 1990s, the FAGC ran a telephone helpline to receive reports of homophobic incidents. The murder of a trans woman, Sonia, on 6 October 1991, was a turning point: it led the FAGC, together with the Coordinadora and Barcelona City Council and lawyer Maria José Varela, to bring Spain's first popular accusation in a case of LGTBI-phobia. The campaign lasted three years until the trial in 1994. This case highlighted the need for a broader anti-discrimination office, and the FAGC expanded its helpline into an office that offered in-person legal advice and had a team of lawyers. In 2000, the FAGC began to develop the idea of an observatory against homophobia, which would not only support victims but also conduct empirical studies and make policy proposals. In 2001, the former anti-discrimination office was presented for the first time as the Observatori Contra l'Homofòbia at an institutional event with the Conseller en cap of the Generalitat de Catalunya. In 2004, it consolidated as the Observatory against Homophobia, still a project of the FAGC but operating as a separate device with its own logo. In 2008, it became fully independent from the FAGC and was legally constituted as its own entity. Since then, it has been led by president Eugeni Rodríguez Giménez. The organisation has been a key driver of Catalan legislation against homophobia, including Law 11/2014, approved on 10 October 2014, and Law 13/2025, of 29 December, on the rights of LGBTI people and the eradication of LGBTI-phobia. It has also organised international meetings of observatories against LGTBI-phobia, such as the II Trobades Internacionals d'Observatoris Contra l'LGTBI-fòbia in June 2023 in Barcelona. Today it operates from the Centre LGTBI de Barcelona and continues to collect complaints, produce annual reports and advocate for LGTBI rights.
