NV Ingenieurskantoor voor Scheepsbouw, commonly abbreviated IvS or Inkavos, was a Dutch-registered naval engineering company established in 1922 to sustain German submarine design capabilities after the First World War. Although formally based in the Netherlands, it was created and financed with the participation of the German Reichsmarine and operated closely with major German shipyards. Its corporate structure enabled German engineers and shipbuilders to continue developing submarine designs at a time when the Treaty of Versailles prohibited Germany from possessing or building submarines. The company was organized as a joint venture of AG Vulcan Stettin, Germaniawerft in Kiel, and AG Weser in Bremen. Its early work was directed from Germaniawerft, where Hans Techel, a former head of U-boat design, served as technical director. In 1925, following the resolution of legal and administrative issues with the Dutch authorities, the company's eleven-person technical staff moved from Kiel to a permanent office in The Hague. IvS remained at premises near the Wagenstraat and Gedempte Burgwal until its dissolution in 1945. IvS used Germany's Imperial-era submarine experience as the starting point for new designs. Rather than building boats openly for Germany, it designed submarines for foreign customers and arranged for construction in overseas shipyards. This allowed German personnel to observe construction, conduct trials, train crews, and gather operational knowledge. The resulting projects were particularly important because they gave German designers practical experience during the period in which Germany was officially barred from operating a submarine arm. Among its early customers was Turkey. Two submarines derived from the First World War UB III design were built by Fijenoord in Rotterdam in 1927 and entered Turkish service as the Birinci İnönü class. IvS later designed the E-1 submarine, built in Spain in 1930. Originally associated with Spanish naval ambitions, the vessel was ultimately sold to Turkey in 1935 as TCG Gür. The E-1 design also became the basis for Soviet Project E-2 submarines. With substantial modifications, that design developed into the Soviet S-class, one of the most important submarine classes produced by the Soviet Union before and during the Second World War. Finland became another significant customer and testing environment. Between 1927 and 1933, Finnish shipyards constructed four IvS-designed submarines, including the Vetehinen-class boats and CV 707, later preserved as Vesikko. These vessels served as technological predecessors of the German Type VII and Type II submarines. IvS also designed the small submarine Saukko and the Finnish coastal-defence ships Väinämöinen and Ilmarinen, demonstrating that its work extended beyond conventional submarines. The company participated in surface-ship planning as well. It contributed to proposals for Dutch battlecruisers intended for the defence of the Netherlands' East Indies. Those plans were influenced by German naval concepts and contemplated German assistance with components that Dutch industry could not readily produce. Political disagreements prevented construction, and the project ended after Germany invaded the Netherlands in 1940. IvS therefore functioned less as a conventional commercial brand than as a covert engineering and technology-transfer vehicle. Its export designs helped foreign navies acquire modern ships while allowing German naval institutions and shipyards to preserve specialist knowledge. The accumulated design, testing, and training experience contributed materially to the re-emergence of German submarine construction and to the later development of the Kriegsmarine. IvS was dissolved in 1945 at the end of the Second World War.
History
The origins of IvS lay in the naval restrictions imposed on Germany after the First World War. The Treaty of Versailles required Germany to surrender or destroy its submarines and prohibited the country from rebuilding a submarine force. German naval authorities and shipyards consequently faced the loss of an entire specialist industry, including design teams, production methods, testing experience, and trained personnel. To preserve that expertise, the Reichsmarine supported the creation of NV Ingenieurskantoor voor Scheepsbouw on 21 July 1922. The company was registered in the Netherlands, but its practical organization was closely connected with German shipbuilding. Its shareholders or participating shipyards included AG Vulcan Stettin, Germaniawerft, and AG Weser. The arrangement provided a commercial and legal cover under which German naval designers could continue working on submarine technology for foreign buyers. IvS was initially directed from Germaniawerft in Kiel. Hans Techel, formerly responsible for U-boat design at Germaniawerft, became its technical director and led a team that combined German and Dutch engineering personnel. In 1925, after negotiations and technical legal issues with the Dutch government had been resolved, the company's eleven-person staff relocated to The Hague. Its office near the Wagenstraat and Gedempte Burgwal became the firm's long-term administrative base until 1945. Actual design work continued to rely heavily on the facilities and production capabilities of the participating German shipyards. The firm's first submarine concepts drew on the Imperial German Navy's UB III and UC III boats. IvS then developed export designs whose construction and operation provided German engineers with access to prohibited submarine experience. Its contracts could involve German personnel in selecting and training crews and in supervising sea trials. These provisions were strategically important: they enabled German specialists to learn how the boats performed in service without Germany openly maintaining its own submarine fleet. Turkey was among the earliest customers. Two submarines based on the UB III type were constructed at the Fijenoord yard in Rotterdam in 1927 and became the Turkish Birinci İnönü class. IvS subsequently designed the E-1, built by Echevarrieta y Larrinaga in Cádiz in 1930. Spain did not ultimately become the principal user of the boat, and Turkey acquired it in 1935, commissioning it as TCG Gür. The E-1 also attracted Soviet interest. A modified version, known as Project E-2, was developed for the Soviet Navy, with prototypes begun at the Baltic Shipyard in Leningrad in 1934 and 1935. Further adaptation for Soviet equipment led to production of the S-class submarine from 1936 onward. IvS's Finnish work was equally significant. Crichton-Vulcan in Turku built four company designs between 1927 and 1933. The three Vetehinen-class submarines became important predecessors of the German Type VII, while CV 707 became the prototype for the Type II and later served in Finland as Vesikko. IvS also designed Saukko, a compact submarine built in Helsinki and intended for possible Lake Ladoga operations. The Finnish projects gave German specialists opportunities to observe construction and undertake sea trials in an operational setting. The company designed surface vessels as well. In the late 1920s it prepared the Finnish coastal-defence ships Väinämöinen and Ilmarinen, both built by Crichton-Vulcan and entering service in 1932 and 1934. It also participated in Dutch studies for battlecruisers intended to protect the Dutch East Indies from a possible Japanese advance. The proposed ships reflected German design influence, but political conflict and delayed decisions prevented construction before the German invasion of the Netherlands on 10 May 1940. By the 1930s, German rearmament increasingly reduced the need for elaborate concealment, but the knowledge accumulated through IvS projects remained valuable. The Reichsmarine established submarine training arrangements in Kiel, and plans for new German submarines progressed through covert preparation and foreign-linked development. These efforts ultimately supported the rebuilding of Germany's U-boat arm and the production of the Type II and Type VII families. IvS was dissolved in 1945 after Germany's defeat. Its historical importance lies in the way it connected German naval institutions, private shipyards, foreign customers, and export construction during the interwar period, helping Germany retain submarine expertise in violation-avoidance of the postwar restrictions.
