Overview

Norsk Heiskontroll (NHK) is a Norwegian independent inspection body dedicated to the safety of lifts, escalators, moving walkways, stairlifts and lifting platforms for people with disabilities. According to its official website, it is Norway's largest independent safety inspection body for all types of lifts, escalators and other lifting devices, delivering accredited and certified services to customers throughout the country. Its stated mission is to ensure that all lifting devices across Norway are safe. The organisation was founded on 1 August 1987 as Stiftelsen Norsk Heiskontroll, a self-owning foundation without an economic profit purpose. It is authorised by the Ministry of Local Government and Regional Development (Kommunal- og regionaldepartementet) to carry out inspection activities. From 1 January 2017, the inspection activities were organised into the wholly owned NHK group, with Norsk Heiskontroll AS as the parent company of subsidiaries Heiskontrollen AS and VinderTec AS. NHK is headquartered in Oslo and has regional offices in Bodø, Trondheim, Bergen, Skien and Hamar, giving it nationwide coverage. Its services are aimed at owners and operators of lifting equipment who need mandatory and voluntary safety inspections, certification and related technical services. As an independent control body, it occupies a specialised niche in the Norwegian technical inspection market, distinct from commercial elevator manufacturers and installers. The foundation structure means NHK has no external shareholders and reinvests its resources into its inspection mission. Its long history, nationwide presence and accreditation make it a reference point for lift safety in Norway.

History

Norsk Heiskontroll was established on 1 August 1987 as Stiftelsen Norsk Heiskontroll, a self-owning foundation without an economic profit purpose. It was created to serve as an independent inspection body for lifting devices in Norway and was authorised by the Ministry of Local Government and Regional Development (Kommunal- og regionaldepartementet). In its early years, the foundation focused on building a nationwide inspection practice. A 1997 publication, '10 års arbeid for heissikkerhet: Norsk heiskontroll 1987–1997', documented its first decade of work for lift safety. Over the following decades, NHK expanded its scope to cover not only lifts but also escalators, moving walkways, stairlifts and lifting platforms for people with disabilities. A significant structural change occurred on 1 January 2017, when the inspection activities were organised into the wholly owned NHK group. Norsk Heiskontroll AS became the parent company of subsidiaries Heiskontrollen AS and VinderTec AS. This reorganisation separated the foundation's ownership from the operating company structure, while maintaining the foundation as the owner. Today NHK is headquartered in Oslo and maintains regional offices in Bodø, Trondheim, Bergen, Skien and Hamar. It describes itself as Norway's largest independent safety inspection body for all types of lifts, escalators and other lifting devices, providing accredited and certified services to customers across Norway. Its mission remains to ensure that all lifting devices in the country are safe.
