Overview

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) is the official regulator of Nigeria's upstream petroleum sector. Its stated mission is "Promoting sustainable value creation from Nigeria's Petroleum Resources for shared prosperity," and its vision is to be "Africa's leading Regulator." Its core values are professionalism, responsiveness, ownership, and integrity. The Commission's headquarters is the Nigeria Upstream Energy Center. History

The NUPRC's history page outlines the evolution of petroleum regulation in Nigeria. Before 1970, petroleum matters were handled by the Hydrocarbon Section of the Ministry of Lagos Affairs, which reported to the Governor-General and kept records on exploration and importation of petroleum products. This unit was later upgraded to a Petroleum Division within the Ministry of Mines and Power. In 1971, the Nigerian National Oil Corporation (NNOC) was created to handle direct commercial operations, while the Department of Petroleum Resources in the Federal Ministry of Mines and Power continued statutory supervision. In 1975, the Department was upgraded to the Ministry of Petroleum and Energy, later renamed the Ministry of Petroleum Resources. In 1977, Decree 33 merged the Ministry of Petroleum Resources and the NNOC to form the Nigerian National Petroleum Corporation (NNPC), and created the Petroleum Inspectorate within NNPC to regulate the petroleum industry. In 1985, the Ministry of Petroleum Resources was re-established, but the Petroleum Inspectorate remained within NNPC until a later reorganization.
