Overview
The Niedersächsisches Studieninstitut für kommunale Verwaltung e.V. (NSI) is a registered association headquartered in Hannover, Germany, dedicated to the education and training of public administration personnel in Lower Saxony. Its roots reach back to 1926, when the "Beamtenfachschule des Hannoverschen Städtevereins" was founded. Over the decades the institution was renamed several times and, effective 1 January 2009, merged with the two other municipal study institutes in Braunschweig and Oldenburg to form today's NSI. The former institute locations in Braunschweig, Hannover and Oldenburg now serve as the association's three "Bildungszentren" (education centres). The NSI's core mission is to impart the scientific and theoretical foundations needed by municipal civil servants for their professional work, to conduct the legally or collectively agreed examinations, and to maintain a library. It also supports member administrations in recruiting and selecting young talent and promotes the further training of specialist teachers, training managers and training officers. The institute is a member of the Bundesverband der Verwaltungsschulen und Studieninstitute (BVSI). Education is organised in three main pillars: Ausbildung (initial vocational training), Studium (university-level studies) and Fortbildung (continuing education). Initial training programmes include Verwaltungsfachangestellte (administrative specialists), Kauffrau/Kaufmann für Büromanagement (office management clerks) and Verwaltungswirt/in or Sekretär-Anwärter/in for the first career group of the civil service. Continuing education includes the Angestelltenlehrgang I and II, various certificate courses such as Betriebliches Gesundheitsmanagement, Kommunale Bilanzbuchhaltung and Neues Kommunales Rechnungswesen, as well as module series. Continuing education for public administration employees is offered as one-day and multi-day seminars, module series, web seminars, in-house events, congresses, specialist conferences, dialogues and events, and web-based training. The NSI is the sponsoring body (Träger) of the Hochschule für Verwaltungswissenschaften Niedersachsen (HSVN), a university of applied sciences for public administration. The HSVN trains civil servants for the second career group in the general services specialisation and provides corresponding training for employees. The association also carries out research and teaching projects, such as practical projects and basic studies, involving students and staff. According to the institute's own figures, it has been able to draw on experience in education and training since 1926. Each year it trains more than 4,000 junior staff of municipal, state and Evangelical-Lutheran church administrations. Around 60 professors and lecturers ensure learning and study success, and up to 15,000 administrative employees expand their knowledge through its diverse continuing education events. Services are offered at the three education centres in Braunschweig, Hannover and Oldenburg and throughout Lower Saxony, supported by over 900 teaching assignments and 400 continuing education lecturers. The NSI is a non-profit association rather than a listed company. Its public-facing activities include highlight events such as the "Stadt | Land | Bytes" conference in Lüneburg, the NSI-Fachtagung Personal in Hannover, the Kommunikationskongress Niedersachsen (KomKoN) and the NSI-Fachtagung Kommunalrecht. Press and communication matters are handled by a dedicated communications and marketing officer.
History
The institution's history begins on 1 October 1926 with the founding of the "Beamtenfachschule des Hannoverschen Städtevereins" (Civil Servants' Specialist School of the Hanoverian Cities' Association). In 1935 it was renamed "Niedersächsische Gemeindeverwaltungsschule e. V. Hannover". After a brief interlude as "Nieders. Gemeindeverwaltungs- und Sparkassenschule", it carried the name "Niedersächsisches Studieninstitut für kommunale Verwaltung Hannover e.V." from 1979 to 2009. Parallel to the Hanover institution, two further municipal study institutes emerged in Lower Saxony. The predecessor of the Braunschweig institute had been training junior staff for municipal administrations in the Braunschweig region since 1937, initially under the name "Gemeindeverwaltungsschule Braunschweig". The Oldenburgische Verwaltungsschule was founded in 1939 as "Gemeindeverwaltungs- und Sparkassenschule Oldenburg-Bremen"; after the war it took the name "Oldenburgische Verwaltungsschule" and in 1978 was renamed "Niedersächsisches Studieninstitut für kommunale Verwaltung Oldenburg e. V.". Effective 1 January 2009, the "Niedersächsisches Studieninstitut für kommunale Verwaltung Hannover e.V." merged with the two other municipal Lower Saxon study institutes in Braunschweig and Oldenburg (also run as associations) to form the "Niedersächsisches Studieninstitut für kommunale Verwaltung e.V." (NSI). Since the merger, the former institute locations in Braunschweig, Hannover and Oldenburg have been the association's so-called "Bildungszentren" (education centres). The NSI is the sponsoring body (Träger) of the Hochschule für Verwaltungswissenschaften Niedersachsen (HSVN). The purpose of the university is the training of civil servants for career group 2 of the general services specialisation and the corresponding training of employees. The association also conducts research and teaching projects, for example practical projects and basic studies, with the involvement of students and staff. In terms of local reporting, the institute has faced building-use issues. In Wielandstraße 5 at the corner of Glockseestraße in Braunschweig there is a building used by the institute under the name "Villa". After the building was repurposed, an architect determined in 2018 that only a residential building permit existed, while use as an office or lecture hall building was not approved. In 2015 the Braunschweig municipal building authority had already prohibited the NSI from using large parts of a building in Wendenstraße in Braunschweig. Today the NSI describes itself as having more than 90 years of experience. It trains over 4,000 junior staff of municipal, state and Evangelical-Lutheran church administrations each year, employs around 60 professors and lecturers, and reaches up to 15,000 administrative employees through continuing education. Its services are delivered at the three education centres in Braunschweig, Hannover and Oldenburg and throughout Lower Saxony, supported by over 900 teaching assignments and 400 continuing education lecturers. The institute is a member of the Bundesverband der Verwaltungsschulen und Studieninstitute (BVSI).
