Overview
New Stream Group (Russian: Группа компаний «Новый Поток») is a Russian private group of companies whose assets cover oil extraction and refining as well as the transportation, export and sale of petroleum products on both foreign and domestic markets. Its head office is in Moscow. The group's refining business was built on the foundation of Neftegazokhimicheskiye Tekhnologii (NGKhT), a company established by Dmitry Mazurov in 2001 that initially imported petroleum products from Kazakhstan and processed them at refineries in Ufa. The informal New Stream group is described as having been organised in 2006, while the management company AO «Novy Potok» was registered in August 2014 and the creation of a single New Stream Group was officially announced in October 2016. The group's base asset was the Antipinsky Oil Refinery, founded in 2004 by Dmitry Mazurov together with Gennady Lisovichenko. In 2016 the Antipinsky refinery accounted for 156 billion rubles of revenue, or roughly 70% of the group's revenue. Distribution arms were created to sell the refinery's output: ANPZ-Product (2007) for wholesale distribution in Russia and New Stream Trading (2009) for exports. In 2010 the informal group added New Petrol Tyumen, which manages a network of 30 filling stations in the Tyumen and Kurgan regions. According to the RBC 500 ranking for 2017, the group ranked 55th among all Russian companies by revenue and 11th among oil and gas companies, with 208 billion rubles of revenue; in 2016 it reported a net profit of 4.4 billion rubles. The group expanded through acquisitions including the bankrupt Mariysky refinery from VTB in 2015, a license to develop the Mogutovskoye, part of the Vorontsovskoye and part of the Gryemacheskoye fields in Orenburg Oblast, the Bitumnoye Proizvodstvo company in Kstovo (Nizhny Novgorod Oblast) and a stake in the Kommandit Service marine transshipment complex in Murmansk Oblast in 2016, and a 25% stake in the Afipsky refinery in Krasnodar Krai in 2017. In 2019, after the arrest of board chairman Dmitry Mazurov, the group's refineries and filling stations were transferred by arbitration court decision to Moscow Credit Bank and Sberbank. Former Rosprironadzor head Artyom Sidorov became president of the group in 2019, and Dmitry Mazurov served as chairman of the board of directors.
History
The refining business that became New Stream Group was formed on the basis of Neftegazokhimicheskiye Tekhnologii (NGKhT), established by Dmitry Mazurov in 2001. NGKhT initially imported petroleum products from Kazakhstan and processed them at refineries in Ufa; by 2004 its turnover had reached tens of millions of dollars. In 2004 Dmitry Mazurov, together with Gennady Lisovichenko, founded the Antipinsky Oil Refinery, which became the group's base asset; the creation of the enterprise was supported by the then governor of Tyumen Oblast, Sergei Sobyanin. The informal New Stream group is described as having been organised in 2006. Distribution companies were subsequently created to sell the refinery's products on domestic and foreign markets: ANPZ-Product in 2007 and New Stream Trading in 2009. In 2010 the informal New Stream group added New Petrol Tyumen, which manages a network of 30 filling stations in Tyumen and Kurgan oblasts. The management company AO «Novy Potok» was registered in August 2014, and the creation of a single New Stream Group was officially announced in October 2016; before that, all its assets were positioned as independent partner companies while informally belonging to the New Stream group. In 2015 the group bought shares of the bankrupt Mariysky Oil Refinery from VTB. In the same year, Antipinsky Oil Refinery won a license in a competition to develop the Mogutovskoye, part of the Vorontsovskoye and part of the Gryemacheskoye fields in Orenburg Oblast, and the oil company «Novy Potok» was formed to work these fields. In 2016 the group acquired the Bitumnoye Proizvodstvo company in Kstovo, Nizhny Novgorod Oblast, and a stake in the Kommandit Service marine transshipment complex in Murmansk Oblast. In 2017 New Stream gained control of 25% of the Afipsky Oil Refinery in Krasnodar Krai and took over management of the enterprise. In 2016 the Antipinsky refinery accounted for 156 billion rubles of revenue, or about 70% of the group's revenue. According to the RBC 500 ranking for 2017, the group ranked 55th among all Russian companies by revenue and 11th among oil and gas companies, with 208 billion rubles of revenue; in 2016 it reported a net profit of 4.4 billion rubles. In 2019, after the arrest of board chairman Dmitry Mazurov, the group's refineries and filling stations were transferred by arbitration court decision to Moscow Credit Bank and Sberbank. Also in 2019, former Rosprironadzor head Artyom Sidorov became president of the group. Dmitry Mazurov is chairman of the board of directors of New Stream Group.
