Overview
The Naval Computer and Telecommunications Area Master Station Atlantic, Detachment Rota, Spain (commonly abbreviated NCTAMS LANT Det Rota or NCTL Det Rota) is a United States Navy communications organization located at Naval Station Rota in Spain. Its stated mission is to provide responsive, resilient, and secure computer and telecommunications services that enable information superiority for U.S. Naval Station Rota, its tenant commands, and other U.S. and coalition forces within the Iberian Peninsula as directed. The detachment is part of the Navy's global computer and telecommunications infrastructure and operates under the administrative control of Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) headquartered in Norfolk, Virginia. The organization traces its origins to the construction of the Naval Communications Station Spain, which began on 19 December 1961 on the Spanish naval base at Rota. The station became fully operational on 31 May 1963. Over the following decades it underwent several reorganizations and name changes reflecting the evolving role of computers and telecommunications in naval operations. On 7 October 1991 it was renamed Naval Computer and Telecommunications Station Spain (NCTS Spain). On 1 October 1993, following post-Cold War U.S. military reorganizations, it was downgraded from a command to a detachment reporting to Naval Computer and Telecommunications Area Master Station Mediterranean (NCTAMS MED) in Naples, Italy, and became NCTAMS MED Det Rota. On 1 October 1997 it was renamed NCTAMS EURCENT Det Rota to reflect the broader Europe and Southwest Asia area of responsibility of the Naples command. On 1 December 2004, a Navy-wide reorganization shifted regional responsibility for Europe and Southwest Asia to NCTAMS LANT in Norfolk, and the Rota station was renamed Naval Computer and Telecommunications Area Master Station Atlantic, Detachment Rota, Spain. On 1 October 2015, operational control of the detachment shifted from NCTAMS LANT headquarters to Naval Computer and Telecommunications Station Naples, Italy, while administrative control remained with NCTAMS LANT. The detachment provides computer and telecommunications services including transmission facilities, telephone switching, and satellite communications support. It has received numerous awards, including the Operational Support for Communications in the Atlantic Region (OSCAR) Award for 2006, 2008, 2010, 2011, and 2012; DISA EUR Facility of the Year awards in various categories across multiple years; the Enlisted Information Dominance Warfare Specialist (EIDWS) Pennant in 2014; and the "Golden Anchor" Retention Excellence Award for 2015. The satellite communications mission was disestablished in 2010/2011. The detachment remains an active U.S. Navy organization supporting naval and coalition operations from its base in Rota, Spain.
History
The organization now known as Naval Computer and Telecommunications Area Master Station Atlantic, Detachment Rota, Spain began as the Naval Communications Station Spain. Construction started on 19 December 1961 on the Spanish naval base at Rota, Spain, and the station became fully operational on 31 May 1963. Over the decades it underwent several reorganizations and name changes reflecting the increasing role of computers and telecommunications in naval operations. On 7 October 1991, the station was renamed Naval Computer and Telecommunications Station Spain (NCTS Spain) to reflect the increased use of computers and telecommunications in carrying out its mission. On 1 October 1993, as part of region-wide U.S. military reorganizations following the end of the Cold War, the organization was downgraded from a command to a detachment, reporting directly to Naval Computer and Telecommunications Area Master Station Mediterranean (NCTAMS MED) in Naples, Italy. This also resulted in a name change to Naval Computer and Telecommunications Area Master Station Mediterranean, Detachment Rota, Spain (NCTAMS MED Det Rota). On 1 October 1997, the name changed to Naval Computer and Telecommunications Area Master Station Europe and Central, Detachment Rota, Spain (NCTAMS EURCENT Det Rota) to reflect the broader area of responsibility for the regional command in Naples, which then included Europe and Southwest Asia (also known as Central). On 1 December 2004, a Navy-wide reorganization of communications stations resulted in NCTAMS EURCENT in Naples being downgraded to an O-5 command, with regional responsibility and authority for Europe and Southwest Asia shifting to Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT or NCTL) in Norfolk, Virginia. Subsequently, the communications station in Rota was renamed Naval Computer and Telecommunications Area Master Station Atlantic, Detachment Rota, Spain (NCTAMS LANT Det Rota or NCTL Det Rota). On 1 October 2015, operational control (OPCON) of NCTL Det Rota was shifted from NCTL headquarters in Norfolk, Virginia, to Naval Computer and Telecommunications Station Naples, Italy (NCTS Naples), which was once again an O-6 command. Administrative control (ADCON) remained with NCTL headquarters. On 14 July 2022, Capt. Teague J. Suarez relieved Capt. David S. Baird as commander, U.S. Naval Activities Spain and commanding officer of Naval Station Rota during a change of command ceremony in front of the installation's headquarters. The detachment's mission is to provide responsive, resilient, and secure computer and telecommunications services enabling information superiority for U.S. Naval Station Rota, its tenant commands, and other U.S. and coalition forces within the Iberian Peninsula as directed. Its services have included transmission facilities, telephone switching, and satellite communications support, though the satellite communications mission was disestablished in 2010/2011. The detachment has received numerous awards, including the Operational Support for Communications in the Atlantic Region (OSCAR) Award for 2006, 2008, 2010, 2011, and 2012 (the award program ceased in 2013); DISA EUR Facility of the Year awards in various categories across multiple years; the Enlisted Information Dominance Warfare Specialist (EIDWS) Pennant in 2014; and the "Golden Anchor" Retention Excellence Award for 2015.
