Overview

The National Information Resources Service (NIRS; Korean: 국가정보자원관리원) is a South Korean government agency under the Ministry of the Interior and Safety. It is responsible for the stable operation, efficient integration and construction management, and protection and security of the information systems of central administrative agencies, local governments, and public institutions, as well as the national government network. It was established on 26 July 2017 and is headquartered at 755 Daedeok-daero, Yuseong-gu, Daejeon. The head of the agency is a fixed-term public official in the senior civil service (Grade Na). It is also known as the First Government Integrated Data Center or the Daejeon Government Integrated Data Center. The agency traces its origins to the Government Integrated Data Center (정부통합전산센터), which was established in November 2005 under the Ministry of Information and Communication. The Gwangju Government Integrated Data Center began operations in November 2007. The center was transferred to the Ministry of Public Administration and Security in February 2008, then to the Ministry of Security and Public Administration in March 2013, and to the Ministry of Government Administration and Home Affairs in November 2014. In March 2016 it was designated as a responsible operating institution. In July 2017 it was transferred to the Ministry of the Interior and Safety and renamed the National Information Resources Service. The NIRS operates government data centers and provides integrated IT infrastructure for public sector organizations. Its organizational structure includes the Director, with divisions for Planning and Strategy, Information Resource Management, Big Data Analysis, Cyber Safety, and an Architect Team, as well as an Operations Planning Officer with divisions for General Operations, Information Systems 1 and 2, and Security Communications. It also has the Gwangju Center as an affiliated institution. In September 2025, a major fire broke out at the NIRS headquarters in Daejeon, reportedly caused by a lithium battery explosion in the uninterruptible power supply room. The fire caused large-scale shutdowns of government servers and widespread disruptions to key public digital services.

History

The National Information Resources Service (NIRS) has its origins in the South Korean government's efforts to consolidate and efficiently manage its computing environment. In August 2003, the Roh Moo-hyun administration confirmed it as one of the 31 tasks of the e-Government roadmap. In July 2004, an information strategy plan (ISP) was established for building a government-wide integrated computing environment. In August 2004, the results of the ISP were reported to the President as a 'Major Government Innovation Policy Status'. In September 2004, the plan for promoting the government-wide integrated computing environment was reported to the State Council. In October 2004, the basic plan for building the government-wide integrated computing environment was reported and confirmed by the Presidential Committee on Government Innovation and Decentralization. In November 2005, the Government Integrated Data Center was established under the Ministry of Information and Communication.
