Overview
The National Council of Professors (Majlis Profesor Negara, MPN) is a Malaysian collective established to serve as an umbrella body for the country's professors and highly qualified academic talent. It is positioned under the Ministry of Higher Education and reports directly to the Minister of Higher Education, who acts as its advisor. The council is responsible for contributing ideas, formulating strategies, and organising actions for the benefit of the nation and its people, drawing on the experience and knowledge of its members. MPN's membership is automatic for all local professors, who are free to choose one or more of 14 clusters covering fields such as education, economics, politics and security, history and heritage, science and mathematics, engineering and technology, natural resources and environment, medicine and health sciences, industry and innovation, agriculture and food security, pharmacy and applied sciences, information and communication technology, social development and well-being, and governance, law and public administration. The organisation is structured with an Executive Council, an Exco, and cluster committees, supported by a permanent secretariat based at the Ministry of Higher Education. The council's objectives include gathering and mobilising academic and professional expertise to assist government development programmes, providing input for public advocacy and policy formulation, offering advisory services and fresh thinking to enhance national competitiveness, acting as custodian of scholarly and professional integrity, and giving the academic elite an opportunity to contribute back to society. Its functions span promoting scholarly development through discourses, seminars, and research; assisting in policy formulation by analysing national problems and recommending solutions; and serving as a bridge between academia, government, industry, and the community. Through these activities, MPN aims to foster a culture of knowledge and intellectualism in Malaysia.
History
The National Council of Professors (Majlis Profesor Negara, MPN) was created as a social collective, the first of its kind in Malaysian history, to serve as an umbrella for the nation's professors—highly qualified human capital with exceptional added value. Its establishment was proposed to gather and facilitate the government's mobilisation of academic and professional expertise from professors collectively, in order to support national development and progress programmes. The council is placed under the Office of the Minister of Higher Education, with reporting submitted directly to the Minister, who serves as its advisor. A permanent secretariat based at the Ministry of Higher Education manages its day-to-day administration, including meetings, coordination, and relations concerning professors. The organisation is structured into an Executive Council, an Exco, and cluster committees, with 14 clusters covering a wide range of disciplines. Membership is automatic for all local professors, who may choose one or more clusters. Over time, MPN has functioned to contribute academic and professional input for public advocacy, strengthen the foundations of national policy formulation, provide advisory services and fresh thinking to enhance national competitiveness, act as custodian of scholarly and professional integrity, and offer the academic elite a channel to give back to the nation.
