Overview
National Coalition Deutschland – Netzwerk zur Umsetzung der UN-Kinderrechtskonvention (also known as Netzwerk Kinderrechte) is a German umbrella organisation that brings together civil-society groups to promote and monitor the implementation of the United Nations Convention on the Rights of the Child (UN CRC) in Germany. It describes itself as a nationwide network with roughly 110 to 120 member organisations from many different sectors of society, and it works to make the UN CRC known, to strengthen the civil-society network, and to advocate for the realisation of all children's rights. The network's core function is to prepare and publish the supplementary civil-society report to the United Nations Committee on the Rights of the Child, complementing the official state report submitted by the German government. It also organises working groups on specific child-rights topics, such as refugee children and education, and it runs campaigns and events. Its best-known campaign is #NichtOhneUns, which calls for genuine participation of children and young people in decisions that affect them. The network also publishes position papers, for example on child well-being in the climate crisis, and joint statements on topics such as child safety online. Since 2013 the National Coalition Deutschland has been a registered association (eingetragener Verein). Before that, the Arbeitsgemeinschaft für Kinder- und Jugendhilfe (AGJ) served as its legal host. The network receives financial support from the German Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ). It is a member of the Forum Menschenrechte, the CoRA network for corporate responsibility, and Child Rights Connect, and it acts as the national partner network for Eurochild. The organisation is guided by a board and an advisory council (Beirat) made up of experts from academia, research institutes and child-rights bodies. Its work is aimed at policymakers at federal, state and municipal level, as well as at the broader public, and it emphasises that implementing children's rights requires a broad societal dialogue in which goals are set, concrete steps are identified, and progress is monitored and followed up.
History
The National Coalition Deutschland emerged from the international practice of National Coalitions for the rights of the child, which the UN Committee on the Rights of the Child encourages under Article 45 of the UN Convention on the Rights of the Child to submit supplementary reports to the official state reports. In Germany, the Arbeitsgemeinschaft für Kinder- und Jugendhilfe (AGJ) initially served as the legal host of the network. In 2013, the network became a registered association (eingetragener Verein) under the name 'National Coalition Deutschland – Netzwerk zur Umsetzung der UN-Kinderrechtskonvention'. Since then it has been funded by the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ). The network has grown to include around 110 to 120 member organisations from various sectors of society. It has published civil-society reports to the United Nations, including a report on 22 October 2019, and it has organised working groups on specific topics such as refugee children and education. It is a member of the Forum Menschenrechte, the CoRA network for corporate responsibility, and Child Rights Connect, and it serves as the national partner network for Eurochild. In recent years the network has run the #NichtOhneUns campaign for genuine participation of children and young people, published position papers such as one on child well-being in the climate crisis (supported by over 80 organisations), and issued joint statements on child safety online. It also holds regular Meet & Greet events on topics such as child protection on the internet, youth media protection, and the Kinderrechte-Index. The network continues to monitor and accompany Germany's reporting to the UN Committee on the Rights of the Child and to promote dialogue on children's rights at federal, state and municipal level.
