Overview
The National Association of Rail Passenger Carriers (Associação Nacional dos Transportadores de Passageiros sobre Trilhos, ANPTrilhos) is a Brazilian non-profit civil association that represents the urban rail passenger transport sector. It was founded on 28 August 2010 and began its activities in February 2011. Headquartered in Brasília, Distrito Federal, it is affiliated with the Confederação Nacional do Transporte (CNT), Brazil's national transport confederation. ANPTrilhos brings together almost all operators of collective rail transport in Brazil, including metro, urban train, light rail vehicle (VLT), monorail and aeromovel systems, as well as industry associations and suppliers. Its membership has grown over the years to include major operators and manufacturers such as Bombardier Transportation Brasil and Alstom Brasil Energia e Transporte (joined 2011), CCR Metrô Bahia and Thales (2014), Metrofor, Companhia de Transportes do Estado da Bahia (CTB), Concessionária Move São Paulo and Hyundai Rotem (2015), and more recently Metrô BH and TAV Brasil (2024). The association publishes periodic reports on the metro-rail passenger sector, including the Balanço do Setor Metroferroviário de Passageiros, which tracks growth in network length, passenger numbers and projects under development. According to its data, Brazil has 21 urban passenger rail systems distributed across 11 states and the Federal District, operated by 16 companies, of which 8 are private. In the first half of 2026, these systems carried 1.30 billion passengers, an increase of 33.85 million (2.7%) compared to the same period in 2025, with 8.86 million passengers per working day. The urban rail network reached 1,140 kilometres by the end of June 2026. ANPTrilhos advocates for public policies that support rail-based public transport, emphasising its alignment with economic and social development, environmental sustainability, technological innovation and urban progress. The association positions itself as a partner to government and civil society in discussions on mobility and metropolitan management. Its leadership includes executive president Ana Patrizia Lira, who has highlighted that increased ridership reflects more people using rail transport more frequently.
History
ANPTrilhos was founded on 28 August 2010 as a national non-profit civil association for the rail passenger transport sector in Brazil. Its activities began in February 2011. The association is headquartered in Brasília, Distrito Federal, and is affiliated with the Confederação Nacional do Transporte (CNT). From its early years, ANPTrilhos attracted a broad membership. In 2011, Bombardier Transportation Brasil and Alstom Brasil Energia e Transporte joined. In 2014, CCR Metrô Bahia and Thales became members. The following year, 2015, saw the entry of Metrofor (with formalisation in July and registration in August at an ordinary board meeting), Companhia de Transportes do Estado da Bahia (CTB), Concessionária Move São Paulo and Hyundai Rotem. Siemens Brasil, Grupo MPE, Bombardier Transportation Brasil, the Associação Brasileira das Operadoras de Trens Turísticos Culturais (ABOTtC) and the Associação Nacional dos Transportadores Ferroviários (ANTF) have also been affiliated at various times. Membership changes continued. Move São Paulo ceased to be a member when it ceased to exist in 2021, transferring its PPP to Concessionária Linha Universidade, which joined the association in 2023. T'Trans went bankrupt along with Itapemirim in 2021 and was removed. Grupo MPE and Aerom (formerly Aeromóvel) have been members since at least 2018, while Hyundai-Rotem left the association in the same period. In 2024, the concessionaire Metrô BH joined, as did TAV Brasil, the concessionaire responsible for the country's first high-speed rail project. Throughout its history, ANPTrilhos has published the Balanço do Setor Metroferroviário de Passageiros, providing data on network growth, passenger numbers and projects under development. The association also maintains a timeline of Brazilian railways and sector statistics. It has consistently advocated for public policies that support rail-based urban mobility, emphasising sustainability, innovation and metropolitan governance. As of 2026, the sector it represents comprises 21 urban passenger rail systems across 11 states and the Federal District, operated by 16 companies, 8 of which are private.
