Overview
The Municipal Council of Desamparados (Concejo Municipal de Desamparados) is the governing body of the canton of Desamparados in San José Province, Costa Rica. It serves as the deliberative and highest authority of the canton, composed of eleven proprietary regidores (council members) with voice and vote, and their alternates who have voice but no vote except when substituting a proprietary member of the same party. The mayor and the síndicos (district representatives) of the thirteen districts also attend with voice but no vote. Members are elected by popular vote every four years, in accordance with Costa Rican municipal law. The council's origins trace back to 1862, when Desamparados was created as a canton by Law No. 22, the Municipal Ordinances Law, though it remained under the administration of the Municipality of San José. Full municipal autonomy was granted by Law No. 53 on December 23, 1876, and the first session of the Municipal Council of Desamparados was held on January 1, 1877, with Mariano Monge Guillén as president. This first council was known as the "Municipality of the Monges." Over time, the canton's territory was reduced as new cantons were carved out, but Desamparados remains a significant municipality in Costa Rica. Today, the council oversees local governance, including infrastructure projects, social programs, and public services. Recent initiatives include the construction of a new bridge over the Cucubres River in Barrio El Jardín, completed in 2026 with an investment of over ₡153 million, improving flood control and road safety for residents and over 1,500 daily vehicles. The council also supports cultural and social programs, such as the 20-year celebration of the Banda de Nuestra Señora and services for people with disabilities. The municipality operates through its official website, providing online services, transparency portals, and news updates. The 2024-2028 council made history when, for the first time, the opposition to the National Liberation Party (PLN) gained control of the Municipal Council, electing María Isabel Llamas Echeverría of PUSC as president and Luis Flores Jiménez of PNP as vice president. This shift reflects broader political changes in Costa Rica. The council continues to address local needs, manage infrastructure, and promote community development in Desamparados.
History
The Municipal Council of Desamparados has its roots in the 19th century. On November 4, 1862, Law No. 22, the Municipal Ordinances Law, created Desamparados as a canton of San José Province, with the villa of Desamparados as its capital. However, the districts of the new canton were not defined, and the territory remained under the administration of the Municipality of San José. At that time, the canton was vast, encompassing areas that are now separate cantons such as Curridabat, Aserrí, Acosta, Tarrazú, Dota, León Cortés Castro, and Pérez Zeledón, totaling 3,023.99 km². After Desamparados was named a canton, its residents began a movement for full autonomy and independence from San José. Among them were Jesús Ureña, Leo Madrigal, and Nicanor Garbanzo, who formed a cabildo. Through Law No. 53 of December 23, 1876, municipal autonomy was granted to the canton of Desamparados. On January 1, 1877, the first session of the Municipal Council of Desamparados took place, composed of proprietary regidores Mariano Monge Guillén as president, Juan Monge Guillén as vice president, and Juan Monge Reyes as fiscal. The municipal secretary was Juan Monge López. This first council was nicknamed the "Municipality of the Monges." Over the decades, the canton's territory was reduced as new cantons were created from its original area. The council continued to function as the local governing body, adapting to changes in Costa Rican municipal law. In the 20th century, Desamparados evolved into a densely populated urban canton, and the council's responsibilities expanded to include urban planning, public services, and social programs. In the 2024-2028 period, a historic political shift occurred. For the first time, the opposition to the National Liberation Party (PLN) gained control of the Municipal Council. On May 1, 2024, María Isabel Llamas Echeverría of PUSC was elected president and Luis Flores Jiménez of PNP as vice president, with support from a coalition of parties including PUSC, PPSD, PNP, PNR, and PFA. This ended decades of PLN dominance in both the mayoralty and the council. The election was seen as a blow to PLN, which had faced corruption allegations and other scandals. Another notable event was the first participation of the Progressive Social Democratic party in a Costa Rican municipal election, becoming the third political force in Desamparados. The council continues to address local needs, such as infrastructure improvements. In 2026, it delivered a new structure over the Cucubres River in Barrio El Jardín, replacing an old structure with a box culvert capable of two lanes and sidewalks, increasing hydraulic capacity from 3.4 m² to 13.97 m², and benefiting 120 residents and over 1,500 daily vehicles. The municipality also supports cultural activities, such as the 20th anniversary of the Banda de Nuestra Señora, and social services, including assistance for people with disabilities.
