Mosure founded the firm's Environmental Planning division, marking an early diversification beyond core engineering. Offices opened in Akron, Ohio (1983) and Pittsburgh, Pennsylvania (1985). In 1994 Thomas E. Mosure was named president of the firm. In 1998 the firm opened offices in Indianapolis, Indiana, and Charleston, West Virginia, extending its reach into the Midwest and Appalachia. An office in Raleigh, North Carolina, followed in 1999, and one in Cleveland, Ohio, in 2001. In 2006 an office opened in Harrisburg, Pennsylvania.
