Overview

Morisia Tsudanuma is a mixed-use commercial complex located directly in front of the south exit of JR Tsudanuma Station in Narashino, Chiba Prefecture, Japan. It originally opened on October 14, 1978 as "Narashino Sanpedec," a combined shopping and cultural facility developed by Tsudanuma Kaihatsu, a company established with investment from Fujita Kogyo. The original complex housed a Tsudanuma Takashimaya department store, a Tsudanuma Daiei store, dozens of specialty shops, restaurants, banks, a children's amusement area, offices, and the Narashino Cultural Hall. It was owned by Nippon Life Insurance. After Takashimaya withdrew in 1988 and Daiei eventually exited in 2005, Nippon Life sold the property to Nomura Real Estate. The facility underwent a major renovation and reopened on March 13, 2008 as "Morisia Tsudanuma." The renewed complex was organized into three zones: Morisia Shop (retail, basement through third floor), Morisia Restaurant (restaurants and services, fourth through eleventh floors), and Morisia Office (office floors). Major tenants over the years included AEON, Daiei, TSUTAYA, Yamada Denki, Starbucks, BOOK OFF, Nitori Deco Home, Seria, Animate, and others. In 2021, a redevelopment plan was announced that would demolish Morisia Tsudanuma and replace it with high-rise condominiums and a new mixed-use building. As part of this plan, the facility closed on March 30, 2025. However, due to soaring construction costs and an uncertain business environment, Nomura Real Estate notified Narashino City in May 2025 that the redevelopment project would be postponed. In March 2026, the city announced that Nomura Real Estate planned to partially reopen the facility, with renovation work starting in May 2026 and a partial reopening targeted for autumn 2028, covering the basement through second floors and the parking areas. The reopening is expected to last about ten years while the broader redevelopment remains on hold.

History

The site of Morisia Tsudanuma, in front of the south exit of Tsudanuma Station in Narashino, Chiba, was previously occupied by the Imperial Japanese Army Railway Regiment and after the war by Tsudanuma Municipal First Junior High School. In 1972 the school moved about 500 meters west, and redevelopment of the station-front area began. In November 1971, Narashino City solicited development plans for the south exit area, and in February 1973 adopted a proposal by Fujita Kogyo. In August 1973, "Tsudanuma Kaihatsu" was established as a developer funded by the company, and on October 14, 1978, the mixed-use commercial facility "Narashino Sanpedec" opened. It was owned by Nippon Life Insurance. The complex included Tsudanuma Takashimaya (sales floor area 11,957 m²), Tsudanuma Daiei (15,456 m²), 52 fashion specialty stores, 18 restaurants in a "Delica Town," branches of Mitsui Bank and Tokai Bank, a Namco Land amusement area, a children's playground, the Narashino Cultural Hall (capacity 1,475), a small hall, a wedding hall, a clinic, and offices. Parking for 1,500 cars was provided. In 1980 the facility received the 21st BCS Prize. Due to poor sales, Tsudanuma Takashimaya closed in August 1988; its space was leased by Daiei, which opened the discount store "Exotic Town." In April 2002, Exotic Town was absorbed into the Daiei Tsudanuma store during a full renovation. Daiei Tsudanuma store eventually struggled, partly due to the opening of AEON Mall Tsudanuma, and Daiei withdrew entirely from Sanpedec on November 30, 2005. After Daiei's withdrawal, Nippon Life sold the property to Nomura Real Estate. In 2006, the Nomura Real Estate Group acquired the facility and carried out a large-scale renovation. On March 13, 2008, it reopened as "Morisia Tsudanuma." The main tenants were AEON's urban food supermarket, TSUTAYA, and Yamada Denki. The facility was organized into three zones: Morisia Shop (basement 1 to 3rd floor), Morisia Restaurant (4th to 11th floor), and Morisia Office (4th to 11th floor). On August 31, 2017, the AEON Morisia Tsudanuma store closed; its business rights were transferred from AEON Retail to Daiei via an absorption-type split, and after a few days of renovation, it reopened as Daiei Morisia Tsudanuma on September 5, marking Daiei's return to the facility after 12 years. A redevelopment plan to demolish the aging Morisia Tsudanuma and build high-rise condominiums and a mixed-use facility was advanced by Nomura Real Estate. The plan included a residential tower of about 50 floors and 1,000 units on the southeast side, a nine-story mixed-use building with two basement floors on the southwest side, and a station-front plaza with a deck of about 2,500 m² on the north side. The initial plan envisioned completion of main facilities in fiscal 2031 and overall completion in fiscal 2032, with a total project cost of about 140 billion yen. As part of this plan, the Narashino Cultural Hall entered a long-term closure from March 31, 2023. On November 19, 2021, it was decided that Morisia Tsudanuma would be demolished after fiscal 2025. The facility closed on March 30, 2025. However, in May 2025, Nomura Real Estate notified Narashino City that the redevelopment project itself would be postponed due to soaring construction costs and uncertain social conditions, and that a partial reopening of the facility was being considered. On March 17, 2026, Narashino City announced that it had received a document from Nomura Real Estate stating that the facility would partially reopen from around autumn 2028. The reopening will be limited to the basement 1st to 2nd floors, where food sales areas were located, with renovation work starting in May 2026 and targeting a reopening around autumn 2028. The period is expected to be about 10 years. The multi-story parking garage is scheduled to reopen within 2026. Mayor Taisuke Miyamoto commented that he accepts the partial reopening as "the second-best measure the city had requested," and that the city will begin designing a large-scale renovation for the cultural hall to reopen within fiscal 2028. Nomura Real Estate stated that it has no intention of abandoning the redevelopment project and will resume procedures for project approval once prospects for restarting the project are in place.
