Overview

Mineralölverbundleitung GmbH Schwedt (MVL) is a German midstream pipeline company headquartered in Schwedt an der Oder in Brandenburg. It describes itself as a medium-sized service company of the chemical industry whose business purpose is the transport, handling and storage of crude oil by pipeline. Since the early 1960s it has stood for the security of supply of the refinery plants of TotalEnergies Raffinerie Mitteldeutschland GmbH in Spergau and PCK Raffinerie GmbH in Schwedt. The company operates the German end section of the Druzhba (Friendship) crude oil pipeline from the Polish border to the PCK refinery in Schwedt and onward to the Rostock oil port and to the Total refinery in Leuna. MVL is a joint venture of the two refineries it serves: TOTAL Raffinerie Mitteldeutschland GmbH (TRM) holds 55% and PCK Raffinerie GmbH Schwedt holds 45%. Its pipeline system is roughly 730 km long and underground. It owns and operates the Friendship 1 and 2 pipelines from the Polish border near Lunow, the Friendship 3 spur line, and the Spergau 1 and 2 pipelines. Crude oil arriving at MVL is buffered in ten 30,000 m³ tanks at its tank farm in the Heinersdorf district of Schwedt, where different crude grades can be blended before being pumped onward to the Leuna refinery. The two separate pipelines to Spergau allow different crude grades to be transported independently and permit repairs without causing supply bottlenecks. According to the company, its system carries 25% of German crude oil imports, and every fifth litre of fuel in Germany flows as crude oil through the MVL system, supplying energy for more than 20 million people. It reports over one billion tonnes of throughput since operations began. The company is a small employer, with 63 jobs, a works council and apprenticeship training, and an order volume of €8–9 million. It is covered by the Manteltarifvertrag Chemie-Ost collective agreement and offers benefits such as company pension contributions, subsidised meals and mobile working. Managing directors include Fabrice Tonnelier and Ralf Schairer of PCK GmbH. MVL traces its origins to the Aufbauleitung Mineralölverbundleitung Heinersdorf founded in 1965, which built and operated the mineral oil supply infrastructure for the Schwedt crude oil processing plant (EVW) and the Leuna works. In July 1966 the VEB Mineralölverbundleitung Schwedt-Heinersdorf emerged from it, later becoming a Kombinatsbetrieb of the VEB Petrolchemisches Kombinat Schwedt. Since 1990 about €1.6 billion has been invested in modernising the facilities. During the GDR era the company employed up to 700 people; after years of staff reduction this has fallen to around 65. MVL is considered one of the most important companies in the new German federal states.

History

The company's origins lie in the Aufbauleitung Mineralölverbundleitung Heinersdorf, founded in 1965, which was entrusted with building and operating the mineral oil supply infrastructure for the Erdölverarbeitungswerk (EVW) Schwedt and the Leuna works. In July 1966 the VEB Mineralölverbundleitung Schwedt-Heinersdorf was created from this body. With the founding of the VEB Petrolchemisches Kombinat Schwedt, the VEB Mineralölverbundleitung became a Kombinatsbetrieb (combine enterprise) within that larger state conglomerate. During the GDR era the company employed up to 700 people. It operated the German end section of the Ural crude oil pipeline Druzhba (Friendship) from the Polish border to the PCK refinery in Schwedt and onward to the Rostock oil port and the Total refinery in Leuna. Since the start of operations, approximately 860 million tonnes of Russian crude oil were delivered to the company. After German reunification, the company was transformed into Mineralölverbundleitung GmbH Schwedt, a joint venture of the refineries it supplies. Its shareholders are TOTAL Raffinerie Mitteldeutschland GmbH (TRM) with 55% and PCK Raffinerie GmbH Schwedt with 45%. Since 1990 about €1.6 billion has been invested in modernising the facilities. Through years of staff reduction, the workforce fell from its GDR-era peak to around 65 employees. Today MVL operates an underground pipeline system of roughly 730 km. It owns and operates the Friendship 1 and 2 pipelines from the Polish border near Lunow, the Friendship 3 spur line, and the Spergau 1 and 2 pipelines. Crude oil arriving at MVL is buffered in ten 30,000 m³ tanks at its tank farm in the Heinersdorf district of Schwedt, where it can be blended with other crude grades and pumped onward via Spergau 1 and/or 2 to the TRM refinery in Leuna. The two separate pipelines to Spergau enable so-called grade-based operation, allowing different crude grades to be transported independently and repairs to be carried out without supply bottlenecks. A further 6.0 km circulation line with a 400 mm diameter runs between the PCK refinery and MVL; PCK owns and operates it. It serves crude oil transport between the PCK refinery and the oil port and tank farm in Rostock, because the Rostock–Schwedt crude oil pipeline historically ends on MVL's premises. For these transports PCK must partly use MVL's tanks, and the circulation line also allows transfers from MVL's tank farm to PCK's tank farm. MVL describes itself as a medium-sized service company of the chemical industry with rule-based, safety-focused daily operations and an achievement-oriented, socially based corporate culture. It states that it secures 25% of German crude oil imports, that every fifth litre of fuel in Germany flows as crude oil through the MVL system, and that it supplies energy for more than 20 million people. It reports over one billion tonnes of throughput, 63 jobs, a works council, apprenticeship training, an order volume of €8–9 million, and coverage by the Manteltarifvertrag Chemie-Ost collective agreement. It is considered one of the most important companies in the new German federal states.
