Overview
Metroelektrotrans (full name: Municipal Unitary Enterprise "Metroelektrotrans" of Volgograd; Russian: МУП «Метроэлектротранс» г. Волгограда) is the municipal public transport operator of Volgograd, Russia. It is a municipal unitary enterprise (МУП), meaning it is owned by the city administration rather than by private shareholders, and it is responsible for running the city's surface electric transport and bus services. Its core activity, as stated on its official website, is the carriage of passengers by urban public transport — trolleybuses, electric buses and buses. The enterprise traces its institutional lineage to 1913, when electric tram operations began in Tsaritsyn (the city later renamed Stalingrad and then Volgograd). Over the following century the organisation passed through many names and organisational forms — from the City Electric Structures and the Tsaritsyn Communal Trust, through the Stalingrad Tram Trust and the Tram and Trolleybus Administration, to the production association Volgogradelektrotrans in 1990 and the municipal unitary enterprise Volgogradelektrotrans in 2000. It received its current name, Metroelektrotrans, in 2004. Until 23 May 2023 it also operated the city's tram network, including the unique underground high-speed tram (metrotram) that is the only one of its kind in Russia; tram services were subsequently separated from the enterprise. Today Metroelektrotrans operates a diversified fleet. According to its official website, as of early 2026 it ran five trolleybus routes (8A, 9, 10, 10A, 15A), one electric bus route (No. 15), and 27 bus routes — 16 year-round main routes and a set of seasonal summer/dacha routes. Its infrastructure includes a trolleybus depot in the Krasnooktyabrsky district, an electric bus depot (a branch of the trolleybus depot) in the Kirovsky district, a bus depot with branches in the Traktorozavodsky and Krasnoarmeysky districts, and the VETA rolling-stock repair plant, which performs routine and major repairs of trams and trolleybuses as well as special equipment. The enterprise also trains trolleybus drivers in-house. As a municipal operator, Metroelektrotrans is a public-service entity rather than a commercial brand in the conventional sense: its "customers" are the residents and visitors of Volgograd, and its fares and route network are set within the city's transport policy. Fares are collected through cash, bank cards and the city's Volna transport card. The enterprise maintains an official website (gortransvolga.ru) that publishes route maps, fares, passenger information, job vacancies and corporate news, and it is the subject of a Russian Wikipedia article describing its history and role.
History
The history of Volgograd's municipal electric transport, and thus of Metroelektrotrans, begins in 1913. According to the enterprise's own history page, the city's electric tram service started on 9 April 1913, when the undertaking was known as the City Electric Structures (Городские электрические сооружения), operating within a reorganised administration of communal and technical enterprises. In the early Soviet period the tram was reorganised several times: at the end of 1923 it was placed under a reorganised Administration of Communal and Technical Enterprises; on 15 March 1924 it became part of the Tsaritsyn Communal Trust, which combined the city's communal and technical enterprises, including the tram. In 1931 the organisation was renamed the Administration of Stalingrad City Electric Railways 'Tram' (Управление Сталинградских городских электрических железных дорог «Трамвай»), reflecting the city's new name of Stalingrad. In 1939 it became the Stalingrad Tram Trust. After the Second World War, on 26 November 1945, it was reorganised as the Self-Supporting Tram Administration under the Stalingrad City Executive Committee. On 17 March 1961 — the year the city was renamed Volgograd — it became the Tram and Trolleybus Administration of the Ministry of Communal Economy, marking the addition of trolleybus operations to the tram system. On 29 August 1990 the organisation was transformed into the production association Volgogradelektrotrans (Производственное объединение «Волгоградэлектротранс»). In 2000, in the post-Soviet period, it was converted into a municipal unitary enterprise under the name Volgogradelektrotrans (МУП «Волгоградэлектротранс»). In 2004 it received its present name, Municipal Unitary Enterprise 'Metroelektrotrans' of Volgograd (МУП «Метроэлектротранс» г. Волгограда). The name reflects the enterprise's association with the city's metrotram — the underground high-speed tram line that is unique in Russia. For most of its existence the enterprise operated trams, trolleybuses and, later, buses. A major change came on 23 May 2023, when tram operations — including the metrotram — were separated from Metroelektrotrans, leaving the enterprise responsible for trolleybuses, electric buses and buses. In April 2023 the city's electric transport undertaking marked its 110th anniversary. In the 2020s the enterprise has continued to modernise and adjust its network. Its official website reports that as of early 2026 it operates five trolleybus routes, one electric bus route and 27 bus routes, and it maintains depots and a repair plant across several districts of Volgograd. It also runs driver-training courses for trolleybus drivers and publishes passenger information, fares and vacancies online. The enterprise remains wholly owned by the city of Volgograd as a municipal unitary enterprise.
