Overview
Mercitalia is the freight-transport and logistics business established within Italy’s state railway system, Ferrovie dello Stato Italiane, during a major reorganisation of railway freight activities in 2016. The organisation was created by combining Trenitalia’s freight operations with related logistics, terminal and support activities. Its structure initially included Mercitalia Rail, Mercitalia Logistics and Mercitalia Terminal, with the wider business also linked to European rail and intermodal companies such as TX Logistik, CEMAT, Terminal AlpTransit and TLF. The reorganisation was intended to reduce duplicated functions and give Italy’s state-owned railway group a more commercially focused freight platform. Historically, Italian state railway freight operations had been concentrated mainly on the domestic market under Trenitalia Cargo. Mercitalia was designed to broaden that base through cross-border rail services, port connections, intermodal transport and logistics activities extending across the European Union. The group stated ambitions to increase freight revenue substantially over a ten-year period and to enlarge rail’s share of the Italian freight market. A central part of the strategy has been fleet renewal. In 2017, Mercitalia announced plans to invest approximately €1.5 billion during its first decade, with much of the capital directed toward locomotives and freight wagons. Orders included up to 125 Bombardier TRAXX electric locomotives, intermodal wagons from Tatravagonka Poprad and steel freight cars from Greenbrier. By the end of 2018, the reported fleet comprised approximately 470 locomotives, including electric and diesel traction. Later plans focused on acquiring additional electric and bi-mode locomotives, next-generation wagons and digital systems intended to improve safety, asset monitoring and operational efficiency. Mercitalia’s activities extend beyond conventional rail freight. The business has operated port railway concessions, including the rail system at Savona, and has participated in the development of intermodal yards and terminals. It has also sought to strengthen links between maritime shipping and rail, reflecting the importance of combined transport for long-distance European freight. Its acquisition of a 50 percent interest in the Polish rail freight operator POL-Rail, together with the smaller Rom Rail business, was presented as a way to reinforce the Italy-to-Central and Eastern Europe logistics corridor. The company has also experimented with time-sensitive rail freight. Mercitalia Fast began operating in November 2018 using a specially modified ETR 500 high-speed trainset on nighttime services between southern Italy and Bologna in the north. The service was aimed particularly at express-courier and logistics customers. It offered a journey of roughly three and a half hours at an average speed of about 110 miles per hour, but the final service ran in November 2022 after the model encountered difficult operating and market conditions. In parallel, Mercitalia has explored European Train Control System equipment, smart sensors for wagons, automatic braking concepts, bi-mode traction and improved intermodal integration. The business has also publicly argued that infrastructure managers need to address capacity, access and working-condition constraints that can limit the reliability and competitiveness of rail freight. Mercitalia therefore occupies a strategic position within the FS Italiane Group: it is both a rail freight operator and a platform for integrating locomotives, wagons, terminals, port railways and international logistics services.
History
Mercitalia was established by Ferrovie dello Stato Italiane in January 2016 as the principal vehicle for reorganising the group’s freight and logistics activities. Its creation brought together the freight business previously operated by Trenitalia, along with related logistics, terminal and support functions. The initial organisation comprised Mercitalia Rail, Mercitalia Logistics and Mercitalia Terminal, with a combined workforce reported at approximately 4,000 employees. The new structure was intended to address fragmentation and duplication within the former freight organisation. FS Italiane also wanted to move beyond a predominantly domestic freight model and develop a stronger presence on European corridors. The wider Mercitalia organisation controlled or worked with businesses including TX Logistik, CEMAT, Terminal AlpTransit and TLF. Its strategic objectives included increasing freight revenue, improving asset utilisation and expanding the role of rail in Italy’s freight market. In February 2017, FS Italiane announced a long-term investment programme estimated at roughly €1.5 billion over the first ten years of Mercitalia’s operation. The programme prioritised locomotives and rolling stock. In November of that year, Mercitalia announced an order for up to 125 Bombardier TRAXX electric locomotives. It also ordered 50 intermodal wagons from Tatravagonka Poprad and 200 steel freight cars from Greenbrier. By December 2018, its reported locomotive fleet consisted of about 470 units, with electric locomotives forming the majority and diesel locomotives providing flexibility on non-electrified routes and for shunting. Mercitalia has operated rail freight in the Port of Savona under a concession extending to 2026, and it has obtained or participated in other port railway concessions. The company has also been involved in intermodal infrastructure, including the development of a freight shunting yard and terminal in the Milan area. These activities reflect an operating model that combines line-haul rail transport with first- and last-mile terminal and port connections. One of the company’s most distinctive initiatives was Mercitalia Fast. Launched on 7 November 2018, the service used a specially modified FS Class ETR 500 trainset for nighttime freight movements on Italy’s high-speed railway network. The service was developed with TX Logistik and targeted express-courier and logistics customers requiring rapid movement between southern Italy and Bologna, a major northern logistics hub. The journey took approximately three and a half hours at an average speed of around 110 miles per hour. The final service operated on 18 November 2022. Mercitalia expanded its international orientation in December 2018 through the acquisition of a 50 percent stake in POL-Rail from Polish State Railways. The transaction also involved POL-Rail’s smaller Rom Rail subsidiary. Management described the investment as a means of strengthening control over the logistics value chain and developing traffic between Italy and Central and Eastern Europe. A Trieste–Nuremberg freight connection was introduced in 2020, further illustrating the emphasis on cross-border corridors. The company has also addressed the technical requirements of a modern freight fleet. Projects reported in 2022 included retrofitting 40 TRAXX locomotives with European Train Control System equipment and testing smart sensors on wagons to support functions such as automatic braking. Plans for up to 400 additional electric and bi-mode locomotives and 3,600 new-generation wagons were part of the broader fleet-renewal strategy. Mercitalia has additionally explored maritime-rail intermodal expansion with Mediterranean Shipping Company and FS Italiane. Operationally, the company has argued that rail freight cannot become more competitive without improvements by infrastructure managers. In 2019 it criticised inaction concerning route availability and operating conditions. This advocacy reflects the structural challenges faced by European freight rail, including network capacity, access restrictions, interoperability and the need to accommodate freight services alongside passenger traffic. Mercitalia remains an FS Italiane freight and logistics business with domestic Italian operations and a continuing strategic focus on international rail, terminals, ports, technology and intermodal transport.
