Overview
Menucha Nechona organization (Hebrew: מנוחה נכונה לכולם, "Proper Rest for All") is an Israeli non-profit association (amuta) dedicated to civil burial — burial that is not subject to any religious rules. Founded in 1986 by Boaz Moav, the association was originally named Menucha Nechona and changed its name to Menucha Nechona Lekulam in 2012. Its name is drawn from the Jewish memorial prayer "El Maleh Rachamim." The organization operates as a public association under the supervision of the Israeli Registrar of Associations. The association's mission is to allow every person in Israel to be buried according to their own beliefs and wishes, in a spirit of pluralism, and as close as possible to their place of residence. It advocates the principle that "a person should live by their faith" extended to "a person should be buried and rest eternally by their faith." It offers a range of burial options: burial in a coffin, traditional ceremony, religious ceremony, a unique secular ceremony, or no ceremony at all. It does not preclude religious burial and allows those who wish to be buried in a section designated for Jews only. Menucha Nechona's efforts led to the enactment of the Alternative Civil Burial Rights Law in 1996. In 1999 it began operating Israel's first secular cemetery in Be'er Sheva, and since 2006 an alternative section has operated in Kiryat Tivon. In May 2009 the Menucha Nechona Kfar Saba cemetery opened — the first public civil cemetery under a local authority in central Israel. The association works in cooperation with local associations as an umbrella organization for civil cemeteries throughout the country. The organization is headquartered in Kfar Saba. Its current CEO is Bracha Levi, and its chairman is Eran Greenberg. It maintains a website at mn-lekulam.org and can be contacted by mail at P.O. Box 1, Kfar Saba 4410001, by email at sec@mn-lekulam.org, and by fax at 09-9615555 or 09-9735555.
History
Menucha Nechona organization was founded in 1986 by Boaz Moav with the aim of enabling every person in Israel to be buried in a ceremony and manner consistent with their worldview, faith, and wishes, and close to their place of residence. The association's name is derived from the Jewish memorial prayer "El Maleh Rachamim." Following its efforts, the Alternative Civil Burial Rights Law was enacted in 1996. In 1999 the association began operating Israel's first secular cemetery in Be'er Sheva. Since 2006 an alternative section of Menucha Nechona has also operated in Kiryat Tivon. In May 2009 the Menucha Nechona Kfar Saba cemetery began operating; it is the first public civil cemetery under a local authority in central Israel. In 2012 the association changed its name to "Menucha Nechona Lekulam" (Menucha Nechona for All). The initiator of the name change was Mr. Shalom Noy, founder of the civil cemetery and chairman of the association at the time, who worked in the Knesset and in legal instances to establish civil cemeteries throughout Israel. The association operates in cooperation with local associations as an umbrella organization for civil cemeteries throughout the country. On the basis of the name change and with the aim of changing the association's policy, a petition was filed by the Kfar Saba municipality and the local Chevra Kadisha against Menucha Nechona Lekulam. After about eight years, at the end of 2020, the court ruled that it did not intend to intervene in the matter. The current CEO of the association is Bracha Levi, and the chairman is Eran Greenberg.
