Overview
MEDIUM SOFT a.s. was a Czech software company focused on the development of information systems for crisis management and planning, security systems, integrated emergency response (IZS) centre systems, special-purpose information systems, system integration and the implementation of computer networks. It operated in the Czech Republic, Slovakia, Poland and Hungary, and at its peak controlled six subsidiaries — four in Czechia, one in Poland and one in Slovakia. The company originated in 1990 as a division of a consulting organisation dedicated to the development and implementation of information systems. In 1992 a group split off from that division and founded the limited liability company MEDIUM SOFT. It was established on 9 June 1992 with 13 individual partners. Initially based in Slezská Ostrava, it moved several times within Ostrava, settling in 1999 in the administrative building of the Budoucnost cooperative on Cihelní street in Moravská Ostrava. MEDIUM SOFT built its reputation on emergency and crisis-management technology. In 1993 it won the tender to build the Ostrava City Emergency Call Centre (CTV), which was constructed in 1994 and entered full operation in November 1995. The system proved its worth during the 1997 floods in Silesia and Moravia, when its integration with geographic information systems gave the integrated rescue system dispatchers a tool for rapid and precise intervention. In 1997 the company was transformed from a limited liability company into a joint-stock company, MEDIUM SOFT a.s. It expanded through mergers: with INDUSOFT in 1999 (creating an organisation of 160 employees, of whom 150 were programmers, analysts and technicians, with registered capital of CZK 28 million and turnover of more than CZK 140 million) and with Vítkovice IT Solutions in 2011. It also acquired TAXNET as a wholly owned subsidiary in 1999 and founded the Polish consulting company Crisis Management Consulting in 2000. MEDIUM SOFT obtained ČSN EN ISO 9001 certification in 2001 and, in 2004, a security clearance from the National Security Authority (NBÚ) for the 'důvěrné' (Confidential) level. It cooperated with SAP and implemented mySAP solutions, and developed the LEONARDO system, which was completed in 2002 after eight years of development and transferred to co-solver Datamar. The company's later history and current status are not fully documented in the available sources.
History
MEDIUM SOFT's origins lie in a division of a consulting organisation that, from 1990, focused on the development and implementation of information systems. In 1992 a group of people separated from that division and founded the limited liability company MEDIUM SOFT, established on 9 June 1992 with 13 individual partners. The company was initially headquartered in the Slezská Ostrava municipal district. In its first years (1992–1993) it occupied two floors of an office building at Bohumínská 61; at the end of 1993 it moved to a reconstructed functionalist villa at Michálkovická 81, where it stayed until 1999. In 1999 the headquarters moved to the administrative building of the Budoucnost cooperative at Cihelní 14 in Moravská Ostrava. The company's main focus was the supply and servicing of software and hardware; the design, supply, installation and servicing of computer networks (Unix, Novell); the design, installation and servicing of integrated emergency response systems; and the design, installation and servicing of projection systems (CAD, GIS). On 2 July 1993 a test data connection and technology presentation took place at the Technical University of Ostrava (VŠB), with data transmitted between a computer at VŠB and a computer at the RAD Data Communications headquarters in Tel Aviv; the Brno company GITY also participated technologically. In 1993 a tender was announced for the construction of the Ostrava City Emergency Call Centre (CTV). MEDIUM SOFT was selected as general contractor; construction took place in 1994 and trial operation began with eight dispatchers (two each from the Fire Rescue Service, Medical Rescue Service, Police of the Czech Republic and Ostrava Municipal Police). In 1995 the Ostrava CTV entered full operation (1–3 November). On the basis of a general meeting of 24 June 1997, the limited liability company was dissolved without liquidation and transformed into the joint-stock company MEDIUM SOFT, to which all rights and obligations of the dissolved company passed. In July 1997 floods struck Silesia and Moravia; the CTV system passed a stress test. Thanks to its connection with geographic information systems for receiving emergency calls and operational management, the IZS dispatch centre had a tool for operational and precise intervention at the necessary locations. The company's main focus included system integration, development and implementation of information systems, and the design and realisation of communication and data networks. In 1999 an integration project of MEDIUM SOFT, INDUSOFT and TAXNET was completed, aiming to create an entity with sufficient capacity and stability as a supplier of system solutions. The merger created an organisation with 160 employees, of whom 150 were programmers, analysts and technicians, with registered capital of CZK 28 million and turnover of more than CZK 140 million. MEDIUM SOFT and INDUSOFT merged on 31 January 1999. After the merger with INDUSOFT the company operated hardware, software and computer accessory shops in Bohumín at E. Beneše 1155 and in the ŽDB a.s. complex at Bezručova 300. TAXNET became a 100% subsidiary on 13 December 1999. Management decided to begin work on certification to the ČSN EN 9001:2000 standard with the Czech Maritime and Industrial Register. The general meeting of INDUSOFT shareholders on 30 November 1998 resolved that the company be dissolved without liquidation by merging with MEDIUM SOFT, with MEDIUM SOFT as legal successor. As part of the merger, MEDIUM SOFT's registered capital was increased by CZK 5,010,000; an issue of 5,010 bearer shares in paper form was registered with the Securities Centre. The resulting difference in shareholder proportions was less than one percent and arose from rounding of the exact exchange ratio. In 2000 MEDIUM SOFT completed its reorganisation. A consulting company, Crisis Management Consulting, was founded in Poland. Work on ISO and NBÚ certifications continued. Cooperation was established with SAP, and one of the first installations of the SAP R/3 system was at TCHAS. In 2001 the board decided to narrow the company's scope to the development and implementation of systems for crisis planning and management, the creation of solutions supporting the integrated emergency response system with ICT tools, and custom solutions for public administration, as well as system integration and mySAP implementation. The company obtained ČSN EN 9001:2001 certification and applied to the NBÚ for a 'důvěrné' (Confidential) clearance under § 54(4) of Act No. 148/1998. In 2002, after eight years of development, the LEONARDO system was completed and the project was transferred to co-solver Datamar. Freed-up capacity carried out a project for the Ministry of the Interior called TCTV 112, in cooperation with Český Telecom. In 2003 the V… system was developed through TAXNET. In 2009 MEDIUM SOFT merged with Indusoft, and in 2011 with Vítkovice IT Solutions. It obtained ČSN EN ISO 9001 certification in 2001 and an NBÚ clearance for the 'důvěrné' level in 2004. The company operated in the Czech Republic, Slovakia, Poland and Hungary and controlled six subsidiaries: four in Czechia, one in Poland and one in Slovakia.
