Overview
Mahalaxmi Municipality (Nepali: महालक्ष्मी नगरपालिका) is an urban municipality in the north-eastern part of Lalitpur District, Bagmati Province, Nepal. It was created in 2015 (2071 BS) when the Government of Nepal merged the former village development committees (VDCs) of Imadol, Lubhu, Tikathali, Siddhipur and Lamatar into a single urban local body. The municipality covers approximately 26.5 square kilometres and is divided into 10 wards. Its administrative offices are based in Lubhu, and the old VDC offices now serve as joint ward offices. The city takes its name from the historic Mahalaxmi-Mahabhairav Temple in Lubhu, a site of religious and cultural significance. The area is part of the Kathmandu Valley and includes older Newar settlements such as Lubhu and Siddhipur, which preserve traditional Newar culture and architecture. Other landmarks include the Ashoka Stupa in Imadol. According to the 2011 Nepal census, the municipality had a population of 62,624, with a diverse ethnic and linguistic makeup including Newar, Chhetri, Hill Brahmin, Tamang and Magar communities. As a local government unit, Mahalaxmi Municipality provides a wide range of public services to residents, including judicial committee services, health services, vaccination, family planning, nutrition programmes, education planning, public procurement, and disaster risk communication. Its official website publishes public notices, bids, policies and municipal documents. The municipality has also been active in public health responses, including efforts related to COVID-19 prevention, control and treatment. Mahalaxmi Municipality is governed by an elected municipal assembly and executive, and operates under the federal structure of Nepal. It is not a commercial brand or company; it is a state-owned local government entity. Its operations are funded through government allocations, local revenue and public procurement processes.
History
Mahalaxmi Municipality was established on 16 Mangsir 2071 BS (2 December 2015) as part of Nepal's nationwide local government restructuring, which replaced village development committees (VDCs) with municipalities and rural municipalities. The new urban municipality was formed by merging five former VDCs: Imadol, Tikathali, Siddhipur, Lubhu and Lamatar. These areas lie in the north-eastern part of Lalitpur District within the Kathmandu Valley. Historically, the area included old Newar towns such as Lubhu and Siddhipur, which are known for their traditional Newar culture and architecture. The municipality derives its name from the Mahalaxmi-Mahabhairav Temple located in Lubhu, which has religious and cultural significance. Another notable heritage site is the Ashoka Stupa in Imadol. The old VDC offices were repurposed as joint ward offices after the merger. Following its creation, the municipality established a 10-ward administrative structure and took over local service delivery, including health, education, sanitation, and local judicial functions. The official website publishes public notices, procurement bids, municipal laws and policies. During the COVID-19 pandemic, the municipality documented its efforts, achievements and lessons learned in prevention, control and treatment. It has also prepared a five-year municipal education sector plan and various environmental and social policies. The municipality continues to operate as a local government unit under the federal system of Nepal.
