Overview

The Logistics Center of assistance to military (Ukrainian: Логістичний центр допомоги бійцям АТО/ООС) is a volunteer association based in Ternopil, Ukraine, that supports Ukrainian military personnel involved in the armed conflict with Russia. It became the first center of its kind in Ukraine. The center was established on 23 July 2014 by the "Yadro" association for the sake of the community, which brought together seven organizations: the All-Ukrainian Automaidan Association, the Ternopil Public Lustration Committee, Maidan Ternopil, the Ternopil Region Business Council, the Ternopil Region Self-Defense, Ternopil Pidsumky, and the Ternopil Human Rights Group. A founder provided warehouse space at 16 Zbarazka Street, and initially the co-founding organizations took weekly shifts. Later a permanent group of activists ran the operation, including Yaroslav Basarab, Liubov Vovk, Taras Herman, Bohdan Huz, Olha Dyachyshyn, Bohdan Kindiy, Yuriy Kulyk, Khrystyna Fetsitsa, Nazar Khamulyak, Olha Khuda, and Vitaliy Shandruk. The center is led by Taras Herman. The center's activities include collecting and sending aid to soldiers of the Anti-Terrorist Operation/Joint Forces Operation; assisting wounded soldiers with medicines and treatment abroad; providing qualified psychological help to soldiers returning from the conflict zone; sending soldiers for free rehabilitation, including in the Carpathians; helping internally displaced persons from eastern Ukraine with legal aid, housing searches, warm clothing, and food; and assisting orphanages and medical institutions in the conflict zone with medical equipment, medicines, bedding, food, and clothing. Over its existence it has delivered several vehicles, hundreds of units of protective equipment and military ammunition, thermal imagers, sleeping bags, tons of food, clothing and footwear, hundreds of stoves made by volunteers, and dozens of boxes of medicines. The center operated three warehouses: No. 1 at 16 Zbarazka Street (wholesale depot "Galant"), which as of 2019 continued to operate and accepts food, personal hygiene items, medicines, and equipment; No. 2 at 10 Akademika Dnistriansky Street, founded as part of the center but operating independently since 2015, which accepted warm clothing for soldiers and displaced persons and empty gas cylinders and other materials for making stoves; and No. 3 at 21 Podilska Street ("Ovochtorh" base). In its first two months, as of 24 September 2014, the center collected 507 thousand hryvnias, over 2 thousand dollars, 450 euros, and 470 pounds. In the first four months, as of 25 November 2014, over 757 thousand hryvnias were collected; soldiers received 222 pairs of footwear, 9 thousand pairs of socks, about 300 sleeping mats, 3,200 kg of buckwheat, over 8 thousand meat and fish canned goods, almost as many canned goods in glass jars, over 3,000 cans of condensed milk, and other products. Approximately 4,500 soldiers received warm clothing. In almost a year, as of 9 July 2015, volunteers spent almost 1.5 million hryvnias, over 3,000 dollars, and more on aid to the military. After the hot phase of the war, the volume of aid from the population gradually decreased, and military salaries were raised, reducing the need for food, clothing, and footwear. The group then shifted to more expensive items such as vehicles, optical devices, metal detectors, generators, and other equipment, vitamins and medicines, as well as assistance with documents and social connections. Since 2016, the center's volunteers have supported veterans, their families, and families of the fallen, including organizing children's recreation. As of 2018–2019, the center continued to collect and deliver humanitarian aid to the front line and worked in other areas. The center remains an active volunteer initiative.

History

The Logistics Center of assistance to military was established on 23 July 2014 in Ternopil, Ukraine, as a volunteer association to support Ukrainian military personnel fighting in the armed conflict with Russia. It was founded by the "Yadro" association for the sake of the community, which included seven organizations: the All-Ukrainian Automaidan Association, the Ternopil Public Lustration Committee, Maidan Ternopil, the Ternopil Region Business Council, the Ternopil Region Self-Defense, Ternopil Pidsumky, and the Ternopil Human Rights Group. One of the founders provided warehouse space at 16 Zbarazka Street. Initially, the co-founding organizations took weekly shifts at the warehouse. Later, a group of activists took over permanent work: Yaroslav Basarab, Liubov Vovk, Taras Herman, Bohdan Huz, Olha Dyachyshyn, Bohdan Kindiy, Yuriy Kulyk, Khrystyna Fetsitsa, Nazar Khamulyak, Olha Khuda, and Vitaliy Shandruk. The center is headed by Taras Herman. In 2014, the Zbarazka warehouse received so many items that it could not accommodate them. Therefore, on the initiative of volunteer Taras Bilan, a second warehouse was set up at 10 Akademika Dnistriansky Street, in an abandoned building provided free of charge by a city resident. The opening of the warehouse was announced on 15 September 2014. Initially, warm clothing was collected there, but soon production of stoves, alcohol burners, camouflage nets, and suits began. A neighboring vocational school was involved in the work. By the end of November 2014, 150 stoves had been delivered to the ATO zone. Later, volunteers at the warehouse began making keys for repairing combat equipment, mounts for large-caliber machine guns (with the involvement of Zbarazh residents), and "chasyk," while students from the vocational school made "kishky" for demining at their request. In addition, the warehouse accepted books and holiday gifts for military personnel, items for refugees, and more. In 2016, due to a decrease in the amount of aid and the need for it, the warehouse was mothballed (and its activists mainly monitored the provision of resources to ordinary soldiers), but on 1 February 2017 it resumed work to collect aid for Avdiivka. That same year, it began accepting aid for orphans in Kramatorsk. Since 2015, the Dnistriansky warehouse has operated separately from the Logistics Center. In September 2014, the center opened a third warehouse at 21 Podilska Street ("Ovochtorh" base). In early November 2014, the Ternopil city police department received a request from one of the public organizations to check the legality of the center's activities and other city volunteer groups. The inspection found no unlawful actions by public associations collecting money and products for ATO soldiers, and all collected aid went exclusively to the needs of the military. On 1 December 2014, a branch of the Logistics Center began operating in the city of Chortkiv. After the hot phase of the war, the volume of aid from the population gradually decreased. In addition, military salaries were raised and the need to bring food, clothing, and footwear disappeared. The group then switched to more expensive items: vehicles, optical devices, metal detectors, generators, and other equipment, vitamins and medicines, as well as assistance with documents and social connections. Since 2016, the center's volunteers have been supporting veterans, their families, and families of the fallen, including organizing children's recreation. As of August 2016, the workload of the Zbarazka warehouse had significantly decreased, and as of November 2017 it was closed, but later resumed work. The number of volunteers at the center decreased significantly, but as of 2017 they continued to collect medicines and constantly staff a call center. As of 2018–2019, the center continued to collect and deliver humanitarian aid to the front line and worked in other areas.
