Overview

The Landschaftsverband Osnabrücker Land e. V. (LVO) is a registered association founded in 1985 and based in Osnabrück, Lower Saxony, Germany. It is one of thirteen Landschaften and Landschaftsverbände in Lower Saxony and covers the Osnabrücker Land region, comprising the city of Osnabrück and the district of Landkreis Osnabrück. Its remit is exclusively cultural: regional cultural care and promotion, working in the fields of culture, art, nature and regional history, both by funding third parties and by running its own projects. Within the framework of Lower Saxony's administrative reform it was also entrusted with the allocation of state funds. The association is governed by a three-member board (Vorstand) with one representative each from the city of Osnabrück, the district of Landkreis Osnabrück and one of the other LVO members. The chairmanship of the board rotates between city and district at the beginning of each municipal electoral term to preserve parity between the two territorial authorities. The board implements the resolutions of the members' assembly, draws up the business and staffing plan, and decides on applications for up to €5,000 from its own funds. The members' assembly is composed of ten representatives each from the city and district of Osnabrück plus one representative from each of the other members, and must meet at least once a year. The presidency of the association is formed by the Lord Mayor of Osnabrück and the Landrat of Landkreis Osnabrück; currently Katharina Pötter serves as president and Anna Kebschull as vice-president. The LVO is part of the Arbeitsgemeinschaft der Landschaften und Landschaftsverbände in Niedersachsen (ALLviN), through which it participates in joint initiatives such as "Fredag is Plattdag", a campaign to promote Low German and Sater Frisian in schools. Its public activities include the annual Landschaftstag, members' assemblies and cultural events. The association's statutes define its fundamental tasks; the current statutes entered into force on 14 March 2026, following a statutory amendment in March 2025.

History

The Landschaftsverband Osnabrücker Land e. V. (LVO) was founded in 1985 as a registered association (eingetragener Verein) and has its seat in Osnabrück. It is one of a total of thirteen Landschaften and Landschaftsverbände in Lower Saxony. Its area of operation covers the Osnabrücker Land region belonging to the state of Lower Saxony, namely the district of Landkreis Osnabrück and the independent city of Osnabrück. The Landschaft of the former Prince-Bishopric of Osnabrück is a member of the Landschaftsverband Osnabrücker Land. Like the other Landschaften and Landschaftsverbände in Lower Saxony, the LVO has exclusively cultural tasks. In substantive terms it is active in the fields of culture, art, nature and regional history, whether through the promotion of third parties or through its own projects. Within the framework of the Lower Saxon administrative reform it was additionally entrusted with the allocation of state funds. The association's statutes define its fundamental tasks. The current statutes entered into force on 14 March 2026, following a statutory amendment in March 2025. The association is led by a three-member board (Vorstand) with one representative each from the city of Osnabrück, the district of Landkreis Osnabrück and one of the other LVO members. At the beginning of each municipal electoral term, the chairmanship of the board rotates between city and district to preserve parity between the two territorial authorities. The board's main tasks are the execution of the resolutions of the members' assembly, the drawing up of the business and staffing plan, and decisions on applications for up to €5,000 from own funds. It also informs the members' assembly about the conduct of association business, particularly important decisions it has taken and the development of income and expenditure. The board members are First City Councillor Wolfgang Beckermann, Kreisrat Matthias Selle and Dr. Hermann Queckenstedt (Bistum Osnabrück). The members' assembly is composed of ten representatives each from the city and district of Osnabrück plus one representative from each of the other members of the Landschaftsverband. Under the statutes it must meet at least once a year. Its main tasks include the annual adoption of the business and staffing plan and the annual financial statements, decisions on matters of fundamental importance, and resolutions on the award of grants above €5,000 from own funds to third parties. Members of the assembly include Katharina Pötter (Lord Mayor), Christiane Balks-Lehmann, Sebastian Bracke, Dr. E. h. Fritz Brickwedde, Petra Knabenschuh, Kerstin Lampert-Hodgson, Brigitte Neumann, Lukas Ölmann, Timo Spreen, Volker Witte and Landrätin Anna Kebschull, among others. The presidency of the association is formed by the Lord Mayor of the city of Osnabrück and the Landrat of the district of Landkreis Osnabrück; currently Katharina Pötter serves as president and Anna Kebschull as vice-president. The LVO is part of the Arbeitsgemeinschaft der Landschaften und Landschaftsverbände in Niedersachsen (ALLviN). Through this working group it participates in joint initiatives such as "Fredag is Plattdag", a campaign by "Platt is cool" — a joint project of ALLviN, the Regional State Offices for Schools and Education (RLSB) and the Lower Saxon Ministry of Education — which for years has set a sign for the preservation and promotion of Low German and Sater Frisian. The idea is that every Friday in September as many people as possible, beginners or practised speakers, should speak Low German or Sater Frisian. For the second time, Minister-President Olaf Lies took over the patronage of "Fredag is Plattdag". The LVO also holds an annual Landschaftstag; the 2026 edition took place on 26 August in the Dorftreff beim Alten Haarmeyer in Neuenkirchen with about 100 guests. In April 2026, ALLviN organised a conference entitled "Feuer – Wasser – Sturm … 275 Jahre Sicherheit im Wandel" on the 275th anniversary of VGH at VGH Versicherungen in Hannover.
