Overview

Kovalska Industrial-Construction Group, also known as ICG Kovalska, is a Ukrainian industrial, building-materials and real-estate group. Its activities span the extraction of mineral raw materials, production of ready-mixed concrete and reinforced-concrete structures, paving products, dry construction mixtures, paints, plasters and aerated-concrete blocks, as well as logistics, engineering, residential development and office-property construction. The group’s operating companies are located in Kyiv and in the Zhytomyr, Lviv, Kherson and Chernihiv regions, and the organization has reported a workforce of more than 4,600 people. The group traces its institutional history to the State Plant of Reinforced Concrete Products No. 3, founded in Kyiv in 1956. The plant was privatized in 1993 and became the joint-stock company Kovalska Reinforced Concrete Plant. The wider group and its principal industrial identity were named for Svitlana Kovalska (1938–1993), a scientist who worked at the enterprise and directed it from 1982 until 1993. The business subsequently expanded from its original reinforced-concrete base into an integrated construction-materials and development platform. A major strategic step came in 2000, when the group began strengthening its raw-material base through the addition of Omelyanivskyi Quarry. It entered residential development in Kyiv in 2002, initially constructing housing on and around Bazhan Avenue. In 2004 it added Avtobudkomplex-K, a major transport enterprise, and established Kovalska Logistics on that foundation. The same year, Kovalska-Zhytloservis was created to maintain and service completed properties. Kovalska-Project, an in-house design organization, followed in 2006. The group expanded its branded materials portfolio in 2008 with the launch of Siltek dry construction mixtures. Further expansion included the 2013 addition of the Darnytskyi Plant of Reinforced Concrete Structures. In 2019, the group acquired the Kakhovka Aerated Concrete business in the Kherson region and subsequently invested in the Rozvadiv Budmaterialy complex in Lviv Oblast. These assets complemented the group’s quarrying, concrete and prefabrication operations and supported its stated objective of controlling more of the construction-materials supply chain. Kovalska’s major product brands include Concrete by Kovalska, Avenue paving and landscaping products, Granite by Kovalska aggregates, Siltek construction mixtures and Kakhovka Aerated Concrete. Its industrial network includes granite quarries, sand and limestone resources, concrete plants, reinforced-concrete factories, a dry-mix facility and an aerated-concrete plant. The group also operates a substantial specialist transport fleet and provides project design, engineering supervision, maintenance and construction services. The company reactivated its development business in 2020 and expanded into office real estate. It became an investor and construction partner for five new UNIT.City campuses in Kyiv and began the Nuvo Business Park project in cooperation with KDD Ukraine. The group has also reported participation in technical and infrastructure projects, including the development of specialized concrete for a spent-nuclear-fuel storage facility in the Chornobyl area and concrete work associated with the modernization of Ukraine’s Vernadsky Research Base in Antarctica. Its general director, Sergii Pylypenko, has represented the company in Ukrainian construction-industry associations. Kovalska is described in reference material as a family-owned group, with Oleksandr Pylypenko serving as founder, principal shareholder and president, and Sergii Pylypenko among its co-owners.

History

Kovalska’s history begins with the State Plant of Reinforced Concrete Products No. 3, established in Kyiv in 1956. The enterprise was later privatized in 1993 and renamed Kovalska Reinforced Concrete Plant. The group’s name commemorates Svitlana Kovalska, a scientist associated with the company who managed it from 1982 to 1993. During the 2000s, the enterprise developed into a vertically broader industrial and construction group. Omelyanivskyi Quarry joined in 2000, strengthening access to aggregates and other raw materials. Residential development began in Kyiv in 2002, with early projects located on Bazhan Avenue. In 2004, the group incorporated Avtobudkomplex-K and used it as the basis for Kovalska Logistics. That year it also created Kovalska-Zhytloservis to operate and maintain completed buildings. The establishment of Kovalska-Project in 2006 added internal capabilities in architectural and engineering design, technical supervision and industrial modernization. The materials portfolio grew in 2008 when Siltek dry construction mixtures began production at Terminal-M. Avenue paving slabs and landscaping elements had already been produced since 1999. In 2013, the Darnytskyi Plant of Reinforced Concrete Structures joined the group, increasing its prefabricated-concrete capacity. The group’s industrial system subsequently included quarrying, ready-mixed concrete, serial and custom reinforced concrete, paving products, dry mixtures, coatings and logistics. Regional expansion became more visible from 2019. The group added the Kakhovka Aerated Concrete operation in southern Ukraine and later acquired or invested in the Rozvadiv Budmaterialy complex in Lviv Oblast. Rozvadiv provided sand and limestone resources and was also planned as a site for additional aerated-concrete and Siltek production. The company’s quarrying assets include the Berezivskyi and Korosten-Severyanskyi granite deposits in Zhytomyr Oblast, organized under the Granite by Kovalska division. In 2020, Kovalska renewed its development strategy and expanded from residential construction into office real estate. It partnered with UFuture on five UNIT.City campuses and began work on Nuvo Business Park with KDD Ukraine. Its development portfolio has been reported as including 26 residential projects and more than 769,000 square metres of housing. The group also maintains research and testing capabilities through the Kovalska Innovation and Technology Center, which develops concrete formulations, evaluates raw materials and tests finished products. The group has participated in specialized public-interest infrastructure work. Its technology center developed a concrete formulation intended to remain workable for several hours for a spent-nuclear-fuel storage project associated with the Chornobyl area. In 2020–2021, the organization also participated in modernization work at Ukraine’s Vernadsky Research Base in Antarctica, developing concrete for foundation applications. Kovalska is described as a family company. Oleksandr Pylypenko is identified as founder, president and principal shareholder, while Sergii Pylypenko is general director and a co-owner. Mykola Subotenko and Volodymyr Surup are also identified as co-founders and shareholders. The group participates in Ukrainian business and construction associations, including the Confederation of Builders of Ukraine, the European Business Association and the All-Ukrainian Union of Building Materials Manufacturers. In 2021, Sergii Pylypenko became deputy chairman of the Confederation of Builders of Ukraine’s board and chaired its Construction Products Committee.
