Overview
Kontrollrådet is a Norwegian private, commercial foundation whose purpose is to act as a leading technical control body within its fields of operation. It was established in December 1967 to run a mandatory approval scheme for concrete and concrete products, and over the following decades it extended its business with several voluntary certification schemes related to concrete and concrete products. The foundation is both appointed as a technical control body by the Norwegian Directorate for Building Quality (Direktoratet for byggkvalitet) and accredited for certification of products as well as management systems for quality and environment within several areas of activity. Kontrollrådet administers certifications in the building-products area and offers its services to both the public and private sectors. Around 750 companies are affiliated with its various schemes. It provides system certification in quality, environment and occupational health and safety, and product certification for, among other things, ready-mixed concrete, aggregates and asphalt. Its product and production control (PKS) certification covers classes A through S, including factory-mixed concrete, concrete products for house building, pipe and manhole elements, concrete elements, steel components, lightweight concrete, admixtures and addition materials, laboratories, reinforcement products, cast-iron products, cement, street, road and park products of concrete, products for surface treatment and repair of concrete, aggregates, mortars, and asphalt and associated binders. System certification schemes include management systems for quality (NS-EN ISO 9001:2015), environment (NS-EN ISO 14001:2015) and occupational health and safety (OHSAS 18001:2007). The organization has been an important part of the building environment and the concrete industry for over 50 years, and it marked its 50th anniversary with an animated film about its history. A history report covering the first 40 years, 1967–2007, was also produced. Kontrollrådet remains active, with news items on its website covering topics such as revised standards, marking of concrete elements, and carbon capture at Norcem Brevik.
History
Kontrollrådet was established in December 1967 with the aim to run a mandatory approval scheme for concrete and concrete products. During the first years, its business was extended with several voluntary certification schemes related to concrete and concrete products. For 50 years, Kontrollrådet has been an important part of the building environment and the concrete industry. In connection with the anniversary, a film was made about Kontrollrådet. The animation film shows the history from concrete became a sought-after building material in the post-war years, until today and gives an insight into Kontrollrådet's development over 50 years. At the 40th anniversary of Kontrollrådet, a history report was made. The report covers the first 40 years between 1967 and 2007 and describes how Kontrollrådet has developed and made a difference over the years. Today, Kontrollrådet is a private, commercial foundation whose purpose is to be a leading technical control body within its fields of operation. The purpose of the business is thus largely linked to Chapter 3 of the Technical Regulations of 17 [sic]. Kontrollrådet is both appointed as a technical control body by the Directorate for Building Quality and accredited for certification of products, as well as management systems for quality and environment within several fields of operation.
