Kometa, formally the Corporation for Special Purpose Space Systems Kometa, is a Russian aerospace and defence enterprise specializing in the research, development, production, and operation of space-based information-management and intelligence systems. In 1973, OKB-41 was consolidated with other Soviet organizations and a machine-building plant to form the Kometa Central Research Institute, or TsNII Kometa. The institute became a major Soviet organization for anti-satellite weapons and the space component of missile-warning radar systems. Its programs were carried out in cooperation with other major aerospace organizations: OKB Chelomei contributed launch vehicles and NPO Lavochkin developed spacecraft payloads for relevant projects. The enterprise’s later institutional names included NPO Kometa from 1979, TsNPO Kometa from 1985, and the Kometa Central Research Institute federal state unitary enterprise from 1999. History
Kometa traces its institutional origins to Special Bureau No. 1, established by the Soviet Council of Ministers on 8 September 1947 within the Ministry of Armaments. Directed initially by Pavel Kuksenko, the bureau worked on advanced weapons projects, including an air-to-sea guided missile system that used the code name Kometa. In August 1950, Special Bureau No. 1 was reorganized as Design Bureau No. 1. The organization’s aviation missile work was separated in 1955 into Special Design Bureau No. 41. Anatoly Savin became its head in 1958. During this period the organization expanded from conventional guided-weapon research into space systems. On 30 December 1961, the bureau was reorganized as OKB-41, and space topics became its principal area of work. Its first major space assignment involved information, control, processing, and transmission technologies for the Istrebitel Sputnikov satellite-interceptor program. The launch of Polet-1 in 1963 demonstrated a maneuvering spacecraft concept associated with this effort. On 26 April 1973, a Soviet ministerial order established the Kometa Central Research Institute on the basis of OKB-41, SKB-39, and the Mospribor Machine-Building Plant. Savin became director. The institute served as a leading Soviet organization in anti-satellite weapons and in the space segment of early-warning radar systems. It cooperated with other Soviet aerospace institutions, including OKB Chelomei, which developed launch vehicles, and NPO Lavochkin, which was responsible for spacecraft payloads in relevant programs.
