Overview

Kidana Development and Development Company (Arabic: شركة كدانة للتنمية والتطوير) is a Saudi closed joint-stock company owned by the Royal Commission for Makkah City and Holy Sites. Established in January 2021 by Royal Order No. 36674 dated 13 Jumada al-Akhirah 1441 AH, it serves as the executive arm for the development of the Holy Sites (Mina, Arafat, and Muzdalifah) and their surrounding protected areas. The company is headquartered in Mina and operates with a capital of one billion Saudi riyals. Its name is derived from the Kidana well, one of fifteen wells located within Mina, where pilgrims historically stayed longer and required more water. Kidana's mandate is to raise the capacity of the Holy Sites, improve the pilgrim experience, transform the sites into a sustainable destination, and operate and manage assets and services year-round. Its vision is to lead in the sustainable development of the Holy Sites, aligning with Saudi Vision 2030 and the Pilgrim Experience Program. The company undertakes major infrastructure, real estate, and service projects, including shading and cooling projects around Jabal al-Rahmah, expansion of the Mina Emergency Hospital, and the Kidana Al-Khaif camps. It also manages the Kidana Station, the Tasleem Center for pilgrim services, and leases investment spaces near the Jamarat Bridge. Kidana is governed by a nine-member board of directors appointed for four-year terms. The company emphasizes transparency, accountability, and best practices in corporate governance. Its CEO is Engineer Mohammed bin Nasser Al-Majmaj. Through its projects, Kidana aims to accommodate the largest possible number of pilgrims, enhance operational efficiency during Hajj seasons, and develop the Holy Sites into a sustainable urban center.

History

Kidana Development and Development Company was established in January 2021 by Royal Order No. 36674 dated 13 Jumada al-Akhirah 1441 AH, as a closed joint-stock company owned by the Royal Commission for Makkah City and Holy Sites. It was created to be the executive arm responsible for the development of the Holy Sites, with a capital of one billion Saudi riyals. The company's name is inspired by the Kidana well, one of fifteen wells in Mina, where pilgrims historically stayed longer and needed more water. In March 2022, Kidana announced the launch of the Kidana Station project at the western square of the Jamarat facility, covering an area of about 10,755 square meters, with a capacity of 575 parking spaces and the ability to receive 12 buses per hour. The station includes a commercial complex, restrooms, waiting areas, public parking, loading and unloading zones, restaurants, cafes, and other services. The company also launched the Tasleem Center to facilitate procedures and coordinate among all relevant entities to improve Hajj services. On April 4, 2022, Kidana announced the launch of the development and improvement project for the areas surrounding Jabal al-Rahmah, covering 200,000 square meters. The project includes public parking, restrooms, lighting, climate cooling columns, water fountains, green areas, walking paths, restaurants, cafes, guidance systems, TV platforms, and security watchtowers. Starting in March 2023, the company began advertising the leasing of investment spaces next to the Jamarat Bridge facility to enhance cultural events in Makkah. In subsequent years, Kidana completed the second phase of the shading and cooling project around Jabal al-Rahmah for the 1447 AH Hajj season, covering over 392,000 square meters, installing 18 modern canopies with 36 mist fans, 7 cooling units, and 107 air distribution columns. The project increased pilgrim benefit fivefold compared to the previous year. The first phase in 1446 AH included 3 canopies and over 165 mist fan columns. The company also expanded the Mina Emergency Hospital, adding three floors and an annex with a built area of 18,000 square meters, linked to the existing Mina Emergency Hospital (1) via a dedicated bridge. This doubled the hospital's bed capacity to 400 beds, following the first phase which had 5,300 square meters and a capacity of 200 beds during the 1446 AH Hajj season. Additionally, Kidana built the Kidana Al-Khaif camps near the Jamarat facility on an area of 24,000 square meters in two main locations to increase capacity in Mina. Kidana continues to work on raising the capacity of the Holy Sites, improving the pilgrim experience, and transforming the sites into a sustainable destination, in line with Saudi Vision 2030.
