Overview

Khartiya (ООО «Хартия») is a Russian waste management company and one of the country's largest regional operators for municipal solid waste (MSW). Founded in 2012 by Alexander Tsurkan, the company grew rapidly after winning long-term contracts to collect solid household waste from Moscow's Eastern and North-Eastern administrative okrugs in 2013–2014, with financing volume of 42.67 billion rubles. It subsequently built out infrastructure, acquiring a sorting complex on Altufevskoye Highway, the waste truck fleet operator Dominanta, a landfill in Vladimir Oblast, and leasing the MSZ-4 waste incineration plant from Moscow authorities. In 2017, businessman Igor Chaika purchased 60% of the company, and in 2018 the remaining 40% was sold to his business partners Yuri and Alexander Ponomarev. Under this ownership, Khartiya expanded into regional markets, becoming a regional operator in Yaroslavl Oblast (2018, agreement until 2026), Tula Oblast (2018, eight-year contract), the Noginsk cluster of Moscow Oblast (2019, ten-year agreement), and Vladimir Oblast (2019, agreement until 2028). By summer 2021, the company served over 6.8 million people across 90 municipalities in five federal subjects, collecting more than 3.1 million tonnes of waste annually from an area of 56,000 square kilometers. Its fleet included over 730 waste collection and auxiliary vehicles and nearly 80,000 containers and bins, including for separate collection. Khartiya has been recognized for its performance: Yaroslavl Oblast became a leader in Russia for MSW recycling share, and the Russian Environmental Operator named Khartiya among the best for waste sorting under the national Ecology project. However, the company has also faced criticism from residents in Vladimir Oblast over incorrect billing for rural waste collection and protests against a planned waste sorting station in Karabanovo. On October 26, 2022, Khartiya was added to the US sanctions list due to its association with Igor Chaika. The company remains active, providing waste management services to apartment residents, businesses, and municipalities.

History

OOO «Хартия» was founded in 2012 by Alexander Tsurkan. In 2013–2014, the company won competitive tenders for the removal of solid household waste from the Eastern and North-Eastern administrative okrugs of Moscow under long-term contracts with a total financing volume of 42.67 billion rubles. Following these wins, Khartiya began building the necessary infrastructure: in 2014 it purchased a sorting complex on Altufevskoye Highway and the company «Dominanta», which owned a fleet of garbage trucks, from Bank of Moscow; in 2016 it acquired a landfill in Petushinsky District of Vladimir Oblast; and in 2017 it also received the MSZ-4 waste incineration plant in lease from Moscow authorities. In 2017, businessman Igor Chaika bought 60% of the firm from its founder and announced the business's expansion into regional markets. In 2018, Tsurkan sold the remaining 40% of Khartiya to Chaika's business partners Yuri and Alexander Ponomarev. Also in 2018, the company obtained the status of regional operator for waste management in Yaroslavl and Yaroslavl Oblast, with an agreement valid until 2026. In the same year, Khartiya became the operator in Tula and certain districts of Tula Oblast under an eight-year contract. In 2019, Khartiya began operations in the Noginsk cluster of Moscow Oblast under a ten-year agreement with the Moscow Oblast government, and also received regional operator status in Vladimir Oblast, with an agreement valid through 2028. In 2020, the consequences of the COVID-19 pandemic led to a decrease in the company's profitability. Khartiya resorted to bank services to cover cash gaps and sought support from regional and federal budgets. The Russian government's decision to allocate federal transfers for subsidies to regional MSW operators was made on April 10, 2020. In spring 2021, Khartiya announced the launch of an innovative technology for sorting and deep processing of MSW with a fully closed cycle at the Eco-technopark 'Tula'. As of summer 2021, the company served over 6.8 million people in 90 municipalities across five federal subjects, collecting over 3.1 million tonnes of waste from an area of 56,000 square kilometers. Its fleet of garbage collection and auxiliary vehicles numbered more than 730 units, and its container and bin fleet, including for separate collection, totaled nearly 80,000 units. The company has been subject to criticism from residents of Vladimir Oblast for incorrect billing for waste removal from rural areas. In 2019, residents of the town of Karabanovo in Alexandrovsky District of Vladimir Oblast protested against a planned waste sorting station. On the positive side, thanks to Khartiya's activities as a regional operator, Yaroslavl Oblast reached leading positions in Russia for the share of MSW recycling. Experts from the Russian Environmental Operator named OOO Khartiya among the best in waste sorting in accordance with the national project 'Ecology'. On October 26, 2022, as a company associated with Igor Chaika, OOO Khartiya was included in the US sanctions list.
