Overview
KFXL-TV is a full-power television station licensed to Lincoln, Nebraska, and serving the Lincoln–Hastings–Kearney television market. It operates as the market's Fox affiliate under the consumer-facing Fox Nebraska identity. The station's over-the-air signal reaches communities across southern and central Nebraska, including Lincoln, Hastings, Kearney, and Grand Island, while Fox programming is also distributed through subchannels of Nebraska Television Network stations in Kearney, Hayes Center, and McCook. The station developed from a long-running effort to establish a new UHF outlet on channel 51 in Lincoln. World Broadcasting, a subsidiary of the Omaha World-Herald, applied for the allocation in the 1990s. After several competing applicants entered the proceeding, the Federal Communications Commission awarded World Broadcasting a construction permit in 2003 following a joint settlement among the applicants. The original operating plan involved CFM Communications and extensive operational support from Pappas Telecasting, then associated with Nebraska Television Network. Regulatory concerns about whether the proposed ownership structure accurately reflected operational control complicated the transfer process, and the FCC rescinded an earlier approval of the CFM transaction. The station began broadcasting on June 26, 2006, as KOWH, carrying programming from The WB. It soon changed its call sign to KCWL-TV to reflect its planned affiliation with The CW, the network created through the combination of The WB and UPN. KCWL operated through The CW Plus, a service designed for smaller markets, and was added to Lincoln's primary cable system in September 2006. Its initial analog operation was temporary because the station had no companion digital allotment under the post-1997 digital television plan. A major strategic change came in June 2009. At the end of analog broadcasting, KCWL-TV abandoned The CW and returned as digital-only KFXL-TV, becoming a Fox affiliate. The change was intended to improve the station's audience position in Lincoln, where The CW had strong cable distribution, and fulfilled Pappas Telecasting's longstanding interest in establishing a full-power Fox service in Lincoln. KFXL initially simulcast Fox programming with KTVG-TV and KSNB-TV, which had previously carried Fox in parts of the region. As those stations later left the air, KFXL became the principal over-the-air Fox outlet for the market. Fox programming was also placed on NTV transmitters, extending the brand's reach through the broader Nebraska Television Network footprint. Ownership changed several times during the station's early development. World Broadcasting sold KFXL to T. Stanley Trapp in 2010 for $300,000, in a transaction that had originally been agreed in 2006 but required later regulatory approval. Trapp subsequently agreed to sell the station to Pappas Telecasting in 2014. Pappas's financial difficulties led to a liquidation auction in 2015, where Sinclair Broadcast Group won KFXL and the related NTV stations for $31.25 million. Sinclair completed the acquisition on May 1, 2016. The station also underwent a technical transition. It moved from channel 51 to channel 15 after the FCC authorized a facility change associated with the repurposing of part of the television band for telecommunications use. A tower carrying KFXL's Lincoln antenna collapsed on October 20, 2017. Reduced-power service from a replacement site began in January 2018. KFXL currently combines Fox network programming with a locally relevant news presence: its weekday 9 p.m. newscast is produced by NTV. The stations share facilities on Nebraska Highway 44 near Axtell, while KFXL's transmitter is located on Yankee Hill Road in southeast Lincoln.
History
KFXL-TV originated in a contested effort to develop a new television station on UHF channel 51 in Lincoln, Nebraska. World Broadcasting, a subsidiary of the Omaha World-Herald, applied for the allocation in 1996 and expected to use Pappas Telecasting for construction and operational support. By 1999, five parties were seeking the channel. The FCC ultimately granted World Broadcasting a construction permit in 2003 after the applicants reached a joint settlement. Earlier technical objections had temporarily resulted in dismissal of the application before it was reinstated. The proposed ownership structure created additional regulatory complications. World Broadcasting planned to transfer the permit to CFM Communications, owned by Carol Miller, while Pappas would provide construction, sales, and programming services. The FCC initially approved the transaction in 2005 despite objections from Gray Television, which argued that Pappas would exercise de facto control. The approval was later rescinded after material in a legal deposition raised questions within the FCC Media Bureau about the accuracy of representations in the application. The station signed on June 26, 2006, as KOWH, taking its call letters from the World-Herald. It was affiliated with The WB and relied heavily on Pappas for operations. Following the announcement that The WB and UPN would be replaced by The CW, the station changed its call sign to KCWL-TV on August 1, 2006. It operated as a CW Plus affiliate and gained carriage on Time Warner Cable's Lincoln system in September of that year. Because the station's original construction permit was issued after the FCC finalized the digital television allotment plan, it did not receive a separate companion digital channel. It therefore had to convert directly from analog to digital. On June 3, 2009, Pappas announced that KCWL would leave The CW when analog service ended. The analog transmitter was shut down on June 9, and the station returned on June 12 as digital-only KFXL-TV, carrying Fox programming. The change was intended to give Lincoln a stronger local Fox presence and reflected Pappas's long-term objective of operating a full-power Fox outlet in the city. KFXL initially shared Fox programming with KTVG-TV and KSNB-TV. Its Fox service was also carried on subchannels of KHGI-TV in Kearney and KWNB-TV in Hayes Center, extending the affiliation into the wider NTV service area. KSNB's remaining Lincoln operations ended in December 2009 after Pappas terminated a time brokerage agreement, and KTVG-TV ceased broadcasting in April 2010. These closures left KFXL as the market's principal over-the-air Fox station. World Broadcasting sold KFXL to T. Stanley Trapp for $300,000 in June 2010. The deal had first been reached in December 2006 but did not receive approval until March 2010. In October 2014, Trapp agreed to sell the station to Pappas for the same reported price. Pappas later entered liquidation proceedings, and its central Nebraska stations were offered in a bankruptcy auction in October 2015. Sinclair Broadcast Group won the auction and announced a $31.25 million agreement for NTV and KFXL. The sale closed on May 1, 2016. The station's technical facilities changed as regulators repurposed channel 51 for telecommunications use. In 2012, KFXL received approval to move to channel 15. An initially proposed high-power upgrade was later scaled back, and the station applied for its license to cover the channel change in 2014. On October 20, 2017, the antenna tower at the station's northern Lincoln site collapsed. KFXL resumed reduced-power operation from a replacement site on January 12, 2018. KFXL's current service is built around the Fox network and regional distribution through NTV stations. Its weekday 9 p.m. newscast is produced by NTV. KFXL and NTV share studios near Axtell, south of Kearney, while KFXL's transmitter operates from southeast Lincoln.
