Overview

Kansantalojen Liitto (KTL) is a Finnish left-wing central organisation that brings together associations owning and managing community halls (kansantalot), organisation halls, dance pavilions, amusement parks, holiday resorts, people's parks, restaurants and cafés. Founded on 22 July 1950 following a decision at the 1949 SKDL congress, it serves as an advisory and service body for local property-owning associations. The organisation promotes the construction, maintenance and acquisition of premises for its members, for example by arranging training. Its member associations are close to the Left Alliance (Vasemmistoliitto). The oldest property among its member associations is Snellmankoti in Kokkola, built in 1810, and the newest is Halikon Hehkun Maja, completed in 1988. In the early 2020s the most active hall was Tornion Järjestötalo. The league's office is located in Puistokulma, Vantaa. KTL is a member organisation of the Finnish Local Heritage Federation (Suomen Kotiseutuliitto). In 2013, KTL's associations received about 10 per cent of the state repair grants for community halls distributed through the Local Heritage Federation. The organisation has historically provided advice on property matters, joint procurement, credit arrangements, construction technology, insurance and legal affairs, and has mediated supplies such as coal, coke, building materials and office supplies to community halls. It has also aimed to promote broad-based hall associations so that properties are not left to the responsibility of a single association. In 2021 KTL organised, in cooperation with the People's Archives (Kansan Arkisto), the 'Kansantalojen arkistot talteen' collection project, which received an honourable mention in the Archive Association's Archive Act of the Year competition.

History

Kansantalojen Liitto (KTL) was founded on 22 July 1950, following a decision made at the 1949 congress of the Finnish People's Democratic League (SKDL), to serve as a liaison body for local associations owning properties. Associations with unbuilt plots were also allowed to join. KTL advised its member associations on all property-related matters and assisted with joint procurement, credit arrangements, construction technology, insurance and legal affairs. It mediated supplies such as coal, coke, building materials and office supplies to community halls. Financing for the halls was arranged through workers' financial and insurance institutions, savings banks and trade unions. KTL sought to promote the establishment of broad-based hall associations so that properties would not remain the responsibility of a single association. In 1956 the league's office moved from the Press House on Kotkankatu to the newly completed Kulttuuritalo on Sturenkatu. At the 1960 congress, KTL decided to merge its office (which had coordinated cultural and educational activities of the premises) with the Centre for Cultural Work (Kulttuurityön Keskus, KtK), and the league became a member association of KtK. KtK had been established in the mid-1950s as a support association for the movement's halls. In the merger, a property department was formed within KtK, to which KTL's functions were transferred. The executive director moved onto KtK's payroll. In 1965 the Työväen Virkistys- ja Lomakeskusliitto (Workers' Recreation and Holiday Centre League) was founded as the central organisation for the holiday and recreation activities of the people's democrats. In the 1970s KTL's duties included mediating joint purchases and loans, reviewing construction and renovation plans for properties, insurance advice and other assistance in business management. In 2021 KTL organised, in cooperation with Kansan Arkisto, the 'Kansantalojen arkistot talteen' collection project, which received an honourable mention in the Archive Association's Archive Act of the Year competition. In July 1946 a law was passed on the return of buildings of certain dissolved associations, under which the state could redeem properties confiscated from associations dissolved in 1930–1936 to be handed back to successor associations. On the basis of this law, people's democratic organisations took possession of many old workers' halls in the late 1940s and early 1950s. In the early 1950s the people's democrats administered slightly fewer than 400 properties. Not all associations owning halls joined the league, however. In 1956 there were 617 premises, of which about 400 were halls, and the league had 218 member associations. In the early 1970s the league had about 300 SKDL member organisations or close communities. Membership required owning or managing premises. In the early 2010s KTL had about 200 communities holding about 250 properties. In the early 2020s there were about 120 left-wing alliance organisation halls and KTL had 147 member associations.
