Overview

Kanal Lokal was the brand used by a group of Swedish regional television channels aimed at audiences in and around the country's largest population centers. The service developed from NollEttan, a local channel that began broadcasting in Östergötland through Sweden's digital terrestrial television network in 1999. Rather than operating as one uniform nationwide station, Kanal Lokal consisted of regionally oriented outlets whose schedules and coverage were adapted to local markets. The expansion of the concept accelerated in the middle of the 2000s. In 2005, the operator planned to extend the Östergötland service into the Stockholm, Scania and Gothenburg areas. Trial broadcasts in Scania were conducted under the NollEttan name during the spring of that year. Kanal Lokal Stockholm launched in September 2005, while the existing NollEttan services adopted the Kanal Lokal identity as the regional network took shape. Kanal Lokal Göteborg followed in November 2007. The four principal services ultimately comprised Kanal Lokal Göteborg, Kanal Lokal Skåne, Kanal Lokal Stockholm and Kanal Lokal Östergötland. The channels were distributed through terrestrial transmitters and cable systems. Their regional footprints included Gothenburg and surrounding western Sweden, Scania in the south, the Mälardalen region around Stockholm, and Östergötland. The Gothenburg service used transmitters at Gothenburg, Uddevalla, Trollhättan and Bäckefors. The Skåne service reached viewers through Hörby, Malmö and Helsingborg, while the Stockholm service used transmitters at Nacka, Västerås, Uppsala and Östhammar. The Östergötland service was associated with Motala, Linköping and Norrköping. Kanal Lokal was substantially financed by the venture-capital firm IT Provider. At launch, it also cooperated with the newspaper Expressen, which supplied news content. The company announced in October 2005 that its channels would be free-to-air, but distribution remained a major commercial and operational challenge. In particular, access to Com Hem, Sweden's important cable network, was difficult to secure across the relevant markets. The Östergötland channel already had broad cable availability, while the Gothenburg channel entered Com Hem's basic package in April 2006. Full availability in the basic analogue Com Hem package across all four principal markets was not achieved until October 2007. The business encountered increasing financial pressure as it attempted to expand its regional footprint. In December 2007, the Stockholm channel's agreement with Expressen ended. Stockholm programming was consequently reduced and replaced with material originating from the other three channels. Although Kanal Lokal received renewed licences in March 2008 and additional permissions covering areas of Småland, Dalarna and parts of Norrland, the expansion did not resolve its financial difficulties. In January 2009, the company announced that it would cease operations, and the channels went off the air on 19 January 2009.

History

Kanal Lokal emerged from NollEttan, a local Swedish television service associated with Östergötland. NollEttan began broadcasting through Sweden's digital terrestrial television network in 1999. Its experience provided the basis for a larger regional television strategy intended to serve several of the country's most populated areas. Plans to expand beyond Östergötland took concrete form in 2005. The operator prepared services for Stockholm, Scania and Gothenburg, and conducted trial broadcasts in Scania under the NollEttan name during the spring. Kanal Lokal Stockholm began broadcasting in September 2005. The two existing NollEttan channels later adopted the Kanal Lokal name, creating a broader regional identity. Kanal Lokal Göteborg launched in November 2007. The resulting network comprised four regional outlets: Kanal Lokal Göteborg, Kanal Lokal Skåne, Kanal Lokal Stockholm and Kanal Lokal Östergötland. Each service covered a defined geographic area rather than functioning as a single national channel. Gothenburg broadcasts used transmitters serving Gothenburg, Uddevalla, Trollhättan and Bäckefors. The Skåne service used Hörby, Malmö and Helsingborg, while the Stockholm service reached the Mälardalen region through Nacka, Västerås, Uppsala and Östhammar. Östergötland coverage was associated with Motala, Linköping and Norrköping. The network was largely backed by the venture-capital firm IT Provider. It also formed a content relationship with Expressen, a major Swedish newspaper, which supplied news material. Kanal Lokal announced in October 2005 that it would broadcast free-to-air. This model was intended to maximize audience access, but the broadcaster still depended on effective carriage through terrestrial and cable distribution systems. Distribution proved difficult, particularly on Com Hem, one of Sweden's major cable networks. Östergötland already enjoyed relatively broad cable availability before the wider Kanal Lokal launch. The Gothenburg service obtained a place in Com Hem's basic package in April 2006, but carriage across all four core markets was not achieved until October 2007, when the channels became available in Com Hem's basic analogue package throughout those areas. The network's content and finances weakened during the next phase. In December 2007, the agreement under which Expressen supplied material for the Stockholm channel was terminated. Stockholm programming was cut and replaced with programmes from the other three services. In March 2008, Kanal Lokal received renewals for its existing licences and additional licences covering parts of Småland, Dalarna and Norrland. These permissions suggested an opportunity for further expansion, but the company was unable to overcome its financial problems. In January 2009, it announced that operations would end. The channels ceased broadcasting on 19 January 2009.
