Overview
Jibek Joly TV is a Kazakhstan-based television channel operated within the state TV and Radio Complex of the President of the Republic of Kazakhstan. Its name refers to the historic Silk Road, reflecting the channel’s emphasis on Kazakhstan’s culture, history, geography, traditions, tourism and international identity. The domestic service broadcasts under the Jibek Joly name, while the international service operates as Silk Way. The channel began broadcasting on 25 October 2002 as CaspioNet. It later adopted the name Kazakh TV in 2012 and was subsequently known as Qazaq TV before its September 2022 rebranding. The rebrand divided the service’s presentation into Jibek Joly for domestic broadcasting and Silk Way for foreign audiences. The channel is distinct from a conventional commercial network: its programming combines news and analysis with cultural documentaries, educational material, entertainment, films, series and animation dubbed into Kazakh. Jibek Joly broadcasts continuously in Kazakh and Russian for its domestic audience. Its international Silk Way service has used a broader multilingual model, including Kazakh, Russian, English, Kyrgyz, Uzbek and Turkish language tracks or programming. Multilingual expansion began with the addition of English and continued with Kyrgyz and Uzbek services in 2018. The format is intended to make Kazakhstan-related content accessible to viewers in neighboring states and to international audiences. The network’s schedule includes daily news and analytical programs, political discussion, cultural features, music, comedy, late-night entertainment, documentaries and programs about life in Kazakhstan. Named projects include Jana Uaqyt, Novoye Vremya, Ana Bolghym Keledi, Jana Tungi Studiya, Sheteldegi Qazaq Balalary, Qandastar, Outdoor Central Asia, Welcome to Kazakhstan, My Day in Kazakhstan, Kazakh Brand, Searching for Mystery and Ken dala. Later additions include Focus Vnimaniya, Uade, Markhabat, JJ Talk and Bizdin Dariger. The channel also carries domestic films, selected international films, television series and animated content dubbed into Kazakh. More than half of Jibek Joly’s domestic programming is described as locally produced. Silk Way presents Kazakhstan-focused material to an international audience and has been distributed by satellite across numerous countries and regions. Its subject areas include national culture, historical memory, Central Asian affairs, tourism and investment opportunities, alongside current news. Silk Way Cinema provides a related film and television offering, including educational, documentary, music, comedy and Kazakhfilm-related content. The channel moved to the Kazmedia Ortalygy media center in Astana in 2012 and adopted high-definition, 16:9 broadcasting. Since April 2022 it has belonged to the reorganized presidential TV and radio complex. The network is directed by Raushan Zhanabergenovna Kazhibayeva. In 2023 and 2024 it continued expanding its analytical and English-language output, including the English-language New Time program and the special-report format Reporter with President.
History
Jibek Joly TV originated as CaspioNet, beginning service on 25 October 2002 as a Kazakhstan-oriented international television project. The channel’s mission developed around presenting the country’s culture, history, natural environment and contemporary life to audiences inside and outside Kazakhstan. Its programming has consequently combined current affairs with documentary, educational, cultural and entertainment formats rather than operating solely as a conventional news service. On 1 September 2012 the channel changed its name to Kazakh TV. In the same year, on the occasion of its tenth anniversary, production and broadcasting moved to the new Kazmedia Ortalygy media center in Astana. The move was accompanied by high-definition production and a 16:9 presentation format. The service later became associated with the Qazaq TV name before a major brand restructuring in 2022. The channel progressively expanded its language offering. By November 2017 it had adopted multilingual broadcasting with Kazakh, Russian and English soundtracks. Kyrgyz was added in May 2018, followed by Uzbek in November of the same year. This approach supported the international service’s role as a vehicle for Kazakhstan-related programming aimed at audiences across Central Asia and beyond. The international service has also used Turkish-language content or tracks in its broader multilingual structure. From 1 April 2022, the channel became part of the structure of the non-commercial joint-stock organization known as the TV and Radio Complex of the President of the Republic of Kazakhstan. On 1 September 2022, at midnight, Qazaq TV was rebranded into two related identities: Jibek Joly for domestic broadcasting and Silk Way for foreign broadcasting. The new name invokes the Silk Road and positions the network as a cultural and informational bridge between Kazakhstan, Central Asia and international viewers. Since the rebrand, domestic programming has included daily news, analysis and political discussion alongside family entertainment. Programs such as Jana Uaqyt and Novoye Vremya address current affairs, while Ana Bolghym Keledi, music projects associated with Qaraqat Abildina and Qydyrali Bolmanov, and Jana Tungi Studiya with Nurlan Qoyanbayev represent the entertainment side of the schedule. Documentary projects such as Sheteldegi Qazaq Balalary and Qandastar examine Kazakh communities and identity, while other productions cover national history, customs, tourism and contemporary society. The international Silk Way service has presented more than forty information and cultural programs, including Outdoor Central Asia, Welcome to Kazakhstan, My Day in Kazakhstan, Kazakh Brand, Searching for Mystery and Ken dala. Its editorial themes include culture, traditions, history, travel, investment and Central Asian affairs. The service has been distributed by satellite to a large international footprint, including viewers in more than ten countries through the related Silk Way Cinema offering. Silk Way Cinema carries documentaries, educational programming, music, comedy, film and archive material from Kazakhstan’s television sector and Kazakhfilm. In September 2023, the network added further analytical and talk-show programming, including Focus Vnimaniya, Uade, Markhabat, JJ Talk and Bizdin Dariger. Silk Way also launched the English-language New Time program, designed to summarize major developments in Kazakhstan and Central Asia. In January 2024 it added Reporter with President, an English-language special-report format focused on presidential foreign travel and visits by world leaders to Kazakhstan. The channel remains active, with Jibek Joly serving domestic viewers and Silk Way extending the brand’s international reach.
