Overview
Irkutsk Aviation Plant is an aircraft manufacturing enterprise located in Irkutsk, Russia. Established in 1932 as Plant No. 125, it became one of the Soviet Union’s important aircraft-production sites and has remained a major center of Russian aerospace manufacturing. The plant is situated near the Angara River at Irkutsk Northwest Airport and is currently a subsidiary of Yakovlev Corporation. The factory began operations during the rapid industrialization of the Soviet Union. Its first major aircraft program was the Tupolev I-14 fighter, with the first locally built example flying in 1935. Production then expanded to the Tupolev SB bomber. During the Second World War, the plant assumed a particularly important role because of its location east of the Ural Mountains. In late 1941 it was combined with the evacuated Moscow Aviation Plant No. 39 and took on substantial responsibility for rebuilding Soviet frontline aircraft capacity. It produced more than 2,000 aircraft during the war, including Petlyakov Pe-2 and Pe-3 dive bombers, Ilyushin Il-4 bombers, and Yermolayev Yer-2 aircraft. Output reached as many as five aircraft per day in 1942. After 1945, the plant moved into jet aircraft and military transport production. It built Tupolev Tu-14 and Ilyushin Il-28 jet bombers, assembled Antonov An-12 transports during the late 1950s and early 1960s, and later produced the Antonov An-24T. The plant also manufactured 697 Yakovlev Yak-28 airframes between 1960 and 1972. During the 1970s and 1980s, its programs included the MiG-23 and MiG-27 families. These aircraft covered training, reconnaissance, electronic warfare, interception, and ground-attack roles, and some were exported or associated with licensed production in India. The plant assembled approximately 1,008 MiG-23s and 360 MiG-27s. In the second half of the 1980s, production of the two-seat Sukhoi Su-27UB was transferred to Irkutsk. The facility subsequently became involved in development and production of the Su-27PU, an extended-range derivative intended for long-range interception and airborne command functions. The first Su-27PU prototype flew from Irkutsk in December 1989, while pre-production aircraft followed during the early 1990s. The enterprise was reorganized as the Irkutsk Aviation Production Association in 1989 and privatized in 1992. Like much of the Russian aerospace sector, it faced a severe crisis after the dissolution of the Soviet Union. Military procurement collapsed, state payments were delayed, and the plant confronted financial pressure, layoffs, and uncertain production schedules. A strategically important recovery came through the Russian-Indian Su-30MKI program. Initial aircraft were produced by the Irkutsk organization, while Hindustan Aeronautics Limited established licensed production in India. This program helped preserve the plant’s manufacturing capabilities and strengthened its role in international military aviation. In the contemporary period, the plant is associated with the production of the Sukhoi Su-30 multirole fighter, the Yakovlev Yak-130 advanced trainer and light attack aircraft, and the Yakovlev MC-21 civil airliner. The facility has reportedly produced more than 8,000 aircraft since its creation and has supplied aircraft to customers in dozens of countries. History
Irkutsk Aviation Plant was created during the Soviet Union’s industrial expansion. On 28 March 1932, the People’s Commissariat of Heavy Industry authorized construction of Plant No. 125 in Irkutsk. The project was carried out under difficult conditions and relied heavily on manually organized labor mobilized through the Komsomol. By 1934, the first production facilities were ready, and the plant began preparing to build the Tupolev I-14 fighter. The first aircraft assembled at the site flew in February 1935. Tupolev SB bomber production followed in 1936. The Second World War transformed the plant into a major military-production center. Its location in eastern Siberia protected it from the German advance and made it a key source of aircraft for the Soviet war effort. In late 1941, it was merged with evacuated Moscow Aviation Plant No. 39 and inherited that facility’s numerical designation. The plant built Petlyakov Pe-2 dive bombers, Pe-3 aircraft, Ilyushin Il-4 bombers, and Yermolayev Yer-2 aircraft. More than 2,000 aircraft were produced during the war, and output reached approximately five aircraft per day in 1942. Some bomber programs continued after the war. The postwar period brought a transition from piston-engine aircraft to jets. During the 1950s, the plant manufactured Tupolev Tu-14 and Ilyushin Il-28 jet bombers. It was also reconfigured to build the Antonov An-12 military transport aircraft. The first Irkutsk-built An-12 flew in December 1957, and 155 aircraft were assembled between 1956 and 1962 before the program moved to Tashkent. Military transport production later resumed with the Antonov An-24T. From 1960 to 1972, Irkutsk produced 697 Yakovlev Yak-28 airframes. The family included bomber, reconnaissance, electronic-warfare, interceptor, and trainer variants. In the 1970s, the plant added the MiG-23 family, including two-seat training aircraft, and later produced MiG-27 ground-attack aircraft from 1977 to 1988. These aircraft were exported to several countries, and production cooperation was established with India’s Hindustan Aeronautics Limited. Overall output included about 1,008 MiG-23 aircraft and 360 MiG-27 aircraft. Production of the two-seat Sukhoi Su-27UB moved to Irkutsk in the 1980s. The plant was reorganized into the Irkutsk Aviation Production Association on 21 April 1989 and privatized in 1992. The post-Soviet economic crisis placed the enterprise under severe pressure. The disappearance of Soviet military procurement caused layoffs, unpaid or delayed wages, and a shortage of state orders. A major recovery opportunity came from the Russian-Indian Su-30MKI arrangement. The Irkutsk organization built initial batches of the fighter, while licensed production was developed by Hindustan Aeronautics Limited in India. This program helped sustain the plant and supported its transition toward export-oriented aerospace manufacturing. In the modern era, Irkutsk Aviation Plant is associated with Yakovlev Corporation and produces or participates in programs for the Sukhoi Su-30 multirole fighter, Yakovlev Yak-130 trainer, and Yakovlev MC-21 civil airliner.
