Indian Register of Shipping (IRClass), also known as IRS, is an independent Indian ship-classification society established in 1975. It was created to support self-regulation within India’s shipping industry and to provide a national forum for maritime technical research and development. The organisation was incorporated as a not-for-profit public limited company under the Companies Act, originally under Section 25 of the Companies Act, 1956 and subsequently corresponding to Section 8 under the Companies Act, 2013. The central function of IRClass is to assess the technical condition, design, construction, and continuing maintenance of ships and other marine assets against its rules and applicable international requirements. Its work covers merchant ships, specialized vessels, marine craft, offshore structures, marine equipment, and associated machinery and systems. Classification activities include the development of technical rules, design appraisal, surveys during construction, periodic and renewal surveys, inspections of machinery and materials, and certification of compliance. Classification provides shipowners, builders, flag administrations, insurers, and other maritime stakeholders with an independent technical assessment of a vessel’s structural and operational condition. IRClass also performs statutory work when authorised by governments and flag administrations. In India, it has acted on behalf of the Maritime Administration as the authority for final assignment of load lines on Indian-flag vessels. It has also been appointed to perform statutory and security-related functions under international maritime conventions and codes. These responsibilities include work connected with the International Convention on Load Lines, SOLAS, the International Tonnage Convention, MARPOL, the International Safety Management Code, and the International Ship and Port Facility Security Code. Its security role includes determining compliance for Indian-flag ships and port facilities under the ISPS Code. Beyond conventional classification, the organisation provides technical inspection and certification for offshore, industrial, and land-based engineering projects. Its specification services can support shipowners and other clients before and after contract award. Pre-contract assistance may include preparation of tender documentation, evaluation of shipyard bids, power and fuel-consumption assessments, stability and capacity calculations, layout development, machinery selection, and advice on corrosion protection. Post-contract work can include design review, construction supervision, testing and trials, and verification of hull, machinery, electrical, control, navigation, safety, and lifesaving systems. IRClass also undertakes surveys of damage to hulls, machinery, equipment, and permanent fittings, whether on classified or non-classified ships. Such surveys may establish the nature, extent, and possible cause of damage, recommend repairs, supervise remedial work, and issue factual reports or final endorsements. Its broader inspection and certification services are intended to operate in accordance with recognised quality-management practices, including ISO 9001 requirements. The organisation’s governance and operating model reflect its non-profit status. Fees generated from classification and related services are directed toward delivering and improving those services, with surplus used for activities such as service expansion and research and development. The organisation has continued to apply its classification and certification capabilities to new maritime technologies and specialised assets. Alongside ship classification, IRClass maintains activities in statutory certification, shipbuilding support, offshore projects, marine equipment, industrial inspection, and damage surveys. As a non-profit organisation, it uses income from fees to maintain, extend, and improve its technical services and research activities.
