Hekurudha Shqiptare
Albania's national railway operator and rail-infrastructure company.
Last updated August 24, 2026
Overview
Hekurudha Shqiptare, commonly abbreviated HSH and translated as Albanian Railways, is the national railway organization associated with Albania's rail system. Established in 1947, it developed and operated the country's conventional railway network, including passenger and freight routes linking the port of Durrës with inland and northern Albanian destinations. The company has historically been responsible for railway operations, rolling stock, stations, and the maintenance of a largely single-track, non-electrified network. The network's principal passenger hub was Durrës, Albania's major Adriatic port. At different points, routes extended eastward toward Librazhd and Pogradec, south toward Vlorë, north toward Shkodër, and along a branch toward Tirana. By the 2010s, service coverage had contracted substantially. The Pogradec section was no longer carrying passenger trains, the Tirana branch operated only as far as Kashar, and several other routes were closed or limited to freight. A line beyond Shkodër toward Hani i Hotit provided Albania's only physical rail connection to a neighboring country, Montenegro, although that section was principally used for freight. Albania otherwise lacked direct rail connections with Kosovo, North Macedonia, and Greece. HSH's traditional operating environment has been difficult. Its infrastructure was entirely unelectrified and generally single-track, with passing loops rather than duplicated main lines. Diesel-electric locomotives, especially Czechoslovak-built T-669 units, hauled trains, while passenger carriages were acquired second-hand from several European railway systems, including those of Germany, Italy, Austria, and Poland. Track and rolling stock were affected by vandalism, locomotive and carriage damage, landslides, and theft of rails for scrap. These problems, together with limited investment and competition from road transport, reduced service frequency and reliability. By the 2010s, the operating railway had become a very small remnant of its former network. The reference material describes limited services including an Elbasan–Durrës passenger train and a Shkodër–Laç service, with other lines closed, freight-only, or under consideration for reconstruction. Some stations and carriages on the Durrës–Tirana route were refurbished in 2015 and received a red-and-white livery. The historic Durrës passenger terminal remained an important part of the system, although later modernization plans contemplated new or upgraded facilities as the network was rebuilt. Recent policy has focused less on expanding legacy operations and more on rehabilitation, electrification, and integration with European transport corridors. Construction to upgrade the Durrës–Tirana railway and connect it with Tirana International Airport began in 2021 with European Bank for Reconstruction and Development support. The planned electric service is intended to reduce travel times between Tirana, the airport, and Durrës. Separate projects target the Durrës–Rrogozhinë corridor and the Vorë–Hani i Hotit route, the latter being planned as a modernized and electrified international freight and passenger corridor toward Montenegro. European Union grants and loans from European financial institutions are central to these programs. Albanian and Kosovo authorities also approved work toward a feasibility study for a proposed Pristina–Durrës railway connection. This concept would provide Kosovo with a route to the Adriatic and strengthen regional connectivity, although it remains a planning and development project rather than an established HSH service. Hekurudha Shqiptare therefore represents both a historically important national railway brand and an institution in transition: its legacy network has contracted sharply, while public policy seeks to restore selected corridors with modern infrastructure, electric traction, safer crossings, and improved freight capacity.
History
Hekurudha Shqiptare was established in 1947 as Albania's national railway organization during the postwar development of the country's transport infrastructure. Its network became the backbone of long-distance surface transport for industrial goods and passengers, linking the Adriatic port of Durrës with inland manufacturing, mining, agricultural, and urban centers. The system eventually reached east toward Pogradec, south toward Vlorë, north toward Shkodër, and westward through the branch serving Tirana. The Albanian railway was built and operated as a conventional diesel railway. It was single-track throughout and was never electrified in its historic form. Czechoslovak T-669 diesel-electric locomotives became a characteristic part of the fleet, while passenger carriages were obtained second-hand from multiple European railway administrations, including the former East and West German systems, Italy, Austria, and Poland. Passing loops allowed trains to meet on the single-track network, but the arrangement limited frequency and capacity. A northern extension beyond Shkodër reached Hani i Hotit on the Montenegrin border during the 1980s. This created Albania's only physical rail connection with another country, although the cross-border section was primarily used for freight. No direct physical rail connection existed with Kosovo, North Macedonia, or Greece. Domestic branches also connected the network with industrial and port areas, including freight routes associated with the oil-refining area around Ballsh. After the political and economic changes of the 1990s, HSH faced declining investment, road competition, infrastructure deterioration, and operating disruptions. Track was damaged by landslides in some areas, and sections of rail were reportedly stolen for scrap. Vandalism affected both locomotives and passenger carriages, including damage caused by stones thrown at moving trains. These conditions contributed to slower journeys, reduced reliability, and the progressive contraction of passenger services. The organization became a private company in 2005 according to the referenced account, although it continued to be identified as Albania's state railway operator and remained closely associated with public ownership and state transport policy. The contraction was especially visible on the eastern and southern parts of the network. Passenger service on the scenic Librazhd–Pogradec line ended in 2012, and by the middle of that decade the Tirana service reached only Kashar rather than the capital's historic central station. The railway's main passenger terminal was Durrës station. In 2015, some stations and rolling stock on the Durrës–Tirana route were refurbished and given a red-and-white appearance. By the later period covered by the reference material, only a small number of passenger services remained, including an Elbasan–Durrës train and a Shkodër–Laç service, while several routes were closed or restricted to freight. Public policy subsequently shifted toward selective reconstruction rather than restoration of every historic branch. The Durrës–Tirana route was chosen for major rehabilitation and connection to Tirana International Airport. Work began in 2021 with financing from the European Bank for Reconstruction and Development, and the intended system uses electric trains. The planned journey from Tirana to the airport is approximately twelve minutes with three stops, while the Tirana–Durrës trip is planned at approximately twenty-two minutes with eight stops, subject to completion and operational implementation. Other corridor projects form part of broader Western Balkans and European transport planning. The Durrës–Rrogozhinë railway is being prepared for reconstruction with European Investment Bank and European Union support. The Vorë–Hani i Hotit line is planned for modernization and electrification over approximately 120 kilometers, with upgraded stations, safer level crossings, service roads, improved freight facilities, and a new freight station at Lezhë. The program is associated with the Western Balkans Economic and Investment Plan and the development of the Mediterranean TEN-T corridor. Regional integration is also represented by the proposed Pristina–Durrës railway. Albania and Kosovo approved work toward a feasibility study in 2021, with the potential route intended to give Kosovo a rail outlet to Durrës and improve trade and passenger connections across the western Balkans. The proposal remains a development concept rather than an operating railway. HSH's current historical significance consequently lies in two connected roles: preserving Albania's national rail identity and participating in a long-term effort to rebuild a smaller, safer, more interoperable, and increasingly electrified railway system.

Products and positioning
Albania's national railway operator and the country's principal public rail-infrastructure institution, with a strategic role in restoring domestic and international rail connectivity.
Passenger railway servicesPassenger transportation
HSH has historically operated domestic passenger trains connecting Durrës with Albanian cities and towns, including Tirana, Elbasan, Shkodër, Laç, Librazhd, and Pogradec. Service has contracted substantially because of infrastructure deterioration and road competition. The remaining and planned passenger network is centered on selected corridors, with the Durrës–Tirana–Rinas project intended to provide faster electric service.
Rail freight servicesFreight transportation
Freight transport has remained an important function of the Albanian railway, serving the port of Durrës, industrial locations, and cross-border traffic toward Montenegro. Freight-only or occasional freight routes have included the Shkodër–Hani i Hotit corridor and the Durrës–Ballsh connection. Planned rehabilitation of the northern international corridor is intended to improve freight speed, safety, and capacity.
Rail infrastructure managementRailway infrastructure
The HSH system encompasses railway track, stations, passing loops, terminals, crossings, and associated operating infrastructure. Historically the network was single-track and unelectrified. Current modernization programs focus on track reconstruction, electrification, station renovation, safer crossings, service roads, and new freight facilities.
Locomotive and rolling-stock operationsRailway equipment operations
Traditional HSH operations relied on diesel-electric locomotives, notably Czechoslovak T-669 units, and second-hand passenger coaches sourced from several European railway systems. Rolling stock has faced aging, vandalism, and maintenance challenges. The Durrës–Tirana–Rinas modernization is expected to introduce electric-powered train operation on the rehabilitated corridor.
