Federal Premium Ammunition is the current trading identity of the Federal Cartridge business, an American ammunition manufacturer based in Anoka, Minnesota. History
Federal's history began in Minnesota during the ammunition-demand surge associated with the First World War. Brothers Harry and Louis Sherman, who had prior experience in the ammunition industry, worked with investors to establish a small plant on the eastern side of Anoka for the manufacture of shotgun shells. Relations with the investors deteriorated, and the brothers left the enterprise in early 1917 to join the American Cartridge Company. The American Cartridge Company was later acquired by Federal. After the First World War ended, falling demand led to the closure of the Anoka factory in 1920. On April 27, 1922, Charles L. Horn assumed control of the plant and reorganized the business as Federal Cartridge Corporation. Horn sought to make ammunition widely available by distributing Federal products through unconventional retail locations as well as sporting-goods outlets. Grocery stores, barbershops, and filling stations became part of the company's distribution network, helping Federal establish a consumer presence beyond the specialist firearms trade. Government work drove the company's most important early expansion. In 1940, the British Purchasing Commission ordered 1.4 million mortar ignition cartridges, which were essentially specialized blank shotgun-type cartridges. In 1941, Federal won a large United States government contract to construct and operate the Twin City Ordnance Plant. The project involved a substantial government facility and positioned Federal among the significant American producers supporting wartime mobilization. Federal ranked 59th among United States corporations according to the value of its Second World War military production. After the war, Federal continued to develop commercial ammunition.
