History
Express Telecom was established in December 1988 as a Philippine cellular telecommunications venture. The National Telecommunications Commission granted it provisional authority to install, operate, and maintain a cellular mobile telephone system in Metro Manila. This authorization made Extelcom an early entrant into the Philippine mobile market and positioned it as the country's first mobile phone network operator. The company commenced limited operations in May 1989. Its initial infrastructure consisted of a switching facility in Antipolo and three cell sites in Metro Manila. The early network used analog AMPS technology and supported mobile voice services together with features such as call forwarding, call waiting, and three-way conferencing. Extelcom was assigned the 973 and 974 area codes, which are no longer in use. In October 1992, the NTC issued Extelcom a certificate of public convenience and necessity. Reference material describes the company as the only cellular mobile telephone system operator in the Philippines to hold such a certificate. Its analog network operated with 10 MHz in the 800 MHz band. Extelcom also developed an early prepaid proposition: Cellcard was introduced as the first cellular prepaid card in the Philippines. The company later offered Pinaka Cellcard and other prepaid services. The operator explored a technology transition during the early 2000s. In September 2001, the NTC assigned Extelcom 5 MHz in the 1800 MHz band for planned GSM operations. By 2003, however, the company had dropped its GSM plans and opted instead to deploy a CDMA-based network. This change reflected a strategic choice of mobile technology, although the available reference material does not provide details on the extent or commercial results of the planned CDMA deployment. Extelcom's service portfolio included unlimited plans covering different Philippine territories: Luzon and Metro Manila, Visayas and Mindanao, and a nationwide option. Other consumer and communications services included international direct dialing, international roaming, call forwarding, call waiting, three-way conferencing, and assistance through Express Tawag Center. The company also pursued business communications. Its wireless connection service used microwave radio links to provide dedicated clear-channel connectivity between two or more points through cell sites located in its service areas. Its physical connection offering used partner facilities to provide dedicated wired connectivity between business locations. In July 2015, Vega Telecom acquired Extelcom from the group associated with Roberto Ongpin and Ashmore Group. After the transaction, Express Telecom became a subsidiary of Vega Telecom. The supplied reference material does not document a current consumer network, present executive team, later rebranding, or a confirmed closure. Its current operating status therefore remains uncertain.
