Overview
e&, formerly known as Etisalat and Emirates Telecommunications Group, is an Abu Dhabi-headquartered telecommunications and technology group founded in 1976. It is the incumbent fixed-line and mobile operator in the United Arab Emirates and has developed a broad international presence through operating subsidiaries, strategic investments, wholesale connectivity, and digital businesses. Its core activities include mobile voice and data, fixed telephony, home broadband, fiber-to-the-home networks, enterprise connectivity, cloud and managed services, wholesale voice and data transit, internet exchange, television, cybersecurity, payment solutions, and other digital services. The company was established as a joint-stock enterprise involving International Aeradio Limited and local partners. In 1983, the UAE government took a 60 percent shareholding while the balance was made publicly tradable. Federal Law No. 1 of 1991 granted the corporation extensive rights to provide wired and wireless telecommunications services within the UAE and internationally, as well as to license, import, manufacture, and operate telecommunications equipment. This legal framework made Etisalat both the national incumbent and a central institution in the development of the UAE’s communications infrastructure. Its domestic network grew rapidly, with exchange lines increasing from approximately 36,000 in 1976 to more than 737,000 by 1998. In the 2000s, Etisalat shifted from a predominantly domestic utility model toward an international operator. It invested in or established businesses in markets including Saudi Arabia, Egypt, Pakistan, Afghanistan, Morocco, Mauritania, Mali, and several West African countries. Brands and subsidiaries associated with this expansion included Mobily, Ufone, e& Egypt, Maroc Telecom, Mauritel, Malitel, and Moov Africa operations. The group also developed wholesale infrastructure and international points of presence, helping position it as a major carrier of voice and data traffic in the Middle East and Africa. The UAE business became particularly associated with fiber deployment, broadband products, enterprise communications, and early adoption of advanced mobile standards. Etisalat reported completing fiber coverage for most Abu Dhabi households by the end of 2009. It launched a 4G LTE network in 2011 and announced a commercial 5G LTE launch in 2018, described by the company as the first such launch by a MENA operator. Its domestic portfolio has included mobile internet, prepaid and postpaid services, fixed broadband under brands such as eLife, Wi-Fi hotspots, television, cloud gaming, cloud computing, and business connectivity. A restructuring program begun in 2006 separated and consolidated non-core activities under Etisalat Services Holding. These activities included training and consultancy, SIM and smart-card production, payment services, data clearing, internet exchange and transit, contact-center operations, cable television, facilities management, and submarine-cable services. The structure reflected a wider move from a technology-centered telephone company toward a customer-oriented communications and services group. On 24 February 2022, the group introduced the e& identity to signal a transition beyond conventional telecommunications into technology, digital services, and investment. The former Etisalat identity continued to be used in some markets and service contexts, particularly within the UAE. The group has also pursued investments outside its operating subsidiaries, including a significant holding in Vodafone Group and a controlling interest in PPF Telecom Group, whose telecommunications assets operate under the Yettel brand in several European markets. These investments have brought e& into debates concerning national security, state influence, competition, and public subsidies. Today, e& combines a large UAE consumer and enterprise telecommunications franchise with international mobile, fixed, wholesale,…
History
Etisalat was created in 1976 as a joint-stock telecommunications company involving International Aeradio Limited, a British enterprise, and UAE partners. The ownership structure changed in 1983, when the UAE government acquired a 60 percent interest and the remaining shares became publicly traded. This arrangement established the company as a national infrastructure institution while also giving it access to public capital. Federal Law No. 1 of 1991 reinforced Etisalat’s central role. The law authorized the corporation to provide wired and wireless telecommunications services in the UAE and between the UAE and other countries. It also gave the company authority connected with the licensing, importation, manufacture, use, and operation of telecommunications equipment. As a result, Etisalat operated for many years as the UAE’s dominant or monopoly telecommunications provider while the country built out its communications infrastructure. The domestic network expanded substantially. Exchange lines rose from roughly 36,000 in 1976 to more than 737,000 in 1998. During the 2000s, the company broadened its capabilities beyond basic fixed and mobile telephony. A major restructuring program launched in 2006 consolidated non-core and support activities under Etisalat Services Holding. The portfolio included the Etisalat Academy, smart-card and SIM manufacturing, payment solutions, data clearing, internet exchange and transit, contact-center services, cable television, facilities management, and submarine-cable operations. Etisalat also began an international expansion program. In Saudi Arabia, it helped establish Mobily, which launched in 2005 as a second mobile operator. In Pakistan, it acquired a management-controlling stake in Ufone during the country’s telecommunications privatization process. In Egypt, a consortium led by Etisalat won a license for the country’s third mobile network in 2006, and the resulting operator later became e& Egypt. The group expanded in Afghanistan from 2007 and developed a broad African presence through Maroc Telecom and Moov-related operations. Maroc Telecom entered the group in 2014 after Etisalat agreed to acquire Vivendi’s controlling interest, bringing operations and stakes in Morocco, Mauritania, Mali, and other African markets into the wider portfolio. The UAE operation became known for early and extensive fiber deployment. By the end of 2009, the company reported that fiber-to-the-home coverage had reached most households in Abu Dhabi. It introduced a 4G LTE network in 2011 and announced a 5G network in 2018. Consumer services developed around mobile data, fixed broadband, television, Wi-Fi access, and home entertainment, while enterprise offerings expanded into cloud, managed connectivity, and information technology services. International operations were reorganized into a group structure in the early 2010s. Ahmad Abdulkarim Julfar led the group from 2011 to 2016, followed by Saleh Al Abdooli. Al Abdooli left in 2020, after which Hatem Dowidar became chief executive. The group increasingly emphasized technology, digital services, and investment in addition to network operations. On 24 February 2022, Etisalat Group launched the e& identity. The change was intended to communicate the company’s evolution into a broader technology and investment group, while Etisalat branding continued in parts of the operating business. The group subsequently maintained and expanded strategic holdings, including a significant investment in Vodafone Group and a controlling interest in PPF Telecom Group. These investments increased its international reach but also led to scrutiny from regulators and public officials concerning national security, state support, and competition. The contemporary e& group therefore has several overlapping identities: a UAE incumbent operator, a regional mobile and fixed-line business, an international wholesale carrier, an enterprise technology provider, and an investment company. Its history is defined by the construction of UAE communications infrastructure, international acquisitions and partnerships, and a continuing attempt to reposition telecommunications assets as a broader digital platform.
