Overview
Creos Luxembourg S.A. owns, operates, develops and maintains major electricity and natural-gas networks in the Grand Duchy of Luxembourg. Its role is that of a regulated network company rather than an energy retailer: it transports electricity and gas, connects users and suppliers, manages metering infrastructure, processes consumption data, applies approved network-access charges and supports the secure operation of the national grid. Its activities cover high-, medium- and low-voltage electricity infrastructure and high-, medium- and low-pressure gas pipelines. The company emerged from the restructuring of Luxembourg's traditional electricity and gas businesses in 2009. Cegedel S.A., the historic electricity distributor founded in 1928, Soteg S.A., a major gas supplier, and Saar Ferngas AG, a Saarland distribution company established in 1929, were brought together under a new Enovos energy group. The former Cegedel network business became Creos Luxembourg, while Enovos Luxembourg was assigned production, sales and marketing activities. This separation established the distinction between a regulated network operator and a competitive energy supplier. Creos expanded its gas-network responsibilities in 2010 by adding distribution activities and acquiring the natural-gas networks of Luxgaz Distribution S.A. Commercial customer-facing activities associated with those networks were transferred to Enovos Luxembourg. On 1 January 2011, the City of Luxembourg transferred its electricity and gas networks, together with associated teams, to Creos in exchange for an ownership stake. This increased the public shareholding in the network company from 5.71% to 24.57%. The company manages a nationally important electricity system connected to Germany, Belgium and wider European markets. Its electricity infrastructure includes high-voltage interconnections, transformer stations, medium-voltage networks and extensive low-voltage distribution lines. The gas system is connected to the European gas market through entry points in Germany, Belgium and France. Creos distributes natural gas to dozens of municipalities and operates infrastructure serving approximately 45 communes. Network access and tariffs are supervised by the Luxembourg Institute of Regulation, which is responsible for ensuring transparent and regulated access for suppliers and users. Creos has also become an infrastructure platform for Luxembourg's energy transition. It has deployed approximately 300,000 smart meters, marketed as Smarty, to support more detailed measurement and future smart-grid functions. The company contributed to the national public electric-vehicle charging infrastructure through the Chargy and SuperChargy networks. Its work increasingly includes digital network management, flexibility research, data platforms and preparation for hydrogen transport. In 2024, it created Creos Luxembourg Hydrogen S.A. to plan hydrogen pipeline infrastructure in Luxembourg and internationally. In 2025, the Leneda energy-data platform was launched to centralize electricity and gas consumption and production information. Creos also participates in cross-border and European infrastructure initiatives. Its interests and partnerships have included Luxmetering, Balansys, Ampacimon, TSCNet and JAO. Balansys, jointly associated with Fluxys Belgium, supports the integrated Belux gas market, while other affiliations assist grid monitoring, cross-border capacity allocation and transmission-system coordination. Creos remains an active subsidiary of the Encevo Group and is focused on reliable network operation, electrification, digitalization, renewable integration and the development of future energy carriers.
History
Creos Luxembourg traces its institutional origins to Luxembourg's electricity and gas infrastructure businesses. Cegedel S.A., the country's historic electricity company, was established in 1928 and eventually distributed a substantial share of Luxembourg's electricity requirements. Soteg S.A. was the country's principal gas supplier, while Saar Ferngas AG was a distribution company created in Saarland in 1929. A major restructuring took place in 2009. On 23 January, the shares of Cegedel and Saar Ferngas were transferred to Soteg. Following a mandatory public offer and extensive reorganization with effect from 1 January 2009, the assets were placed within the new Enovos energy group. The group comprised Enovos International S.A. as parent, Creos Luxembourg as the network subsidiary and Enovos Luxembourg as the entity responsible for production, sales and marketing. The former Cegedel network operation thus became Creos Luxembourg, creating a clearer separation between regulated infrastructure and competitive energy supply. During 2010, Creos broadened its gas responsibilities. It added a distribution network to its gas-transmission activities and acquired the natural-gas networks of Luxgaz Distribution S.A. Commercial management and supplier-facing activities were assigned to Enovos Luxembourg. On 1 January 2011, the City of Luxembourg transferred its electricity and gas networks and associated personnel to Creos in return for a shareholding. The transaction increased the publicly owned stake from 5.71% to 24.57%. The Enovos group later clarified its corporate identity. In 2016, Enovos International adopted a new visual identity and became Encevo, distinguishing the group holding company from the Enovos supply business and Creos network operator. In 2021, following a reorganization of Encevo's German operations, Creos Luxembourg sold its interest in Creos Deutschland Holding GmbH. Creos's operational scope includes planning, building and maintaining electricity networks at high, medium and low voltage, as well as natural-gas pipelines at high, medium and low pressure. Luxembourg's electricity system is strongly interconnected with Germany through two 220-kilovolt double lines and became more closely linked to Belgium after a phase-shifting transformer at Schifflange entered service in October 2017. The network includes six principal transformer stations and extensive medium- and low-voltage infrastructure. The gas system connects Luxembourg with Germany, Belgium and France and distributes gas to numerous municipalities. The company has progressively expanded into smart infrastructure. In response to Luxembourg's energy-efficiency legislation, Creos participated in the replacement of electricity and gas meters nationwide, deploying approximately 300,000 Smarty smart meters. It also helped install the Chargy public charging network and the SuperChargy ultra-fast charging network. Digital and research initiatives include KOPR, a digital twin intended to model network use and loading, and FlexBeAn, a project examining energy flexibility and consumer behavior with Luxembourg research institutions. Cross-border cooperation is another continuing feature of Creos's development. The company has participated in Balansys, a joint venture with Fluxys Belgium supporting the integrated Belux gas market, and has shareholdings or affiliations involving Luxmetering, Ampacimon, TSCNet and JAO. The Belux gas market was integrated in 2015, with Balansys becoming the balancing operator in 2020. In 2023, Laurence Zenner became CEO. In 2024, Creos created a wholly owned hydrogen subsidiary to prepare pipeline projects and support the HY4Link concept, which seeks to connect hydrogen infrastructure across Belgium, Luxembourg, France and Germany. In 2025, Leneda was launched as a Luxembourg energy-data platform. These initiatives reflect Creos's transition from a conventional network operator toward a broader infrastructure role covering digitalization, flexibility, electric mobility, renewable integration and hydrogen transport.
